A. OPENING OF REGULAR MEETING

1. Call to Order

A regular meeting of the Randolph Township Council was called to order at 7:00 p.m. by Mayor Forstenhausler. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on November 17, 2017 by emailing them the annual resolution adopted by the Council on October 10, 2017. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph on November 23, 2017, and in the Daily Record on November 21, 2017.

B. OPEN TO THE PUBLIC

Seeing no one from the public, the public portion was closed.

C. MANAGER’S REPORT

Manager Mountain reported the following:

  • County Manager/Administrator’s Meeting—he attended the meeting held by John Bonanni; the topic was social services, including presentations by County Community Services Director Jennifer Carpinteri and Sheriff Jim Gannon. They covered a range of services available to those in need in Morris County, and how to better coordinate the delivery of services to those individuals. He spoke with the Director after the meeting regarding some of the ideas discussed internally in Randolph as to how to better promote the County’s services by highlighting them on the website or partnering with other organizations. She was interested in meeting with the Manager and Council to further discuss social service programs and assistance. This meeting was a result of the initial meeting of the County’s Strategic Planning effort; attendees felt the need for quarterly meetings highlighting topics of interest to municipal managers in the County. The topic of the next quarterly meeting will be labor relations.
  • Calais Road Park Naming Survey—the survey is active and posted on the township website; it can be completed online or via a hard copy at the Community Center. The survey is being promoted through the local press, and the township’s social media outlets. There are approximately 300 votes to date; the deadline is March 9th.
  • Meeting with Engineering/DPW Staff—he met with Tom Spring and Engineering staff to discuss the road evaluation program for 2018. They will be utilizing a similar process as has been used in the past. The draft analysis should be ready for the Council infrastructure work group the first week in March. They will develop a recommendation for the full Council later in March.

Councilman Guadagno asked if the County mentioned anything about fully funding the County dispatch. Manager Mountain replied that this year is the first that the emergency dispatch program is being funded without an increase. The County is not fully funding it; however, they are trying to lower the cost in the coming years. It has been less of a burden on the municipalities since it has been initiated.

D. APPROVAL OF MEETING MINUTES

1. Approving the Regular Meeting Minutes from January 1, 2018 and January 18, 2018

E. COMBINED ACTION RESOLUTIONS

Item #9, Township of Mendham’s Diversion Application—Councilwoman Veech asked for an explanation. Manager Mountain explained that in 2012, Randolph Township and Mendham Township entered into an agreement with the Green Acres on a diversion plan that involved the park property in Mendham Township where the Randolph Township Animal Shelter is now located, and the property on Calais Road, formerly known as 90 Acres. Due to the way the deal was structured, in order to utilize buildings that are on parkland that was funded by Green Acres money for something other than a park or recreational purpose, Green Acres requires that it be diverted. In order for Mendham Township to allow Randolph Township to utilize the animal kennels, the land housing those buildings had to be diverted; it is approximately 3 1/2 acres. Green Acres requires a “trade” of land that is not encumbered or restricted by them. The 90 Acre property met the criteria established by Green Acres. The Resolution authorizes the Mayor to execute the release of compensation agreement, and the ordinance that will be voted upon later in the meeting accepts the terms of the deed for the Randolph property. Mendham Township will be going through the same process on February 27, 2018. Once completed, the 90 Acre property will need to be added to the township’s Recreation and Open Space inventory. Everything in the park plan for the 90 Acre property is consistent with the Green Acres rules.

Item #10, Increase to French & Parrello—Deputy Mayor Loveys asked for clarification. Manager Mountain explained that the township is currently in the permitting process with the DEP for the park plan. They have indicated that there are a couple areas in the park plan where, under the restrictions of the permit, the township will only be able to cut trees down between October 1 and April 1. Since there will not be an approved contract for the park development until after April, the township asked French & Parrello to stake out the areas of the park that fall under the restriction and need trees cut. Therefore, the trees can be cut prior to April 1 and not delay the park development.

1. Release of Police Detail Escrow to Millennium Communications Group—$1,348.50

WHEREAS, the Finance Department received escrow funds for Police Detail.

