An ordinance combining the Senior Citizen Advisory Committee, the Community Services Committee and the Randolph Cares Committee into a single committee to be known as the Community Services Advisory Committee
WHEREAS, the Township Council of the Township of Randolph (hereinafter referred to as the Council) shall, from time to time, review its committee structure so as to promote effective governance to meet the needs of its citizens; and
WHEREAS, such a review by the Council determined that three advisory committees can be combined into a single entity to be known as the Community Services Advisory Committee.
NOW, THEREFORE, BE IT ORDAINED, by the Township Council of the Township of Randolph, County of Morris, State of New Jersey, that
SECTION 1. Chapter 10, “Boards, Commissions, Committees and Agencies”, of the Revised Ordinances of the Township of Randolph is hereby amended to delete the following articles:
Article IV. Randolph CARES (the Community Awareness, Resistance, Education and Safety) Committee.
Article X. Senior Citizen Advisory Committee; and
Article XI. Community Services Committee
SECTION 2. Chapter 10, “Boards, Commission, Committees and Agencies”, Articles IV and X of the Revised Ordinances of the Township of Randolph are hereby amended to read as follows:

SECTION 3. Article XI, Community Services Advisory Committee, is hereby added to the Revised Ordinances of the Township of Randolph and shall read as follows:
Sec. 10-221. Creation; purpose.
There is hereby established the Community Services Advisory Committee as the primary advisory committee to the Township Council on the evaluation of and assistance with social service needs, program development, and special events for senior citizens, the disabled, and persons of all ages in need of public assistance.
Sec. 10-222. Appointment: term: officers; vacancies.
(a) The committee shall consist of nine (9) general members, alternate number one, alternate number two, and two (2) student (non-voting) members. A meeting quorum shall be achieved with any combination of general members and alternate members as long as a total of five (5) or more general/alternate members are in attendance. All members shall reside in Randolph.
The student members shall not take part in voting.
(b) The members first appointed, by the Council, shall serve terms as follows:
(1) Three (3) general members for three (3) years with terms expiring December 31, 2009. After the initial appointment; all future appointments shall be for three (3) years.
(2) Three (3) general members for two (2) years with terms expiring December 31, 2008. After the initial appointment; all future appointments shall be for three (3) years.
(3) Three (3) general members for one (1) year with terms expiring December 31, 2007. After the initial appointment; all future appointments shall be for three (3) years.
(4) Alternate member number one for three (3) years, with the first term expiring December 31, 2009. After the initial appointment; all future appointments shall be for three (3) years.
(5) Alternate member number two for two (2) years with the first term expiring December 31, 2008. After the initial appointment; all future appointments shall be for three (3) years.
(6) Up to two (2) student members for one (1) year. After the initial appointment(s); all future appointments shall be for one (1) year.
(c) The chairperson of the committee shall be a general member who shall be appointed by a vote of a majority of a quorum during a duly convened meeting of the committee, at its annual reorganization meeting to be held within the first thirty (30) days of each calendar year.
(d) If a vacancy shall occur, it shall be filled by appointment, as provided above, for the unexpired term.
Sec. 10-223 Duties and powers
The Community Services Advisory Committee shall:
(a) Make recommendations and act as a sounding board on social service needs, program development, and special events for senior citizens, the disabled, and persons of all ages in need of public assistance to the Council and Township Manager.
(b) Assist the Department of Parks, Recreation and Community Services with special events, trips, social services, and senior citizen programs.
(c) Assist by providing recommendations for rules, regulations, policies, and procedures for facilities and programs related to senior citizens, the disabled, and those in need of public assistance.
(d) Coordinate activities, and cooperate with other agencies and committees entrusted with responsibilities related to senior citizens, the disabled, and those in need of public assistance.
Sec. 10-224 Staff Support
The Department of Parks, Recreation, and Community Services shall provide staff support to the committee under the supervision and guidance of the Director and Township Manager.
SECTION 4. Ordinances, resolutions, and regulations or parts of ordinances, resolutions, and regulations inconsistent herewith, are hereby repealed to the extent of such inconsistencies.
SECTION 5. If any section, subsection, sentence, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or invalid by a Court of competent jurisdiction, such a decision shall not affect the remaining portions of this Ordinance.
SECTION 6. This Ordinance shall take effect upon passage and publication according to law.

ORDINANCE NO. 3-07
Notice is hereby given that an Ordinance entitled “An Ordinance Combining the Senior Citizen Advisory Committee, the Community Services Committee and the Randolph Cares Committee into a Single Committee to be know as the Community Services Advisory Committee” was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on January 4, 2007 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on February 1, 2007 at 8:00 p.m. prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.
Statement of Purpose of Ordinance
The purpose of the above Ordinance is to establish a primary advisory committee to the Township Council on the evaluation of and assistance with social service needs, program Development, and special events for senior citizens, the disabled, and persons of all ages in need of public assistance.
A copy of the full Ordinance is available to any member of the general public, without cost, at the Township of Randolph, Municipal Building, Millbrook Avenue, Randolph, New Jersey, at the Office of the Township Clerk, between the hours of 9:00 a.m. and 4:30 p.m.
