An ordinance amending and supplementing Section 31-54, Crosswalks, and deleting Section 31-476, established, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey


WHEREAS, pursuant to N.J.S.A.40:48-2, the governing body of a municipality may make, amend, repeal, and enforce such other ordinances, regulations, rules and by-laws not contrary to the laws of this state or of the United States, as it may deem necessary and proper for the good government, order and protection of person and property, and for the preservation of the public health, safety and welfare of the municipality and its inhabitants, and as may be necessary to carry into effect the powers and duties conferred and imposed by this subtitle, or by any law; and

WHEREAS, the Township of Randolph desires to amend and supplement Section 31-54, Crosswalks, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, to include all of the various locations where crosswalks shall be established within the Township of Randolph; and

WHEREAS, the Township of Randolph desires to delete Section 31-476, Established, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, which established certain mid-block crosswalks, because Section 31-54, Crosswalks, will now govern all crosswalks established within the Township of Randolph.

NOW, THEREFORE, BE IT ORDAINED by the Governing Body of the Township of Randolph, County of Morris, State of New Jersey as follows:

SECTION ONE. Section 31-54, Crosswalks, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey is hereby deleted in its entirety and replaced with the following:

Sec. 31-54. Crosswalks.

All crosswalk markings and signage shall be installed in accordance with the Manual on Uniform Traffic Control Devices for Streets and Highways. Crosswalks are established at the following locations:

  • Aldebaran Drive, at the intersection with Dover Chester Road.
  • Calais Road, at the west side intersection with Morris Turnpike.
  • Calais Road, at the intersection with Dover Chester Road.
  • Carroll Road, 1180 feet south of the intersection with Longview Road.
  • Carroll Road, at the east side intersection with Farview Avenue.
  • Center Grove Road, at the west side intersection with Castle Court.
  • Center Grove Road, at the north side intersection with Route 10.
  • Center Grove Road, at the south side intersection with Route 10.
  • Center Grove Road, at the north side intersection with Quaker Church Road.
  • Center Grove Road, 370 feet north of the intersection with Morgan Court.
  • Church Road, at the west side intersection with Ryan Court.
  • Combs Hollow Road, at the south side intersection with Doby Road.
  • Dover Chester Road, at the east side intersection with Morris Turnpike.
  • Dover Chester Road, at the west side intersection with Morris Turnpike.
  • Dover Chester Road, at the west side intersection with Draco Drive.
  • East Logan Road, at the intersection with Dover Chester Road.
  • Ellam Drive, at the intersection with Dover Chester Road.
  • Franklin Road, at the east side intersection with South Salem Street.
  • Millbrook Avenue, at the intersection with the Municipal Building and High School driveways.
  • Millbrook Avenue, at the intersection with the south parking lot of the High School.
  • Millbrook Avenue, 1850 feet south of the intersection with Schoolhouse Road.
  • Morris Turnpike, at the north side intersection with Dover Chester Road.
  • Morris Turnpike, at the south side intersection with Dover Chester Road.
  • Oak Lane, at the intersection with Schoolhouse Road.
  • Quaker Church Road, 300 feet west of the intersection with Center Grove Road.
  • Quaker Church Road, at the east side intersection with Center Grove Road.
  • Quaker Church Road, at the west side intersection with Center Grove Road.
  • Radtke Road, 510 feet north of the intersection with West Hanover Road.
  • Radtke Road, 70 feet west of the intersection with Beaver Dam Road.
  • Schoolhouse Road, at the intersection with Oak Lane.
  • Shongum Road, at the south side intersection with Waterview Lane.
  • South Salem Street, at the north side intersection with Franklin Road.
  • South Salem Street, at the south side intersection with Franklin Road.
  • Sussex Turnpike, at the east side intersection with Millbrook Avenue.
  • Sussex Turnpike, at the west side intersection with Millbrook Avenue.
  • Sussex Turnpike, at the intersection with Church Street.
  • Sussex Turnpike, at the intersection with Tucker Avenue.
  • West Hanover Road, at the intersection with Lake Shore Drive.
  • West Hanover Road, at the intersection with Woltz Way/Arrow Place.
  • West Hanover Road, 1880 feet east of the intersection with Radtke Road.

SECTION TWO. Section 31-476, Established, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, is hereby deleted in its entirety and replaced by the following:

RESERVED.

SECTION THREE. All Ordinances of the Township of Randolph which are inconsistent with the provisions of this Ordinance are hereby repealed as to the extent of such inconsistency.

SECTION FOUR. If any section, subsection, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or invalid by any Court of competent jurisdiction, such decision shall not affect the remaining portions of this Ordinance.

SECTION FIVE. This Ordinance shall take effect as provided by law.

NOTICE IS HEREBY GIVEN that an Ordinance entitled “An Ordinance Amending And Supplementing Section 31-54, Crosswalks, And Deleting Section 31-476, Established, Of Chapter 31, Traffic And Vehicles, Of The Revised Ordinances Of The Township Of Randolph, Morris County New Jersey” was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on February 2, 2012 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on March 1, 2012 at 7 p.m. prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.

Statement of Purpose of Ordinance

The purpose of the above Ordinance is to amend and supplement Section 31-54, Crosswalks, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, to include all of the various locations where crosswalks shall be established within the Township of Randolph. The purpose of the Ordinance is also to delete Section 31-476, Established, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, which established certain mid-block crosswalks, because Section 31-54, Crosswalks, will now govern all crosswalks established within the Township of Randolph.