WHEREAS, the Detail work has been completed.

THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, Morris County, New Jersey that it is recommended by the Finance Department that the escrow funds for the following amounts be refunded:

Millennium Communications Group $1,348.50

2. Cancellation of Outstanding Checks for 2016 and 2017 from the General Account—$159.90

WHEREAS, the attached list of checks issued in 2016 and 2017 are currently outstanding.

WHEREAS, the Finance Department has sent numerous letters with no response; and

WHEREAS; it is recommended by the Finance Director that the checks outstanding from the following accounts be cancelled:

3. Release of Contract Performance Bond in the Amount of $525,303.00 and Release of the Project Retainage in the Amount of $9,985.08 and Acceptance of Maintenance Bond in the Amount of $74,888.13—Pacific Construction, LLC

WHEREAS, Pacific Construction, LLC was required to post a project performance bond in the amount of $525,303.00, to guarantee construction of the Sussex Turnpike Water Main Replacement Phase II project; and

WHEREAS, Pacific Construction, LLC has satisfactorily completed all work associated with this project; and

WHEREAS, the Randolph Township Engineering Administrator recommends that Performance Bond #RNS0131070 issued by the RLI Insurance Company in the amount of $525,303.00 be released, and Maintenance Bond # RNS0131070M issued by the RLI Insurance Company in the amount of $74,888.13 be accepted to serve as the required Maintenance Bond for the project; and

WHEREAS, the Randolph Township Engineering Administrator also recommends the release of the final retainage payment for the project in the amount of $9,985.08 be released to Pacific Construction LLC, 531 Route 22 East PMB 240 Whitehouse Station, NJ 08889.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that is recommended by Ralph Carchia, Engineering Administrator that above referenced bonds be released and accepted and the project retainage be released by the Township of Randolph.

4. Refund Tax Sale Certificate for Block 209, Lot 12, 8 Trowbridge Dr. to US Bank cust ActLien Holding—$4,364.51

WHEREAS, Tax Sale Certificate #17-29 held by US Bank cust ActLien Holding, and assessed to Long, Gregory/Marilyn A. known as, Block 209, Lot 12 and also known as 8 Trowbridge Dr., and;

WHEREAS, the above mentioned Tax Sale Certificate has been redeemed by Gold Crest Abstract LLC representing the buyer of said property. The redemption includes principal and interest in the amount of $2,064.51 and the return of a premium in the amount of $2,300.00.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, that the Treasurer be instructed to refund the total amount of $4,364.51 to US Bank cust ActLien Holding, 50 South 16th St., Suite 2050, Philadelphia, PA 19102 the lien holder of Tax Sale Certificate #17-29.

5. Refund Tax Sale Certificate for Block 198, Lot 4.11, 100 Mount Pleasant Tpke. to Trystone Capital Assets—$596.78

7. Authorizing the Release of Monies Representing a Performance Bond Submitted by Innovative Municipal Products, Inc. for the November 1, 2016 through October 31, 2017 DPW Winter Chemicals Contract—$51,200.00

WHEREAS, the Township of Randolph (“Township”) awarded the DPW Winter Chemicals contract on October 27, 2016 to Innovative Municipal Products (US), Inc. (“Innovative”) for the period of November 1, 2016 through October 31, 2017; and

WHEREAS, Innovative provided a certified check in the amount of $51,200 to cover the 100% performance bond as required by the bid specifications; and

WHEREAS, Innovative has certified that they have successfully fulfilled and completed the contract; and

WHEREAS, the Public Works Director has certified that the contract has been satisfactorily completed; and

WHEREAS, the Township shall now release the performance bond in the amount of $51,200 plus accrued interest to Innovative.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that monies in the amount of $51,200 representing the performance bond submitted by Innovative Municipal Products (US), Inc. for the DPW Winter Chemicals contract for the period of November 1, 2016 through October 31, 2017 be released to Innovative Municipal Products (US), Inc. along with accrued interest.

