1. Opening of the Reorganization Meeting
The annual Reorganization Meeting of the Randolph Township Council was called to order at 6:00 p.m. by Former Mayor Forstenhausler. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on November 19, 2021, by emailing them the annual resolution adopted by the council on November 18, 2021. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph and the Daily Record on November 24, 2021.

Manager Mountain congratulated Council Member Potter and Council Member Nisivoccia on their appointments as Mayor and Deputy Mayor.
Mayor Potter was sworn in by her husband, John Potter; her son, Matthew, held the bible.
Deputy Mayor Nisivoccia was sworn in by his wife, Jackie Nisivoccia; his children, Emma and Raymond, held the bible.
Manager Mountain shared that the township received a letter from the office of Congresswoman Mikie Sherrill, congratulating Mayor Potter and Deputy Mayor Nisivoccia on their appointments.
J. RECOGNIZE 2021 RANDOLPH MAYOR MARK FORSTENHAUSLER
Manager Mountain made the following remarks:
Mayor - Congratulations - you now are a member of the exclusive two-term Mayor club.
To be a member of this club you must have one or more of the following traits - a short memory, trouble saying no, and in general a love of working long hours, for little pay, and very little thanks. In all seriousness, though, we are truly lucky that you agreed to take on this challenge a second time.
Being Mayor is a tough job-being Mayor in the year 2021 was an entirely different level of tough. Mark dealt with a wide range of challenges, some he had experienced before, and many he had to learn to handle as they came up. I won't name them all, but in looking back over the year he provided leadership through such issues as the town's affordable housing litigation settlement, diversity and inclusion discussions, several major storm events, the successful transfer of the EA Porter property to Habitat for Humanity, battling with the NJDOT on the Route 10 intersection improvements, establishing the town's position on cannabis, and not the least of which, continuing to guide the community through the uncertain times caused by the global pandemic.
Despite these many challenges, Mark always found time to fulfill his numerous other duties as Mayor. He attended every meeting and event, far too many to account for. These obligations filled his calendar, often placing him at multiple meetings and events on the same day. He officiated weddings, presented proclamations, prepared articles, gave speeches, and most importantly responded to every phone call, email, and letter he received. The Mayor did all that and more, all while still actively volunteering as a fireman and working a full-time job. Through it all he remained a calm, steadying force, never letting the weight of his responsibilities impact his day-to-day demeanor.
On behalf of the entire organization - Thank you Mark for your leadership, your time, and above all else your support throughout the past year. You were a wonderful Mayor and we greatly appreciate all you did for the town in 2021.
At this time I am now going to turn the dais over to Mayor Potter for her presentation to the outgoing Mayor.
Mayor Potter stated the following:
Thank you, Mayor Forstenhausler, for all the leadership you provided during 2021; it was a complex year. You quickly responded to many issues as they emerged, while also working diligently on projects that were already in the pipeline. You did all of this volunteer work, while also serving on our volunteer fire department. Just one of those volunteer positions would take away substantial personal time that could be spent with your family and/or in the pursuit of other activities - but you took on both roles.
On top of those commitments, you also took the time to mentor your Deputy Mayor. I so appreciated this particular investment of your time, as I was your Deputy Mayor. Thank you for working so hard on behalf of all Randolph Residents. Congratulations, Mark, on a job well done.
Former Mayor Forstenhausler stated:
I am truly honored to have served as Mayor of Randolph Township for 2021. I am proud to say that I completely dedicated myself to this position for the entire year. COVID-19 made it an exceptionally busy and challenging year. I worked closely with Deputy Mayor Potter, our Health Department, the Township Council, Township Manager, residents, volunteers, and many others to keep Randolph open for business, functioning, and moving forward.
In spite of the pandemic, many new businesses chose to open in Randolph and all the ribbon cuttings really filled up our calendars. I really enjoyed officiating the marriage ceremonies that had been postponed and working with the DISC committee to help improve relations involving diverse racial, ethnic, and religious beliefs. I was struck much more by our similarities rather than by our differences; more communication and interaction is key to understanding each other and will make the world a much better place. Hateful speech can cause hateful acts and we must reject both.
