A. OPENING OF REORGANIZATION MEETING
1. Opening of the Reorganization Meeting
The annual Reorganization Meeting of the Randolph Township Council was called to order at 7:00 p.m. by Former Mayor Loveys. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on November 6, 2019 by emailing them the annual resolution adopted by the Council on November 5, 2019. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph, and the Daily Record on November 14, 2019.

G. RECOGNIZE 2019 RANDOLPH MAYOR JAMES LOVEYS
Manager Mountain asked Mayor Carey and Councilman Loveys to join him at the podium. The Manager made the following remarks:
- 2019 was another busy and productive year for Randolph Township and through it all Mayor Loveys provided tremendous leadership for the Council and support for the entire municipal organization.
- I personally have enjoyed working with Mayor Loveys on a number of projects and initiatives and appreciate greatly the guidance and support he has provided to me as Manager.
- Mayor Loveys gave selflessly of his time during the past year representing the township at critical meetings, events, and numerous other town functions. As I reflect on his tenure as Mayor I think it is important to note:
- Dedication—hours reviewing documents and contracts, the time away from family making sure the town’s needs were met.
- Responsiveness to citizens.
- Passion for engaging with the young people in our community.
- Stewardship over numerous initiatives including the township’s efforts to resolve its affordable housing obligation, numerous road and infrastructure projects, the implementation of a new water and sewer utility rate structure and a municipal budget that maintained both the tax rate and the town’s AAA bond rating.
- On behalf of the entire organization—thank you for your leadership, your time, and above all else, your support throughout the past year.
Mayor Carey explained that the position of Mayor requires time away from one’s job, family, and takes away much of one’s free time. She explained that Mayor Loveys was “everywhere”; he attended an abundance of meetings, programs and events, and was very thoughtful and thorough. She explained that he loves talking to people and trying to help them solve issues. On behalf of the Council, Mayor Carey thanked former Mayor Loveys for everything he did during the year, for his integrity, dedication, and for his service to the community. She presented him with a plaque.

Thank you, Manager Mountain and Mayor Carey, for your heartfelt words.
It was an honor and privilege to serve this community as Mayor in 2019 and I’d like to thank my Council colleagues and the residents of Randolph for providing me the opportunity to do so. It has been an incredible experience and admittedly I’d forgotten just how fast a year can fly by. I thank my wife, Karen, and my daughter, Abby, for being here and sharing this night with me. Our daughters, Chelsea and Anna, their husbands, and our son, James, were unable to be here, but I know they’re here in spirit. Without the support and understanding of my family, fulfilling this commitment to public service would be impossible, and from the bottom of my heart I thank you.
Under Randolph’s form of government, while the Council determines all policy matters and assumes all legislative power, it relies on our township manager and staff to implement them. I’d like to touch on some of the accomplishments and initiatives of the past year:
- The Council adopted a municipal budget and capital improvement program that resulted in no increase to the municipal portion of our property tax bills for the third consecutive year, while maintaining our AAA bond rating; healthy fund balances and reserves; and continuing to invest in our infrastructure and township assets.
- We initiated a New Residents Welcome and Information meeting and reception, and an initiative to raise awareness of NJ211, as well as the coordination of local service providers.
- Ordinances were adopted in an effort to address resident issues and improve the quality of life for all, as well as to align zoning in the Mount Freedom Village Center area with the Mount Freedom Planning Study.
- Holiday decorations were installed along Sussex Turnpike in Mt. Freedom. Thank you to business owner John Herold who spearheaded the initiative, our Manager, township staff and JCP&L for seeing the project to fruition.
- An enormous amount of time was spent by our professional staff, Manager, Township Attorney, and Council members with respect to the township’s court mandated affordable housing obligation. Much more will be reported on this in 2020.
- Before I share a few reflections on my experience as Mayor, I thought I’d be remiss if I didn’t share with you a few recent phone conversations with residents concerning the safety of our Jewish community and the current heightened state of alert within which they find themselves as a result of several recent hateful acts. I explained that this Council, this township, and all residents of Randolph stand in solidarity with our Jewish community in denouncing these senseless, hate-filled acts of violence and vandalism. Any form of bigotry, hatred, or racism has no place in society and must be rejected. Although these recent attacks have targeted the Jewish community, they are attacks on all of humanity. I thank Chief Stokoe for his vigilance, and that of his department, and for stepping up patrols of our various Jewish institutions, as well as the vigilance of our Morris County Prosecutor’s Office and Sheriff’s Department.
- Also, Morris County Prosecutor and township resident, Fred Knapp, was unable to be here tonight, but he wished everyone well.
