Town Hall

What are the hours of operation at Town Hall?
Town Hall is open Monday through Friday, from 8:30 a.m. to 4:30 p.m. Hours are extended on the first Thursday of each month, from 8:30 a.m. to 8:00 p.m.
Where is Randolph’s Municipal Building located?

What form of government does Randolph have?
Randolph operates under the Council-Manager form of government. The distinctive feature of this form of government is the strict separation between legislative and administrative functions. As a result, administrative responsibilities are vested in a full-time Township Manager while the Township Council is responsible for all legislative matters.
How do I get appointed to a board or committee?
Randolph has over a dozen boards and committees advising and assisting the council. Appointments are made as vacancies occur and are usually obtained by submitting a Volunteer Application and resumé to the Township Manager’s office prior to the council’s reorganization meeting in January. When are council meetings held?

Agendas are posted online as soon as they become available. However, due to the fact that agenda items may be added, deleted or changed right up until the start of each meeting, the current agenda you see on the web site may not reflect the most recent revisions.
Where do I go to vote?

In order to hold a raffle, your organization must apply for a license through the Township Clerk’s office. The Township Council must then approve your license application prior to issuance. More info »
How do I obtain a copy of a public document?
The procedure for obtaining government records in Randolph is fairly simple and is accomplished through filing a records request form with the Township Clerk. In order for your request to be processed, you will be required to provide an accurate description for each record you seek. More info »

Do I need a permit for construction or renovations to my property?
Generally speaking, anything more than ordinary repairs will probably require a construction permit. In cases where a project will change the footprint of the building, lot coverage or use of the space, zoning approval may also be required. More info »
Why do I need a construction permit?
A construction permit ensures that all building projects in the township conform to health, fire, structural and general safety standards to protect individuals and the community. It is against the law to start work without a permit. Aside from the legal ramifications and penalties, you might unknowingly receive substandard materials and/or poor workmanship from a contractor. If you have an insurance claim related to any work done without permits, your carrier may not pay the claim—they often check with the township for permits and the required inspections.
I want to subdivide my property. How do I go about doing this?

How would I connect to the township’s water or sewer system?
Contact the Engineering Department at 973.989.7066 to determine if this is a possibility.
Do I need a permit if I want to make repairs to my septic system?
Most repairs (and modifications) are highly technical and require the expertise of a licensed professional engineer. Before undertaking any repairs without the use of a licensed engineer, you must contact the Health Department at 973.989.7050 to ensure compliance with state law and township policies. Permits are required.
How often do I need to have my septic system pumped out?
In order to maximize the life of your septic system, the township’s Health Department recommends that residents have this done every 2-1/2 to 3 years. A permit is required and is usually obtained by the commercial establishment that pumps the tanks.
How do I notify the township about a pothole in the roadway?

Health & Vital Statistics

Does the Health Department provide immunizations?
Yes…and more! Public Health Nurses offer a variety of health screenings and programs throughout the year designed to promote and protect the health of township residents. Flu and pneumonia vaccination clinics are offered in late fall. More info »
How do I obtain a marriage license?
Randolph’s Registrar of Vital Statistics issues marriage licenses. You would apply for a marriage license in Randolph if either the bride or groom resides in Randolph OR neither the bride nor groom is a resident of New Jersey but the marriage ceremony will be performed in Randolph. How would I obtain copies of a birth and/or death certificate?
All births and deaths which occur within the township are recorded by the Registrar of Vital Statistics. In order to obtain a copy of one of these documents, you will be required to authenticate your relationship to the subject of the vital record you seek and submit proof of your identity. More info »
Do I have to be a resident of Randolph in order to register my domestic partnership in Randolph?
No. The Affidavit of Domestic Partnership does not have to be filed or registered in the municipality in which the domestic partners reside. More info »

Recycling & Garbage

What are the Recycling Center hours?
The Recycling Center is open Wednesday through Friday, from 7:00 a.m. to 3:00 p.m. On weekends, it is open Saturdays, from 8:00 a.m. to 4:00 p.m. and Sundays, from 9:00 a.m. to 3:00 p.m. It is closed on Mondays and Tuesdays.
My recyclables were not picked up curbside this week. Was this an oversight or did I do something wrong?
While it’s possible that there may have been a temporary disruption in curbside pickup, it’s also possible that you may not have adhered to the township’s guidelines for the curbside pickup of recyclables. Attendants will not pick up items left out in cardboard boxes or plastic bags. Also, some type of items are not accepted for recycling, either because they are prohibited or ineligible. In this case, the term “ineligible” simply means that these materials are not considered recyclables and it is safe to include them with regular household trash. You may want to view our Recycling Guidelines or call the Health Department at 973.989.7050.
My trash pickup day falls on a holiday. When will my trash be collected?
If your trash pickup day falls on a holiday, it will be collected the next business day after the holiday.
My recycling day falls on a holiday. When will recyclables be picked up?