8. Authorizing an Increase in the Award Amount to Innovative Municipal Products Inc. for the DPW Winter Chemicals Project of $17,400.00 Bringing the New Total to a Price Not to Exceed $107,000

WHEREAS, on October 19, 2017, via R 264-17, the Township Council awarded a contract to Innovative Municipal Products (US) Inc. of Glenmont, NY for the DPW Winter Chemicals project for the not to exceed price of $89,600 (ABE: $1.39/gallon; Liquid Magnesium Chloride: $1.17/gallon); and

WHEREAS, the Public Works Director has requested an increase in the contract award amount by an additional $17,400 due to an increase in the amount of chemicals needed; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project from 01-201-26-301-301.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that an increase of $17,400 in the contract award amount be authorized to Innovative Municipal Products (US) Inc. of Glenmont, NY for the DPW Winter Chemicals project for the revised contract not to exceed price of $107,000 (ABE: $1.39/gallon; Liquid Magnesium Chloride: $1.17/gallon).

CERTIFICATION OF AVAILABILITY OF FUNDS

As required by N.J.S.A. 40A:4-57, N.J.A.C. 5:30-14.5, and any other applicable requirement, I, Darren Maloney, Director of Finance for the Township of Randolph, have ascertained that funds will be available in the 2018 General Budget, Pending Adoption, to award a contract increase (change order) to Innovative Municipal Products for winter chemicals, according to its response to a solicitation for bids by the township.

9. Authorizing the Execution of the Green Acres Release and Compensation Agreement and Deed of Restriction in Connection with the State House Commission Approval of the Township of Mendham’s Diversion Application

WHEREAS, Block 116 Lot 6 in the Township of Mendham, County of Morris, is owned and administered by the Township of Mendham as part of India Brook Park; and

WHEREAS, through the Township of Mendham’s acceptance of Green Acres funding under Green Acres Planning Incentive Project #1419-00-038 and Green Acres Environmental Incentive Project #1419-94-082, Block 116 Lot 6 is encumbered by the New Jersey Department of Environmental Protection (“NJDEP”) as funded parkland with restrictions against disposal or diversion from recreation and conservation purposes (“Green Acres restrictions”); and

WHEREAS, the Township of Mendham filed a State House Commission diversion application (New Jersey Department of Environmental Protection SHC File #1419002) with the Green Acres Program, seeking permission to release from Green Acres restrictions 3.471 acres +1- of Block 116 Lot 6, including a portion of the Park occupied by existing kennels which would serve as the site for a regional animal control program to be operated by the Township of Randolph, Morris County, and a portion which would be set aside for affordable housing for local volunteer emergency services personnel (collectively, the “Diversion Area”); and

WHEREAS, in order to obtain the approval of the Diversion Application, all substantive and procedural requirements of N.JA.C. 7:36-26 must be met, including compensation requirements at N.J.A.C. 7:36-26.10; and

WHEREAS, in accordance with the Green Acres statutes and regulations, the NJDEP Commissioner on November 7, 2012 and the State House Commission on December 6, 2012, agreed to release the Diversion Area from the Green Acres restrictions under the terms and conditions set forth in their respective approvals (“the Approvals”) and memorialized in a Green Acres Release and Compensation Agreement (“the Release”); and

WHEREAS, as compensation for the removal of Green Acres restrictions from the Diversion. Area, Block 49, Lots 2 and 3 in the Township of Randolph (“Replacement Land”) will be permanently restricted for recreation and conservation purposes; and

WHEREAS, the Township of Randolph is a “local government unit,” authorized to administer, protect, acquire, develop or maintain lands for recreation and conservation purposes pursuant to N.J.A.C. 7:36-2.1, and is thus qualified to hold the Replacement Land in connection with this diversion application; and

WHEREAS, the Township of Randolph has agreed to hold and manage the Replacement Land in order to satisfy the compensation requirements for the above-referenced diversion application; and

WHEREAS, the Mayor and Township Council of Randolph Township have reviewed, are familiar with and have agreed to the terms and conditions of the Green Acres Release and Compensation Agreement.

