The Township Council is the legislative body of Randolph.

Randolph’s Council-Manager form of government calls for the partisan, at-large election of seven Township Council members, from whom the elected body selects one of its members to serve as mayor each year.

The council represents the public and develops and adopts policies, resolves public issues, formulates township policy through motions, resolutions and ordinances which reflect the needs of the public, and maintains a working knowledge of intergovernmental issues and how they will affect the Township of Randolph. Thirteen separate advisory boards and committees assist policy formulation of the council.

The Township Council is similar to a corporate board of directors and is assisted by the Township Attorney, who prepares ordinances and advises on legal issues, the Township Clerk, who prepares resolutions, and the Township Manager, who functions much like the CEO of a corporation.

Council Biographies

Mayor Allen Napoliello was first elected to the Randolph Township Council in 2002 and was re-elected in 2006. He served as Deputy Mayor in 2004 and Mayor during the township’s bicentennial in 2005. A graduate of Rutgers University, Al retired from Public Service Enterprise Group as a Manager of Information Technology in 2002. Since 1980, he has served as Chairman of the township’s Recreation Advisory Committee and Vice Chair of the Open Space Committee. Additionally, Al is a member of the Raritan Highlands Compact, Randolph Kiwanis, St. Matthew’s Parish, and the Knights of Columbus. A township resident for more than thirty-three years, Al resides on Park Avenue with his wife JoAnn.

Deputy Mayor Edward A. Metz was elected to the Randolph Township Council in 2006. He is a member of the Randolph Kiwanis and Randolph Chamber of Commerce. Ed is a board member for the Morris ARC and is a Finance Committee member of St. Matthew’s Parish. Ed is a graduate of Rutgers College, an inactive CPA, and has several years of experience in public accounting as well as in the private sector. Ed is also a Certified Financial Planner (CFP) and is the owner and president of Money At Work, LLC, a Registered Investment Advisory firm in Randolph. Ed has lived in Randolph since 1985 and currently resides on Quail Run with his wife Nancy and daughter Erica.

Gary C. Algeier was first elected to the Randolph Township Council in 1996 and was reelected in 2000 and 2004. He served as Mayor in 2003 and 2006. He is a member of the Randolph Kiwanis and the New Jersey Planning Officials Association, and currently serves as a trustee for the Housing Partnership for Morris County. He previously served as Vice Chairman of Morris County’s Open Space Committee and has been active in township recreation programs for over twenty years. A graduate of Gettysburg College and Villanova University School of Law, Gary has practiced law in New Jersey since 1969 and co-founded his Morristown law firm, Algeier Woodruff, PC in 1982. Gary is a Certified Civil Trial Attorney and is a member of the Million Dollar Advocate’s Forum. He was selected as one of New Jersey’s “Super Lawyers” by New Jersey Monthly magazine in June 2006. He is also a certified varsity official in both soccer and lacrosse. Gary and his wife Kathy have lived on Sandy Lane since 1976. They have four children and seven grandchildren.

Jay Alpert was first elected to the Randolph Township Council in 2006. He has served on the Planning Board, Environmental Commission, Open Space Committee, Traffic Advisory Board and Parks Committee. Jay has a Master of Science degree in Criminal Justice Management and is a Certified Public Manager. He retired from a twenty-five year career in law enforcement, which included serving as a the Sheriff of Bergen County, last year. Jay lives on Springhill Road with this wife Beth and daughters, Stephanie, Rachel and Lauren.

Trina Ruane Mitsch has served on the Randolph Township Council since 2002 and was Deputy Mayor in 2007. She is a Financial Advisor with Wachovia Securities LLC and a Certified Financial Planner. Originally from Ireland, she attended Montclair State University and Fairleigh Dickinson University where she completed the Certified Financial Planner program. She is a member of Resurrection Parish in Randolph, Morris County Women’s Republican Club, Financial Women’s Association (FWA), Irish Business Organization (IBO) and the Irish American Cultural Institute. A Randolph resident for over eight years, Trina resides on Fords Road with her husband Michael and daughter Elizabeth.

Michael Obremski was elected to the Randolph Township Council in 2004, was Deputy Mayor in 2006 and served as Mayor in 2007. Councilman Obremski has served in various capacities on the township’s Traffic Advisory Committee, Parks Committee and Open Space Committee, and has been active in the township’s recreation programs since moving to Randolph in 1988. A graduate of Castleton State College in Vermont, he is an Advanced Business Analyst at JCP&L/FirstEnergy. He resides on Sharon Street with his wife Pam and their daughters Kristie and Chelsea.

Arlene Price was first elected to the Randolph Township Council in 2005 for an unexpired one-year term. She was then elected to a four-year term in 2006. She previously served on the Planning Board, the Board of Adjustment and the Board of Health. She is an active member of Randolph Kiwanis and Trinity Lutheran Church in Morris Plains. Arlene has her B.S. in pharmacy from the University of Kansas and her doctorate in pharmacy from the University of Utah. She did a post-doctorate fellowship at Rutgers and taught in its College of Pharmacy. She has a broad range of experience in the healthcare industry and currently works for Johnson & Johnson as a Senior Scientific Affairs Liaison. A Randolph resident since 1988, Arlene lives with her husband, Geoff, on Mariner Drive.