Thank you so much for everyone's support - everyone on the council who supported me. Donna Luciani, our clerk, did an excellent job. I look forward to serving Randolph Township for many years to come.
K. COMMENTS BY MAYOR AND COUNCIL
Mayor Potter stated:
Good evening and Happy New Year. It is an honor to be selected as Randolph's Mayor for 2022.
First of all, I thank you all: family, friends, Randolph Residents, elected and appointed officials, for taking the time tonight to celebrate Randolph Township's 2022 reorganization.
I thank the council for your vote of confidence in me and your mentorship. I am fortunate to work with an experienced council - four of whom have already served as Mayors. I would like to thank my husband John, and my four children Sean, Katie, Matt, and Caroline, for their support. As any volunteer knows, without your family's backing, it would be impossible to volunteer in any capacity.
Congratulations to the new Deputy Mayor, Lou Nisivoccia.
I appreciate you taking on this role. As a lifelong resident of Randolph and an extremely accomplished and dedicated volunteer, you bring considerable and distinctive wisdom to this position.
I'm sure everyone in this room was hopeful that this public health crisis would be in our rearview mirror by now. My thoughts and prayers go out to the residents and families affected by COVID. I am confident in our township employees and professionals as they plan to navigate us safely through whatever this year will bring; and that we can put the worst of this crisis behind us in 2022.
I would like to thank our full team of employees, professionals, and volunteers here in Randolph for their leadership and resourcefulness in dealing with this pandemic.
It starts at the top with our Township Manager Steve Mountain. In Randolph's form of government, Steve functions as our CEO. Steve's strong decision-making skills are key in guiding all of our departments as they provide critical services to our residents and businesses.
In November, Steve announced his intention to retire effective June 30th. Therefore, hiring a new Township Manager will be one of the most important tasks for the council in 2022. The Council has hired a consulting firm that specializes in this area of recruitment.
We are early in the process, but we are inspired by the depth of experience within the candidates who have come forward so far. Steve, I know you have gone well beyond your responsibilities in assisting Randolph Residents, particularly during this pandemic. We have 6 months to go before you leave us, but I just wanted to thank you for your dedication to Randolph's residents and employees.
Donna Luciani, our Township Clerk, has had to navigate all of her duties throughout this crisis, from municipal elections to council meetings - and took on many other responsibilities as well. Thank you so much, Donna, for using your professionalism, enthusiasm, and ingenuity to keep everything running so smoothly.
Our first responders have been our heroes. Under risk to their health and safety, they have entered difficult situations to render aid and provide other essential services to our residents. Thank you to our Randolph Police Department, Fire Department, and Rescue Squad.
Last, but not least, I would like to thank the Randolph residents who have stepped up to volunteer during this pandemic. Volunteers such as:
- The Randolph COVID angels, who scheduled vaccinations for our seniors and teachers.
- People who organized food drives and transportation for their fellow neighbors.
- Business owners and residents who worked to keep our town bright and cheerful. As an example - the lighted snowflakes on Sussex Turnpike.
- Volunteers that honored our veterans with remembrance services and projects like the Hometown Hero banners in our new Veterans Community Park.
Your efforts have been a source of inspiration during this crisis and have bolstered the spirits of our entire community.
Another major undertaking for the council will be the review and adoption of the 2022 Municipal Budget and Capital Improvement Plan. Fortunately, the township is on a solid financial footing from previous years of prudent financial management. The Township Council has three budget meetings planned this winter: Saturday, January 29th at 8:30 a.m., Thursday, February 3rd at 5:00 p.m., and Saturday, February 26th at 8:30 a.m. All of our meetings are open to the public; we welcome your input!
This year I look forward to serving on several workgroups and committees. They include the Economic Development Committee, Communications, Emergency Management, Recycling/Sustainability, pro motion of Social Services through the use of NJ211, liaison to the Board of Education and the County College of Morris, and our new manager search effort.