- As I reflect on my experience as Mayor in 2019, I’m left with two main thoughts:
- As Mayor you have the opportunity to work more closely with the Township Manager and you come to appreciate and respect the inner workings of our service based Municipal Organization. I can attest to the fact that it’s a well-run, efficient operation. We have an excellent Township Manager in Steve Mountain, they do not come with higher integrity or dependability, who oversees an incredible staff who are professional, extremely competent and hard working. They are here to serve and assist the residents of our community and they do a tremendous job.
- The feeling that perhaps you’ve made a difference in the lives of people simply by paying attention and committing some time, whether it’s listening to a resident’s complaint or issue and trying to facilitate a response, attending an organization’s function or celebration, recognizing the value and passion of our many volunteers, officiating a wedding ceremony, or simply reading a book to the elementary school kids.
- It has been a tremendous experience.
Lastly, I congratulate Mayor Carey and Deputy Mayor Veech on their nominations and appointments. It’s an exciting night for you both and your families. I have full faith in your abilities to lead this Council through the issues we’ll face in 2020. Mayor Carey, it was a pleasure working with you this past year and I thank you for the support you provided me.
H. COMMENTS BY MAYOR AND COUNCIL
Councilman Forstenhausler stated:
Happy New Year everyone and thank you so much for attending our reorganization meeting. I know that your time is precious and we appreciate you spending this evening with us. I would also like to send a special word of thanks to my wife Susan, daughter Lauren, and Mother-In-Law Inge. Without the support of my family, I could not volunteer the time necessary to serve our community on both the township council and our volunteer fire department.
I would like to most sincerely thank Mayor Loveys for his dedicated service to Randolph Township this past year. His upbeat energy and desire to represent Randolph Township at so many events was truly incredible. Thank you Jim!
Congratulations to Mayor Chris Carey and Deputy Mayor Joanne Veech, I look forward to working with them. Their knowledge and experience will serve Randolph Township well this coming year.
Our Manager Steve Mountain has successfully steered us through another year. Thank you for your leadership, and for all of your work navigating us through the issues with our Veterans Community Park Project. Steve and his staff did a great job this past year.
Our Township Clerk, Donna Luciani is a hard working and happy, pleasant person. Thank you to both Donna and her staff for all of their hard work this past year as well.
In addition to working closely with our Mayor Carey, Deputy Mayor Veech and our Township Council, I will continue to serve as liaison to the Safety Committee. I will also liaise to the Trails Committee and will continue to serve on several sub-committees, including infrastructure and retaining walls.
Volunteers in all areas are vital to our safety as well as to our many recreational programs, boards and committees. I have a very positive outlook for 2020, and will enjoy working with this council, township workers and all of our community volunteers to continue to keep Randolph a most desirable place to live, work and enjoy life. Thank you.
Councilman Nisivoccia stated:
Good Evening everyone and thank you for attending. Special thanks to my wife Jackie and our two children, Emma and Raymond, for their support.
Thank you Jim for serving as our Mayor last year, and congratulations to our new Mayor, Chris, and new Deputy Mayor, Joanne. I am looking forward to working with you and all the Council members to always put Randolph first.
I would also like to congratulate all the volunteers being sworn in to the township’s boards and committees. Thank you for your service to our community.
This year I will continue to explore better ways for the town to communicate with the residents on both routine and urgent matters so that everyone has the correct information in a timely manner.
This year, in addition to serving on several committees, I will serve as the Mayor’s designee to the Randolph Library Board of Trustees and as the Council liaison to the Traffic Advisory Committee.
In closing, I wish everyone a safe, healthy, and happy New Year.
Councilman Loveys stated:
I look forward to returning this year as Council liaison to the Wildlife Management Advisory Committee. Originally formed to address issues related to the overpopulation of deer in the township, the committee also keeps the Council abreast of other wildlife concerns in our community. The committee continues to work with our Parks, Recreation, and Community Services Department on the implementation of our public land hunts as well as facilitating those on private properties.
I will also serve as Council liaison to our Board of Health. The board is charged with recommending ways to meet the health needs of our community. It also reviews proposed ordinances affecting issues of public health and advises the Township Council on any recommendations based on its findings.
Lastly, I will continue to serve on the Facilities Work Group. Our township owns and maintains seven public facilities, and leases and maintains one. Township Clerk Donna Luciani also wears the hat of Buildings and Grounds Supervisor and coordinates and oversees the needed maintenance and renovation work. Our Facilities Work Group will continue to work with her, our Township Manager, and township staff in order to plan and prioritize our facility’s future capital improvement needs.
I continue to be thankful and appreciative for the opportunity to serve my community and all of our residents. I look forward to working with my fellow colleagues, our Township Manager, and township staff in 2020, all of whom I admire and respect, and will continue to be guided in my decision making by what is in the best interest of Randolph Township.

Good Evening and Happy New Year to everyone!
For a start, I would like to thank my fellow Council members for their support, friendship, and collegial spirit. Considering each of our different perspectives, I believe we work very well as a team. I would like to congratulation Jim for the phenomenal job he did as Mayor last year, and I look forward to supporting Chris as mayor for the upcoming year.