NOW THEREFORE, BE IT RESOLVED, by the Township of Randolph in the County of Morris, State of New Jersey, as follows:

  1. The Mayor and Township Clerk, together with all other officers, professionals and employees of the Township are hereby authorized and directed to take any and all steps necessary to effectuate the purposes of this resolution, including but not limited to the execution of the Green Acres Release and Compensation Agreement.
  2. The Township agrees to comply with the terms and conditions of the Approvals, as memorialized in the Green Acres Release and Compensation Agreement, including, but not limited to:
    1. The Township shall amend its Recreation and Open Space Inventory (“ROSI”) to include the Replacement Land and file the amended ROSI within six months of the execution of the Green Acres Release and Compensation Agreement;
    2. In accordance with the Approvals, if the regional animal control facility does not occupy all of the space in the garage associated with the kennels in the Diversion Area, Mendham Township may use the garage at the kennel facilities for public works or parks maintenance storage purposes; and
    3. If in the future, the buildings in the Diversion Area are not used for the uses authorized by the Approvals, the Diversion Area will revert to being part of India Brook Park and shall be placed back on the Recreation and Open Space Inventory. However, any reversion of the Diversion Area to parkland shall not affect the permanent restriction of the Replacement Land for recreation and conservation purposes.
  3. This Resolution shall take effect immediately.

10. Authorizing an Increase of $5,100.00 in a Professional Services Agreement to French & Parrello for the Park Development at Calais Road Property Bringing the New Total to an Amount Not to Exceed $134,600.00

WHEREAS, on April 27, 2017 via R 107-17 the Township of Randolph awarded a Professional Services Agreement to French & Parrello for the Park Development at Calais Road Property in the amount of $129,500; and

WHEREAS, there is now the additional need to perform a tree clearing stakeout survey to identify trees which will need to be cleared in order for the project to be developed; and

WHEREAS, the cost for this survey is $5,100 per the enclosed Exhibit A; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project in account #04-215-55-983-300.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the professional services agreement to French & Parrello of Wall, NJ for the Park Development at Calais Road Property be increased by $5,100 for a tree clearing stakeout survey for the new not to exceed amount of $134,600.

CERTIFICATION OF AVAILABILITY OF FUNDS

11. Amending a Professional Services Agreement for a Time Extension to June 30, 2018 at an Additional Cost of $5,000.00 with Robert Michaels and Associates for Planning Services for the Affordable Housing Program Bringing the New Total to an Amount Not to Exceed $25,000.00

WHEREAS, the Township of Randolph (“Township”) adopted Resolution 196-12 on June 28, 2012 awarding a professional services agreement to Robert Michaels and Associates for planning services for the affordable housing program for $15,000 for the period of June 28, 2012 through June 27, 2013; and

WHEREAS, the Township adopted Resolution 161-15 on June 16, 2015 authorizing an extension through June 30, 2016; and

WHEREAS, The Township adopted Resolution 137-16 on April 21, 2016 since the Planning and Zoning Administrator had advised that this project was still not complete due to issues with the courts and should therefore be extended through June 30, 2017 as well as be increased an additional $5,000 to $20,000 for additional costs; and

WHEREAS, the project is still not complete and should be extended through June 30, 2018 at the request of the Planning and Zoning Administrator; and

WHEREAS, additional monies of $5,000 are needed to cover additional costs incurred as a result of the extension; and

WHEREAS, the hourly rate will remain at $150 which was authorized on April 21, 2016 via R 137-16.

WHEREAS, the Finance Officer has certified to the availability of funds for this project in account #13-225-00-000-000.

NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey that the professional services agreement awarded to Robert Michaels and Associates for planning services for the affordable housing program be extended to June 30, 2018 with an increase of $5,000 in the contract award amount for a new not to exceed total of $25,000 with no increase in the hourly rate.