One more item to mention tonight is the significance of keeping informed with township emergency notices. With winter storms, like the one in the forecast this evening, it is even more important to make sure you are receiving these emergency notices. On the front page of our township website, there is a button labeled "Stay Informed!" If you click on it, you can sign up for township information broadcast systems and view news, events, and emergency notices.
I am looking forward to the year ahead serving as Mayor and working alongside our full team, including our Township Manager, employees, professionals, and Township Council. I have an incredible enthusiasm for what we will accomplish together in 2022. If I can assist you in any way, please reach out to me. My contact information is located on the Township website.

Good evening everyone, and thank you for joining us.
Special thanks to my wife Jackie and our two children, Emma and Raymond, for their support.
Thank you, Mark Forstenhausler, for your leadership last year as our mayor. Your cool and calm demeanor inspired all of us to meet the challenges our community faced - a trait you developed, I'm sure, from decades as a first responder. Thank you!
Congratulations to Mayor Potter. I am looking forward to working with you and all the council members to always put Randolph first. I would like to thank my council colleagues for selecting me to serve as Deputy Mayor. I appreciate your confidence in me - I am honored, and I am humbled.
I would also like to congratulate all the volunteers being sworn into the township's boards and committees. Thank you for your service to our community.
This year, I will serve as the council liaison to the Board of Health and the Board of Education and will serve on the communications and ordinances workgroups.
I commend Manager Steve Mountain, Donna Luciani, and the staff for their efforts to improve communications with the residents, especially the very informative social media posts and the new format of the Friday 'News & Events' e-mail announcements. Echoing Mayor Potter's comments, I encourage everyone to sign up for Swift911, the link to do so is easily found on the new 'Stay Informed' page on the township website, along with links to other sources of township information.
Some of my 2022 goals:
- Continue to improve what, how, and when information is shared with the residents.
- Seek opportunities similar to the successful senior citizen holiday outreach program so that everyone in Randolph feels welcome and appreciated.
- Complete the amendment of the trails master plan started last year.
In closing, I wish everyone a safe, healthy, and happy New Year - may 2022 be a better year for all of us.
Council Member Carey stated:
Good evening and Happy New Year to all of you who were so kind to join us today.
Thank you to all the family members, friends, staff, and elected officials who have come here today to be a part of this re-organization meeting, especially with the challenges related to the ongoing COVID-19 pandemic.
First, I want to thank our outgoing Mayor, Mark Forstenhausler, for doing such an outstanding job this past year. Mark, congratulations on a job well done leading us this past year.
Next, I would like to congratulate our new Mayor, Marie Potter. Marie is a long-term, dedicated public servant who has a long history of working to improve our community and assist Randolph residents. We are grateful to have her serve as Mayor this year. Also, congratulations to Lou Nisivoccia, Randolph's new Deputy Mayor. Lou has lived in Randolph his entire life and is always thinking of ways to make Randolph an even better place to live.
I would like to recognize our exceptional township staff, professionals, and volunteers, led by our outstanding Town Manager, Steve Mountain. The staff who work in this building and throughout the town do a great job keeping this town safe, keeping it running very smoothly, and providing quality services to Randolph residents.
I would also like to thank the many residents who raise their hands and volunteer to serve the Randolph community on numerous advisory committees and boards, many of whom are being appointed this evening. Additionally, I would like to thank those who volunteer in other ways in our community and especially as volunteers on the Rescue Squad and Fire Department.
As we begin 2022, it's an honor and a privilege for me to serve as a member of the Township Council. This year, I will serve on various committees, workgroups and boards.
I will continue to serve as the mayor's designee to the Randolph Library Board of Trustees. I always say that the library is a jewel of our community, and I will continue to work with the other trustees to bring improvements to the library and to find creative ways to serve the needs of our residents.
I am looking forward to serving, for the first time, as the council liaison to the Traffic Advisory Committee, which works to identify and resolve traffic problems and traffic-related issues throughout the township.
I will also be a member of two council workgroups; the Facilities Work Group, which focuses on the township facilities and any need for improvements, and the Environmental Work Group which will be exploring ways to improve our community through green initiatives.