As I finish my third year on the Council, I am always impressed with the quality of professionals that work for our township. Our Town Manager, Clerk, and department heads keep Randolph running smoothly and efficiently, with excellent service levels to our residents. They certainly help make Randolph the special place it is.
This year, I will continue to be the Official Council Member on the Planning Board, and I look forward to seeing the new and exciting changes to come. I will also serve on the Recreation Committee, and both the Infrastructure and Finance workgroups.
Finally, I would like to thank my wife Kim and my three adult children Jessica, Erik, and Monica whose love and support are invaluable to me. Thank You.
Councilwoman Potter stated:
Good Evening and Happy New Year—I would like to thank family, friends, Randolph residents and elected officials for taking the time tonight to celebrate Randolph Township’s 2020 reorganization. A special thank you to my husband John for supporting me during my first year serving on council.
Jim, thank you for serving our community as Mayor. Your commitment to public service was displayed in the multitude of personal hours you dedicated to your office last year. I would also like to thank you for your guidance given to me—I found your advice invaluable.
Randolph is lucky to have Chris and Joanne as Mayor and Deputy Mayor for 2020. They are an experienced duo when it comes to serving the residents of Randolph.
Steve and Donna, thank you and your staff for helping me navigate my first year on council.
I will again be serving on the Advisory Environmental and Landmark Committee. The committee is organizing a new communications effort to clarify Randolph’s recycling effort to Randolph residents. The Advisory Environmental and Landmark Committee is also playing the lead in a council sub-committee researching Randolph’s position on single-use plastics.
I also look forward to serving on the Randolph Municipal Alliance Committee. The MAC is a strong force in Randolph, combating alcoholism and drug abuse in our community.
I’ll also be continuing to work on a council sub-committee charged with implementing NJ 211 here in Randolph. The NJ 211 button is currently on our township’s website. By clicking that button or calling 211, residents will be referred to local resources that can help them with almost any social issue as well as guide residents to volunteer opportunities. In 2020 our 211 sub-committee will be contacting Randolph service providers to list their services on 211, put the 211 button on their websites, and list any Randolph volunteer opportunities they have in the 211 database.
I’ve also been working with a committee to create a time capsule for our new park—and we hope to have it completed for the park opening.
Over this past year I have been so impressed with the countless hours Randolph residents have dedicated to volunteer efforts. Our fire department, rescue squad and committee volunteers do so much for us all. Randolph also has top notch employees. I look forward to working with everyone for another very successful year for Randolph—have a happy and healthy new year.
Deputy Mayor Veech stated:
Congratulations Mayor Carey! Welcome residents, our business community, elected officials, friends and family. Thank you all for joining us tonight.
I’m honored to serve as Deputy Mayor. Since actively serving this township since we arrived in 1995, it continues to amaze me how this community cares for each other. We are blessed to call Randolph our home.
This coming year I’ll be supporting our mayor and I’ll represent the township when she is unable to do so. I’ll be joining Chris on our Education Committee, meeting quarterly with our friends across the street, the Superintendent and her team, as well as meeting with the gem in our community, our County College of Morris, and President Anthony Iacono.
I will continue to serve as Liaison to the Parks Advisory Committee and serve as an active member and huge supporter of our Randolph Community Garden sub-committee. We are planning to open our garden this spring at Veterans Community Park on Calais Road. We have approximately 120 beds leased and there are still openings. See our website if you’d like to join us.
I’ll serve on our Communications Committee which focuses on continuously expanding the township’s communications with our residents and businesses. We would like those of you using Facebook, Instagram, or Twitter to follow our Township of Randolph sites as we publish important information including changes to our garbage, recycling, and leaf and branch pick-up dates, as well as road closures, emergency notifications, and much more.
And please make randolphnj.org a favorite site, as township information can be found there. If not, please call town hall and they’ll make sure it is. Also, if you haven’t gone to our township website and signed up for our reverse 911 system, you are missing out on local emergency news.
As another public safety announcement please notify the township if there are trees in the township’s right of way that could be a potential hazard, causing wires to come down during storms and wreak havoc. Losing power could be avoidable if we are all diligent.
I speak for myself and this Council as well as our residents and businesses in saying a big thank you to Jim Loveys, our 2014 and 2019 Mayor, as he has been a truly diligent and inspiring leader and has dedicated much of his life to serving this township and others. It’s not an easy task to serve as Mayor, so again, thanks Jim for everything you’ve done and will continue to do for this township.
Lastly thanks to my husband Skip who sends me off at night with a kiss as I attend all different kinds of meetings and events. May God bless our little piece of heaven, bless America and bless us. Let’s all live in peace.

