An ordinance amending and supplementing Sections 31-73 and 31-75 of Chapter 31, Traffic and Vehicles, of the revised ordinances of the Township of Randolph, Morris County, New Jersey
WHEREAS, pursuant to N.J.S.A.40:48-2, the governing body of a municipality may make, amend, repeal, and enforce such other ordinances, regulations, rules and by-laws not contrary to the laws of this state or of the United States, as it may deem necessary and proper for the good government, order and protection of person and property, and for the preservation of the public health, safety and welfare of the municipality and its inhabitants, and as may be necessary to carry into effect the powers and duties conferred and imposed by this subtitle, or by any law; and
WHEREAS, the Township of Randolph desires to amend and supplement Section 31-73, Parking Prohibited on Certain Streets, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, to empower the Chief of Police to temporarily waive parking restrictions on the north side of Dawson Road, the south side of Jared Drive and the area on South Road along the fencing fronting the Cemetery to accommodate services being held at the Cemetery on South Road; and
WHEREAS, the Township of Randolph desires to amend and supplement Section 31-75, No Parking Certain Hours, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, to suspend the parking restrictions on Mohawk Place during voting for Primary Elections and General Elections.
NOW, THEREFORE, BE IT ORDAINED by the Governing Body of the Township of Randolph, County of Morris, State of New Jersey as follows:
SECTION ONE. Section 31-73, Parking Prohibited on Certain Streets, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey is hereby deleted in its entirety and replaced by the following:
Sec. 31-73. - Parking prohibited on certain streets.
No person shall park a vehicle at any time upon any of the following described streets or parts thereof:

The chief of police shall be empowered to temporarily waive parking restrictions on the north side of Dawson Road and the south side of Jared Drive so as to accommodate three special annual events; Little League Opening Day Ceremony, Memorial Day Weekend Soccer Tournament and Labor Day Weekend Soccer Tournament all held at Heisteins Park. Said temporary waivers may only be granted if adequate security measures are in place to safeguard against parking in areas other than those temporarily designated for parking.
In addition, the chief of police shall be empowered to temporarily waive parking restrictions on the north side of Dawson Road, the south side of Jared Drive and the area on South Road along the fencing fronting the Cemetery so as to accommodate services being held at the Cemetery on South Road as long as the arrangements are made in advance and approved by the chief of police.
The chief of police shall further be empowered to temporarily waive parking regulations on the north side of Dawson Road and Brandywine Court and the south side of Jared Drive to accommodate special requests of Randolph residents fronting said roadways should temporary street parking be required for a social/family gathering.
SECTION TWO. Section 31-75, No Parking Certain Hours, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey is hereby deleted in its entirety and replaced by the following:
Sec. 31-75. - No parking certain hours.
No person shall park a vehicle anywhere along the entire length of Oak Lane between the hours of 7:00 a.m. to 3:00 p.m. when school is in session.
No person shall park a vehicle anywhere along the south side of Deepdale Drive between Evergreen Lane and Twilight Street between the hours of 7:30 a.m. to 8:30 a.m. and 2:30 p.m. to 3:30 p.m. when school is in session.
No person shall park a vehicle anywhere along the entire length of Deepdale Drive between Twilight Street and the westerly terminus of Deepdale Drive between the hours of 7:00 a.m. to 3:00 p.m. when school is in session.
No person shall park a vehicle anywhere along the east side of the entire length of Twilight Street between the hours of 7:30 a.m. to 8:30 a.m. and 2:30 p.m. to 3:30 p.m. when school is in session.
No person shall park a vehicle anywhere along the entire length of Foxwood Lane between Twilight Street and the westerly terminus of Foxwood Lane between the hours of 7:00 a.m. to 3:00 p.m. when school is in session.
No person shall park a vehicle anywhere along the north side of the entire length of Mohawk Place between the hours of 7:00 a.m. to 3:00 p.m. when school is in session. This parking restriction is suspended during voting for Primary Elections and General Elections.
SECTION THREE. All Ordinances of the Township of Randolph which are inconsistent with the provisions of this Ordinance are hereby repealed as to the extent of such inconsistency.
SECTION FOUR. If any section, subsection, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or invalid by any Court of competent jurisdiction, such decision shall not affect the remaining portions of this Ordinance.
SECTION FIVE. This Ordinance shall take effect as provided by law.

ORDINANCE NO. 11-15
Notice is hereby given that an Ordinance entitled “An Ordinance Amending And Supplementing Section 31-73 and 31-75 Of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County New Jersey” was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on May 7, 2015 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on May 21, 2015 at 7 p.m. prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.
Statement of Purpose of Ordinance
The purpose of the above Ordinance is to amend and supplement Section 31-73, Parking Prohibited on Certain Streets, of Chapter 31, Traffic and Vehicles, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey, to empower the Chief of Police to temporarily waive parking restrictions on the north side of Dawson Road, the south side of Jared Drive and the area on South Road along the fencing fronting the Cemetery to accommodate services being held at the Cemetery on South Road. In addition, the purpose of the above Ordinance is to amend and supplement Section 31-75, No Parking Certain Hours, to suspend the parking restrictions on Mohawk Place during voting for Primary Elections and General Elections.