12. Authorizing the Extension of a Professional Services Agreement to Dewberry Engineers, Inc., for Butterworth Phase III, (Mt. Freedom Sewer Design Project)

WHEREAS, on March 6, 2014 via R 87-14 the Township of Randolph (“Township”) Council awarded a professional services agreement for $85,700 for Butterworth Phase III (Mt. Freedom sewer design project) to Dewberry Engineers, Inc. located at 600 Parsippany Rd, Ste 301, Parsippany, NJ 07054 for a period not to exceed one year (March 6, 2014 - March 5, 2015); and

WHEREAS, the project is not yet completed; and

WHEREAS, the original contract amount of $85,700 will not increase as a result of this time extension.

NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey, that the professional services agreement awarded to Dewberry Engineers, Inc. for Butterworth Phase III (Mt. Freedom sewer design project) be extended until the project is fully completed, with no increase in the award amount.

13. Application for Social Affairs Permit, Randolph Rotary Club, at the Mt. Freedom Fire House, 670 Millbrook Ave, Randolph on April 30, 2018 from 7 p.m. to 10 p.m.

G. ORDINANCES: INTRODUCTION

1. Ordinance #04-18: Authorizing the Execution of a Deed of Restriction over Block 49, Lots 2 & 3 on the Official Tax Map of Randolph in Connection with the State House Commission Approval of the Township of Mendham’s Diversion Application

Manager Mountain explained that this is the ordinance to memorialize the execution of the Deed of Restriction that will encumber Block 49, Lots 2 & 3 which is the former 90 Acres.

BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE AUTHORIZING THE EXECUTION OF A DEED OF RESTRICTION OVER BLOCK 49, LOTS 2 & 3 ON THE OFFICIAL TAX MAP OF THE TOWNSHIP OF RANDOLPH IN CONNECTION WITH THE STATE HOUSE COMMISSION APPROVAL OF THE TOWNSHIP OF MENDHAM’S DIVERSION APPLICATION (NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION SHC-FILE #1419002)” be introduced, read by title by the Township Clerk and passed on first reading.

BE IT RESOLVED, that said Ordinance shall be further considered for final passage at the meeting of the Township Council of the Township of Randolph on the 1st of March 2018 at 7 o’clock in the evening, prevailing time, at the Municipal Building in said Township, at which time and place all persons interested shall be given an opportunity to be heard concerning said ordinance.

BE IT FURTHER RESOLVED, that the Township Clerk be authorized and directed to advertise said Ordinance in full or by summary with the notice of introduction thereof, in the official designated newspaper according to law.

Councilwoman Carey made a motion to introduce the ordinance. Councilman Tkacs seconded the motion, and the following roll call vote was taken:

H. OPEN TO THE PUBLIC

Judith Stewart of 114 Everdale Road reported that an additional item for the upcoming events is the concert at the library on Sunday afternoon at 2 p.m. There was a short discussion on including the library events on the Council agendas in the future.

Seeing no one further from the public, the public portion was closed.

I. COUNCIL COMMENTS

Councilman Guadagno reported that the County thanked the township for including the passport event on the website.

Councilman Napoliello reported that the Board of Health has not yet met this year; the next meeting is scheduled for March.

Councilman Tkacs attended the Traffic Advisory Committee meeting; Jim Marasca was again elected as Chairperson. Two intersections were discussed, South Morris Avenue and Quaker Church Road and Lawrence Road and Schoolhouse Road. At the meeting, Officer Biase explained that a study group from Rutgers University visited the intersections along Quaker Church Avenue to do a safety audit; they reported that they could not determine a way to improve the intersection at South Morris Avenue and Quaker Church Road. They explained that the state DOT frowns upon three-way stops. Councilman Guadagno explained that there is a three-way stop at the Millbrook Avenue intersection, expressed his discontent, and asked Councilman Tkacs to report back to the TAC that he is very unhappy with the end result. The DOT also looked at the section of Sussex Turnpike near The Barn which floods, as well as the intersection of Sussex Turnpike and Route 10 West. The Councilman reported that a student attended the TAC meeting, and she was asking if there was a way the township could provide a designated area for teens to practice parallel parking. She stated that she would fundraise if it was a matter of painting stripes and/or purchasing cones. Manager Mountain stated that he would look into it; however, he wasn’t sure if the issue was actually the cost or the liability.

