An Ordinance Amending Ordinance No. 19-15 and to Provide and Determine the Range of Compensation in Accordance with the Teamsters Collective Bargaining Agreement Effective January 1, 2018 in the Township of Randolph


WHEREAS, N.J.S.A. 40A 9-165 permits a municipality to establish salaries, wages, or compensation to be paid to the officers and employees of the municipality; and

WHEREAS, the Township Council and Township Manager have made a careful examination of the salaries, wages, and compensation appropriate to the compensation of said Township employees, and

NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey, they being the Governing Body thereof, that the below stated titles and compensation shall be amended upon adoption of this ordinance as follows:

Section 1. Service Employees/Teamsters:

The Manager shall be authorized to employ full and part-time personnel and to set salaries which do not exceed the below stated maximums:

Performance Stipend

In addition to an employee’s annual salary, the Township Manager will review employee’s performance and shall have the authority to provide a stipend. Performance stipends shall range from $0 to $1,000. Stipends shall not be included in the employee’s base salary. Stipends are not cumulative from year to year and shall be awarded in December.

Section 2. All ordinances of the Township of Randolph which are inconsistent with the provisions of the Ordinance are hereby repealed to the extent of each inconsistency.

Section 4. If any chapter, article, division, section, subsection, paragraph, sentence, clause, or provision of the Ordinance is for any reason held to be unconstitutional or invalid, such decision shall not affect all remaining portions of this Ordinance.

Section 5. The Ordinance shall take effect twenty (20) days after final passage, approval, and publication after adoption by the Township Council and Section 1. Service Employees/Teamsters, with exception of Senior Mechanic position, shall be retroactive to January 1, 2018.

ORDINANCE NO. 08-19

Notice is hereby given that an Ordinance entitled “AN ORDINANCE AMENDING ORDINANCE NO. 19-15 AND TO PROVIDE AND DETERMINE THE RANGE OF COMPENSATION IN ACCORDANCE WITH THE TEAMSTERS COLLECTIVE BARGAINING AGREEMENT EFFECTIVE JANUARY 1, 2018 IN THE TOWNSHIP OF RANDOLPH” was submitted in writing at a regular meeting of the Township Council of the Township of Randolph, County of Morris, State of New Jersey, held on April 18, 2019 and was introduced, read by title, and passed on first reading. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at the regular meeting to be held on May 2, 2019 at 5:30 p.m. prevailing time at the Municipal Building in said Township located at 502 Millbrook Avenue, Randolph, New Jersey, at which time and place a public hearing thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.

Statement of Purpose of Ordinance

The purpose of the said Ordinance is to establish and set forth the salaries for the Township employees listed herein that will be in effect starting January 1, 2018 or as otherwise noted.

A copy of the full Ordinance is available to any member of the general public, at no cost, at the Randolph Township Municipal Building, Office of the Clerk, between the hours of 9:00 a.m. and 4:30 p.m.
