An ordinance to provide and determine the range of compensation for specified officers and employees in the Township of Randolph


WHEREAS, N.J.S.A. 40A 9-165 permits a municipality to establish salaries, wages or compensation to be paid to the officers and employees of the municipality, and

WHEREAS, the Township Council and Township Manager have made a careful examination of the salaries, wages, and compensation appropriate to compensation of said Township employees

NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey, they being the Governing Body thereof, as follows

Section 1. Legislative, Judiciary, and Executive

The below stated titles and compensation shall be effective January 1, 2008

Section 2. Department Heads and Exempt Personnel

The Manager shall be authorized to employ personnel and to set salaries which do not exceed the below stated maximums for the year 2008.

Performance Stipends

In addition to an employee’s annual salary, the Township Manager shall review employee performance and shall have the authority to provide a stipend. Managerial stipends shall range from $0 to $2,800. Stipends shall not be included in the employee’s base salary. Stipends are not cumulative from year to year.

Section 3. Supervisory Employees RTMSEA

The Manager shall be authorized to employ full and part-time personnel and to set salaries which do not exceed the below stated maximums for the years 2007, 2008, and 2009.

Section 9. Library Personnel

The salaries and wages for the library personnel shall be established by the Library Board of Trustees and certified to the Chief Financial Officer each year.

Section 10. Police Officers

See Ordinance #2-05

Section 11. All ordinance of the Township of Randolph which are inconsistent with the provisions of the Ordinance and hereby repealed to the extent of each inconsistency.

Section 12. If any chapter, article, division, section, subsection, paragraph, sentence, clause, or provision of the Ordinance is for any reason held to be unconstitutional or invalid, such decision shall not affect all remaining portions of this Ordinance.

Section 13. The Ordinance shall take effect twenty (20) days after final passage, approval, and publication after adoption by the Township Council and shall be retroactive to January 1, 2007.

ORDINANCE NO. 23-08

Notice is hereby given that an Ordinance entitled “AN ORDINANCE TO PROVIDE AND DETERMINE THE RANGE OF COMPENSATION FOR SPECIFED OFFICERS AND EMPLOYEES IN THE TOWNSHIP OF RANDOLPH” was submitted in writing at a regular meeting of the Township Council of the Township of Randolph, County of Morris, State of New Jersey, held on July 1, 2008 and was introduced, ready by title, and passed on first reading. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage, thereof at the regular meeting to be held on August 7, 2008 at 8:00 PM prevailing time at the Municipal Building in said Township located at 502 Millbrook Avenue, Randolph, New Jersey at which time and place a public hearing thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.

Statement of Purpose of Ordinance

The purpose of the said Ordinance is to establish and set forth the salaries for the Township employees listed herein, that will be in effect starting January 1, 2007.

A copy of the full Ordinance is available to any member of the general public, at no cost, at the Randolph Township Municipal Building, Office of the Clerk, between the hours of 8:30 AM and 4:30 PM.