If the weather is inclement, is curbside collection of trash cancelled?
The waste haulers make every effort to collect trash as scheduled. However, if road conditions are hazardous, causing a delay or cancellation of trash collection, the makeup collection day is the next business day.
If we have a snow storm, is curbside collection of recyclables cancelled?
The recycling crew also serves as part of the township’s snow and ice removal team. As such, curbside collection of recyclables is typically cancelled whenever Randolph schools are closed for a snow day. The makeup day will be the next business day, weather permitting. If snow conditions pre-empt two or more consecutive collection days, please call 973.989.7050 for the revised route schedule.

Parks, Recreation & Community Services

I’m a senior citizen. Does the township have any special services for residents age 60 and above?
Randolph’s Community Services Department offers a wide range of activities, events and services to make life a bit easier and more enjoyable for older folks. Events and activities include special “Just For the Fun of It” day trips, monthly outings closer to home, bi-weekly bowling, movie nights, cards, games, and a whole host of other opportunities for seniors. In addition, Randolph’s Dial-A-Ride Program provides transportation to and from medical appointments and shopping. Need more? How do I obtain information about programs, art classes, camps and other events offered by the Recreation Department?
A general overview of program offerings can be accessed through the main navigation menu to your left under Parks & Recreation --› Programs. More detailed information for programs currently enrolling participants—including meeting dates/times, registration dates and applicable fees—is available through the Recreation Department’s online registration site. How do I obtain a beach membership for my family?

Are the tennis courts at Brundage Park open to the public?
The municipal tennis courts may be used by residents and non-residents who have purchased an annual membership. Play is free for senior citizens with a Randolph I.D. card. More info »
Do I have to pay a fee in order to use the Skate Park?
Residents must purchase a registration card to utilize the Skate Park at Brundage Park. Non-residents may also utilize the Skate Park upon purchase of a registration card.

How do I know when ice skating is allowed at Heistein or Brundage Park?
For the safety of our residents, ice skating is only allowed when the ice is thick enough. If there is no flag up or a red flag is up, skating is not permitted. If a green flag appears, skating is permitted.
The township’s trail system network has many trail segments. Are they available in a map form?
Printed maps are available at all of the trail heads, at Town Hall, and at the Recreation office on Calais Road. An online version of the trail map is also available. More info »
Does the Parks & Recreation Department have a hotline where I can check on field status?
Yes, it does. Call 973.989.7085 for a recorded message. Additionally, check the home page of this web site. When there is an immediate but short-term announcement relative to field closings or activity cancellations, a graphic will appear at the bottom of the right-hand column to alert site visitors of same. Clicking on the graphic will launch a small window which will contain the announcement.
Can I get a job with Parks & Recreation during my summer vacation?
The Parks & Recreation Department has various full- and part-time positions available for day camp staff, lifeguards, park attendants, gym supervisors, etc. Applicants must be in grade 9 or above. More info »

Animals

What are the requirements for a dog license?
All dogs (and cats) seven months or older must be licensed and have a current tag affixed to a collar or harness. Licenses may be obtained from the Health Department. More info »
Whom do I call if I see a stray dog?
Randolph’s Animal Control Officer takes care of all animal-related issues in the township. Call 973.989.7090. If the phone is unattended when you call, leave a message. Messages are checked remotely so please do not hesitate to call outside normal business hours. More info »
My neighbor allows his dog to run free. Is there anything I can do? I’m worried it may be hit by a passing car or bite a child.
Dogs are prohibited from running at large by township ordinance. Call Animal Control at 973.989.7050 to report your concerns. If it is after regular hours, you may call the police department’s non-emergency number at 973.989.7010.
Is there any place within the township where I can let my dog run free?
Yes. Randolph’s Dog Park, located behind Town Hall, offers man’s best friend a place to roam and catch up with old friends. Amenities include a doggie water fountain, a ramp for climbing and an actual (decommissioned) fire hydrant.

Someone has shown up at my door trying to sell me magazine subscriptions. Is this allowed?
Maybe. Randolph has an ordinance regulating door-to-door solicitors and peddlers, both profit-making and nonprofit ones. Pursuant to Chapter 14, no one may engage in this conduct without having first applied for and received a permit from the Township Clerk. The ordinance also outlines the days/times when this activity is permitted and describes the permit card which will be issued to and must be carried by the individual at all times. I’ve heard about old hotels in Randolph but I haven’t been able to locate any. Where are they?
During the early part of the 20th century, the Mount Freedom section of the township came to be known as a vacation haven for people from urban areas, particularly New York City and Brooklyn. At its peak, the summer time brought upwards of 10,000 visitors to town. Alas, Randolph’s once-thriving resort community faded away in the mid 70s. View old postcards and read about Our Grand Hotels.