Councilwoman Veech reported that the Parks Committee meeting was cancelled because there was not a quorum.

Councilwoman Veech also asked if there was any information on a tenant for the K-Mart space. Manager Mountain replied that there were some rumors, but he could not confirm anything.

Councilwoman Carey reported that she and Mayor Forstenhausler attended the Chamber of Commerce luncheon at LaStrada. She reported that there was a lot of good advice on taxes, and the impact of the new tax law.

Councilwoman Carey also reported that the Library Board of Trustees met. The Children’s Library Director retired; they are interviewing for her replacement, and expect to make an offer very soon. The Councilwoman explained that the new Director began a new feature of having local artists’ work displayed by the water wall in the library. The Director also started a new program of museum passes, where card holders can borrow passes to visit the Intrepid Museum, the Museum of Natural History, and the Morris Museum.

Deputy Mayor Loveys reported that at the Recreation Committee meeting on February 8th, Joe Nazzaro was elected Chairperson, and Anne Standridge will serve as Vice Chairperson. The committee is having the program coordinators attend the meetings each month to present information on their program. Kelly Varga, from Artworks Studio, presented at the February 8th meeting. She reported that on Saturday, May 19 from 3 p.m. to 7 p.m. at the Community Center and on the grounds of the library, there will be an arts festival, Randolph Arts in the Park. They received a grant from Morris Arts, who partners with New Jersey Council on the Arts. The festival will include participants, CCM, Randolph schools, Artworks Studio, and possibly Brundage Park Playhouse; the festival is for all visual, performing, and literary arts. Deputy Mayor Loveys summarized what was presented at the meeting by Kelly Varga related to the programs at Artworks Studio. At the same meeting, Anne Standridge reported on various school initiatives. The Transitional House, that will be utilized for the 18-21 year old developmentally disabled adolescents, is being worked on; they are hoping to have it ready for the fall 2018. The plan is scheduled to go before the Planning Board, followed by a submission to the State. The Board of Education has received many positive comments on this initiative from across the state. Deputy Mayor Loveys added that Jeanne Montemarano reported on the recreation participation statistics; they are very busy with spring sports enrollment.

Mayor Forstenhausler attended the EDC meeting; they will be working on the annual business awards.

Mayor Forstenhausler reported that he and Deputy Mayor Loveys attended the Cabaret at Randolph High School; there was a lot of good food from local restaurants, and the performances were great.

Mayor Forstenhausler stated that he performed his first marriage, which is one of the fun jobs of the Mayor.

The Mayor also reported that Ron DeFilippis presented the tax information at the Chamber of Commerce luncheon, and that the new tax plan should not really impact New Jersey residents and that it was blown out of proportion by the media.

Mayor Forstenhausler read a couple of books to a group of children at Fernbrook School for the Read Across America celebration.

Councilman Guadagno asked if there was going to be an employee wellness program again this year. Manager Mountain replied that there will be a program, and that he will prepare information for an upcoming Council meeting. There are now over 50% of the employees participating. He believed employees were benefitting from the program, but it would be a few years before it could be determined if there was any benefit to the township’s insurance costs.

Councilwoman Veech asked when the Community Wellness Day was being held; Manager Mountain replied that it is on March 24th at the Randolph Middle School. She asked for it to be added to the Upcoming Events.

J. EXECUTIVE SESSION

WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975 (N.J.S.A. 10:4-12) permits the exclusion of the public from a meeting under certain circumstances; and

WHEREAS, this public body is of the opinion that such circumstances presently exist.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, in the County of Morris, and State of New Jersey, as follows:

1. The public shall be excluded from the Executive portion of the meeting.

2. The general nature of the subject matter to be discussed is as follows:

Discussion of Community Volunteer of the Year
Township Manager’s Compensation

3. As nearly as now can be ascertained, the matter or matters to be discussed at this time will be disclosed to the public at such time and under such circumstances as are prescribed by law.

4. At the conclusion of the Executive Session, the Council will reconvene in public session for the purpose of taking formal action.