Good evening. Happy New Year and welcome to 2020. Thank you to all of the family members, friends, staff, and elected officials who have come here today to be a part of this re-organization meeting. I especially want to thank my husband Frank and my sons, Nick and Joey, for being here tonight to support me.
It is such an honor and a privilege to serve as the Mayor of Randolph in 2020. I am really looking forward to a very rewarding and productive year.
Once again, I want to express my thanks to our outgoing mayor, Jim Loveys, for doing such a great job this past year. I would also like to thank all of my colleagues on the Council and Deputy Mayor Veech, for their dedication and service to the Randolph community and for their support and guidance. We work very closely as a team.
I would like to recognize our exceptional township staff and professionals, including those here this evening, Police Chief Stokoe, Donna Luciani, our Clerk, and of course our Town Manager, Steve Mountain. The staff who work in this building and throughout the town really do a terrific job of keeping this town safe, keeping it running very smoothly and providing quality services to Randolph residents.
I would also like to thank the many residents who raise their hands and volunteer to serve the Randolph community, on various advisory committees and Boards, many of whom are being appointed this evening, and also those who volunteer as coaches and certainly as volunteers on our Rescue Squad and our fire department.
As Mayor this year, I will also be a member of the Economic Development Committee, which serves as a liaison between the township and the Randolph business community. I look forward to working with our local businesses, especially those who are currently planning to open new businesses in our community, including Wawa and Metro Self Storage, both to be opening on Route 10 in 2020.
In addition, I am looking forward to being the Council Liaison, along with the Deputy Mayor, to the Randolph Board of Education. We have a close working relationship and open communication with the BOE and meet with them on a regular basis to discuss issues that affect both organizations and joint projects that may benefit our residents.
Looking forward, it’s going to be a busy year in Randolph. I would just like to briefly mention a few key initiatives for 2020:
2020 Budget—Budget season is upon us. As always, our goal is to prepare a budget that meets the community’s needs while balancing the long term financial stability of the municipal organization and minimizing the tax impact. Randolph is only one of a handful of the 565 municipalities in NJ that has a AAA bond rating from both Standard and Poor and Moody’s. The rating is an acknowledgement by these two institutions of the very strong financial position Randolph enjoys due to sound fiscal management. The rating benefits the community because it affords us the lowest possible interest rates if we borrow money.
We have 3 budget meetings scheduled on Saturday, January 25 at 8:30 a.m.; Thursday, February 6 at 5:00 p.m. and Saturday, February 22 at 8:30 a.m. All meetings are open to the public. We encourage input and participation from the public. Additional public hearings will be held in March and a final budget will ultimately be adopted in April.
Recreation—One of the reasons people love living in Randolph is our 600 acres of parks, 16 miles of trails and numerous recreation programs. We are looking forward to the successful completion of the construction of Veterans Community Park on Calais Road in 2020. The new 90-acre park will feature an amphitheater, a 1/4 mile paved, lighted walkway loop, a community garden, picnic pavilions, pickleball courts, paved and natural trails and multiple open areas for passive recreation and public events.
In accordance with our Parks Master Plan, we will also be making enhancements to our current parks, such as the replacement of field lighting at Brundage Park this year.
COAH—Also in 2020, we expect to have a final settlement of the Township’s Housing Element and Fair Share Plan and have a final determination of the municipal affordable housing obligations through 2025. We will be communicating more about this important topic throughout the year.
Along those lines, we will be completing remediation of the former EA Porter Site on Bennett Avenue and plan to transition the property to Habitat for Humanity, who will be constructing 25 affordable housing units. This is a project the town has been working on for quite some time and we are very happy and proud of our collaboration with Habitat for Humanity.
Cell Tower—Building permits have been issued for the construction of the new cell tower behind the municipal building. This of course, will improve communications in this critical area of schools, police, and township government.
There are also several important infrastructure projects that we will focus on in 2020. We anticipate completing several water and sewer projects, including:
- Meadowbrook water line replacement (paving and final phase drainage improvements)
- Farm and Arnold Road Sewer Improvements
- Meadowbrook Pump Station
- CCM Pump Station
In addition, we will be updating the Sewer System Master Plan. The plan presents a description of the existing sanitary sewer system as well as a detailed analysis of future needs along with recommendations to ensure the successful and effective operation and maintenance of the sanitary sewer systems of the Township.
In 2020 we will also make several infrastructure improvements to town hall, which is now about 50 years old. This building is kept in great shape, but there is work that needs to be done, such as drainage improvements, the replacement of the building’s air handler units and upgrade/replacement to the town hall phone system.
We will continue to work with and push the NJ State Department of Transportation for a plan to address the needed improvements to the Route 10 corridor intersections that are within Randolph Township. We recognize this is a source of frustration to our residents.
These are just a few of the many projects that we will be undertaking in what looks to be a busy and exciting year for Randolph.