I will continue to chair the Cannabis Work Group, which was formed this past year after the passage of a constitutional amendment to legalize recreational marijuana in New Jersey. The workgroup has been gathering input from the public, the business community, law enforcement, health and zoning officials, and other groups to make recommendations regarding the licensing of cannabis-related businesses within Randolph Township.
Finally, I am serving, along with Mayor Potter and Council Member Loveys, on the subcommittee that is leading the search for a new Town Manager since as we know Steve Mountain will be retiring effective July 1.
Hiring a Town Manager is the most important responsibility of the Town Council, and we will be spending considerable time over the next few months focused on the search and identifying the best candidate for Randolph.
In closing, I want to thank my husband, Frank, my children, and friends for all of their encouragement and assistance this past year. I look forward to continuing to work with my colleagues on the council, our town manager, and our outstanding staff as we serve the Randolph residents in 2022.

Council Member Forstenhausler stated:
I spoke earlier, but I would just like to take a moment to congratulate Mayor Marie Potter, and Deputy Mayor Lou Nisivoccia. I really enjoyed working with both of them this past year and have every confidence that with their experienced leadership we are in very good hands.
I also want to thank my wife, Susan, and my daughter, Lauren, for allowing me to come down here and spend so much time at the various meetings. As Lou mentioned, his kids noticed all the phone calls, my battery keeps going down on my cell phone. Sometimes I have the wire in while I'm still talking to keep the battery going. That'll be, maybe, a welcome change this year.
For 2022, I will be serving as liaison to the Public Safety Committee, the Trails Advisory Committee, and the Advisory Environmental and Landmarks Committee.
Before I close, I just want to mention one thing. All of us up here, are doing what we are doing out of a love for Randolph Township and a desire to see Randolph Township be the best township and municipality it could possibly be. I heard something today that was rather uplifting, right now everyone is trying to get tested; there are long lines, there's a limit on home testing kits for COVID. It is kind of a perfect storm right now.
I heard a story today about one of our residents who attempted to purchase a home testing kit for him and his wife. They won't admit it, but they're both a little bit older than the average resident. There were none, and the pharmacist said we don't have any kits. The man went to leave, and one of our residents walked out to his car, tapped on his window and said "I have an extra, you can have this kit." To me, that really put a smile on my face. It made me proud to feel that Randolph residents are a great group of people. Our residents are just wonderful and we live in a great community and I am very proud to be able to continue to serve it.

Thanks to outgoing Mayor Mark Forstenhausler for the tremendous job done this past year. His personal sacrifice and commitment to representing our township and our council and guiding us through the many challenges faced in 2021 were outstanding.
Mayor Potter and Deputy Mayor Nisivoccia, I congratulate you on your nominations and appointments. It's an exciting night for both you and your families. I have full faith in your abilities to lead this council through the issues we'll face in 2022 and I look forward to working with you as we strive to be good stewards of Randolph's many assets and improve the quality of life for Randolph residents.
I look forward to serving as council liaison to the Wildlife Management Advisory Committee which, in coordination with our Parks and Recreation Department, implements our public land hunts, facilitates those on private properties, and keeps the council abreast of other wildlife concerns.
I will also serve as liaison to our Recreation Advisory Committee, which recommends and develops seasonal recreation programs and, in coordination with the Parks Advisory Committee, the short-and long-term plans with respect to future recreational needs.
As this is his final reorganization meeting, I want to commend Township Manager Steve Mountain for continuing the tradition of excellence Randolph has experienced in this position of leadership. I know I speak for all my colleagues when I say we've found him to be of the highest integrity, to be professional, and to be committed and dedicated to the operation of our municipal organization and the well-being of our residents and businesses. He immersed himself in our community from the get-go, and I have no doubt he'll continue to pour his heart and soul into these next six months.
I continue to be appreciative of the opportunity to serve my community and look forward to working with my colleagues, our Township Manager, and staff in 2022. My decision-making will continue to be guided by what is in the best interest of Randolph Township.

The rest of the council, Steve, Chief, etc. it's been a tough year once again, and our community is well served by all of you and our tremendous volunteers.
