The Township Council is the legislative body of Randolph.
Randolph’s Council-Manager form of government calls for the partisan, at-large election of seven Township Council members, from whom the elected body selects one of its members to serve as mayor each year.
The council represents the public and develops and adopts policies, resolves public issues, formulates township policy through motions, resolutions and ordinances which reflect the needs of the public, and maintains a working knowledge of intergovernmental issues and how they will affect the Township of Randolph. Thirteen separate advisory boards and committees assist policy formulation of the council.
The Township Council is similar to a corporate board of directors and is assisted by the Township Attorney, who prepares ordinances and advises on legal issues, the Township Clerk, who prepares resolutions, and the Township Manager, who functions much like the CEO of a corporation.

Mayor Michael Guadagno joined the Randolph Township Council in 2011. He served as chairman of the Randolph Planning Board for eight years and is a former member of the Board of Adjustment and Board of Assessment. He currently serves as a member of the Master Plan revision team and is Randolph’s representative for the Rockaway Valley Regional Sewerage Authority. He is on the board of trustees for the El Primer Paso preschool in Dover where he serves as treasurer. A graduate of Fairleigh Dickinson University, Mike retired from the Morris County Clerk’s Office in 2005 as Manager of Information Technology. He has been a resident of Randolph for thirty-eight years and lives on Bryant Street. His wife, Marilyn, passed away in 2001.
Deputy Mayor Thomas C. MacArthur was elected to the Randolph Township Council in 2011. He was previously a member of the Planning Board and served on the Environmental Commission, Board of Assessments, and the Open Space and Community Services Advisory committees. A graduate of Hofstra University, Tom has worked in the insurance industry for thirty years, the last eleven as chairman and CEO of York Insurance Services Group, Inc. He is active at Bethlehem Church in Randolph and also serves as a board director for two non-profit charitable organizations. Tom, his wife Debbie and their children David and Isabella have lived in Randolph since 1993 and currently reside on Fox Run.
James B. Loveys was selected August 30, 2010 to serve out the term of former council member Jay Alpert and then was elected for a full term beginning in 2011. He is a long time volunteer who has served on the Landmarks Committee, several recreation committees, and has coached baseball, football, hockey and soccer. He serves as an usher at St. Matthew’s Parish where he was formerly a member of its Building Committee. A graduate of Middlebury College with a BA in Economics, Jim has been a partner in a Parsippany real estate management firm for the past twenty-six years. A Randolph resident for nineteen years, Jim resides on Fieldcrest Court in Ironia with his wife Karen and their four children.
Trina Ruane Mitsch has been on the Randolph Township Council since 2002 and previously served as mayor in 2010 and 2011 and as deputy mayor in 2003 and 2007. She is a financial advisor with Wells Fargo Advisors and a Certified Financial Planner. Originally from Ireland, she attended Montclair State University and Fairleigh Dickinson University where she completed the Certified Financial Planner program. She is a member of Resurrection Parish in Randolph, Morris County Women’s Republican Club, Financial Women’s Association (FWA), the Morris County Chamber of Commerce and the Irish American Cultural Institute. A Randolph resident for over fourteen years, Trina resides on Fords Road with her husband Michael and daughter Elizabeth.
Allen Napoliello was first elected to the Randolph Township Council in 2002. He served as deputy mayor in 2004 and 2010 and mayor during the township’s bicentennial in 2005 and again in 2008. A graduate of Rutgers University, Al retired from Public Service Enterprise Group as a manager of information technology in 2002. Since 1980, he has served as chairman of the township’s Recreation Advisory Committee and vice chair of the Open Space Committee. Additionally, Al is a member of the Raritan Highlands Compact, the League of Municipalities Legislative Committee, the Randolph Rotary Club, St. Matthew’s Parish, and the Knights of Columbus. A township resident for more than thirty-three years, Al resides on Park Avenue with his wife JoAnn.
Michael Obremski was elected to the Randolph Township Council in 2004, was deputy mayor in 2006 and served as mayor in 2007. Councilman Obremski has served in various capacities on the township’s Traffic Advisory Committee, Parks Committee and Open Space Committee, and has been active in the township’s recreation programs since moving to Randolph in 1988. A graduate of Castleton State College in Vermont, he is a manager, external affairs at JCP&L/FirstEnergy. He resides on Sharon Street with his wife Pam and their daughters Kristie and Chelsea.
Joanne Veech was selected August 4, 2011 to fill the vacancy resulting from the resignation of former council member Gary Algeier. Councilwoman Veech is a long time volunteer who has served as a commissioner on the Board of Adjustment for over a decade and chaired Randolph Township’s Traffic Advisory Committee (TAC), bringing statewide recognition for Randolph’s lead on teen driver safety. She developed and delivered the modified “Alive at 25” program to over two thousand adults, police officers and teens and co-authored a “how to guide” for municipalities to start their own TAC and conduct high school parent and teen programs. Councilwoman Veech was awarded the New Jersey Safety Council’s Distinguished Service Award, “The Beacon Award,” in 2009 and was named a “New Jersey State GDL Champion 2011.” She just recently started serving on the Community Services and Recreation advisory committees and has a long history of service with recreation and high school sports’ booster clubs. She has a BS in Accounting, an MBA, and is a NJ Certified Internal Auditor in inactive status. A member of Resurrection Parish and an FDU graduate serving for two decades on FDU’s Board of Alumni, she is a director in human capital at Pricewaterhouse Coopers and resides with her husband Skip and two sons, Billy and Blaise, on Tammy Hill Trail.