This past year I've had the pleasure to be a liaison to the Traffic Advisory Committee and the Wildlife Advisory Committee; I've also served on the Cannabis Work Group, Environmental Work Group, Communications Work Group, and the Community Garden Committee, all workgroups which I'll continue on in 2022. In addition to those groups, I'll chair the Facilities Work Group and be the liaison to the Parks Advisory Committee.
I'm honored and humbled to be representing this unbelievable township. Our community is strong and well united. We care about each other and this is the place I feel proud to call home.

Manager Mountain announced that Fire Chief Anthony Moschella and Deputy Fire Chief Michael Vanadia would continue to serve the second year of their perspective terms. He explained that the work associated with these positions go above and beyond normal volunteer fire services. He wished them both the best as they continue in their leadership roles.
M. R-24-22 RESOLUTION RECOGNIZING MARTIN LUTHER KING, JR. AND BLACK HISTORY MONTH
Mayor Potter read R-24-22 Recognizing Martin Luther King, Jr. and Black History Month, into the record:
WHEREAS, our great Nation is strengthened and enriched by citizens of every race, religion, gender, color, and creed and;
WHEREAS, in the months of January and February we celebrate both Martin Luther King Jr.'s birthday and the cultural heritage, diverse contributions, and unbreakable spirit of all African Americans. We take this time to remember and commend the heroes, pioneers, and Americans who tirelessly fought for and firmly believed in the promise of racial equality granted by our Creator, enshrined in our Constitution, and enacted into our laws. We also pledge to continue to stand against the evils of bigotry, intolerance, and hatred so that we may continue in our pursuit of a more perfect union; and
WHEREAS, Dr. Martin Luther King, Jr., whose birthday is January 15th and nationally commemorated on the third Monday in January, dedicated his life to battling segregation and discrimination and fighting for the right of every American, regardless of race, class, or gender, to have the opportunity to create a better future for themselves and their families; achieve the American Dream with its promise of freedom, equality, and justice; and to live as "an heir of the legacy of dignity and worth". The struggle for justice continues as new leaders walking in the footsteps of Dr. King take up the case of civil and human rights; and
WHEREAS, through bravery, perseverance, faith, and resolve, often in the face of incredible prejudice and hardship, African Americans have enhanced and advanced every aspect of American life. Their fight for equality, representation, and respect motivates us to continue working for a more promising, peaceful, and hopeful future for every American. During Black History Month, we honor the extraordinary contributions made by African Americans throughout history, and we renew our commitment to liberty and justice for all; and
WHEREAS, due to recent incidents of racism, injustice, and violence in our country, it is timely and appropriate that all Americans be encouraged to recognize, both as individuals and as a community, that our Nation's strength lies in its citizens and, therefore, we reflect on and celebrate the culture, contributions, and unbreakable spirit of those African American citizens, past and present, during Black History Month, as well as remembering and honoring the birth of one of the most prominent and shining personifications of the noble aspirations and ideals of the African American, Dr. Martin Luther King, Jr.; and
WHEREAS, today and every day we must use the collective voices and visions of those we honor as our inspiration towards a more just and equal society for all.
NOW THEREFORE, BE IT RESOLVED, that the Governing Body of the Township of Randolph hereby acknowledges, supports, and honors the observance of Dr. Martin Luther King, Jr.'s birthday on Monday, January 17, 2022, and the month of February as Black History Month. The Township of Randolph remains devoted to the united goals and commitment to having the Township of Randolph free from hatred, bias, racism, bigotry, or discrimination against any people, as well as to promote a respectful, safe, and enjoyable community for all residents.

N. OPEN TO THE PUBLIC
Assemblywoman Aura Dunn of the 25th Legislative District formally extended her congratulations to the council. She stated that she was excited to continue to work with the Township Council and commented that their work ethic has inspired her for legislation and made her a better representative in Trenton. She thanked the council and stated that when she is in Trenton, Randolph is being represented. She extended congratulations on behalf of Senator Bucco, who was unable to attend the meeting.
