A. OPENING OF REGULAR MEETING

1. Call to Order

A regular meeting of the Randolph Township Council was called to order at 7:00 p.m. by Deputy Mayor Forstenhausler. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on December 2, 2016 by emailing them the annual resolution adopted by the Council on December 1, 2016. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph on December 8, 2016, and the Daily Record on December 6, 2016.

3. Pledge of Allegiance

Deputy Mayor Forstenhausler led the Pledge of Allegiance.

B. OPEN TO THE PUBLIC

Seeing no one from the public, the public portion was closed.

C. MANAGER’S REPORT

Manager Mountain reported the following:

  • Center Grove Retail Plaza—Weis Market has come to terms with the owners of the plaza, and a lease has been signed; Weis anticipates opening the store in the early part of 2018. He will provide more details once he receives them.
  • Everdale Retaining Wall Project—He and Paul Ferriero met with Mrs. Hooper, the resident who attended the July 6 Council meeting, and were able to resolve her concerns regarding the section of retaining wall installed in front of her house. The contractor will be returning to grade off the area near her driveway where the wall intersects with the lawn. A couple of trees will be planted on the property to buffer car lights from the Shongum Road intersection. The only remaining item on the contractor’s punch list is the installation of guard rail in front of the farm property which should be completed in the next week.
  • Heistein’s Pond—There has been an unusual issue with algae in the pond. An environmental specialist was brought in to evaluate the issue; he recommended an algaecide treatment to immediately resolve the issue. The first treatment was applied, and additional treatments will be scheduled as needed. The consultant has also recommended as a long term solution the installation of an aeration system in the pond. A funding request for such a system in a future capital budget will be looked into.
  • Curbside Recycling—The recycling work group met last week to review the concerns expressed with the curbside recycling schedule. Despite aggressive promotion of the move to the 2nd and 4th week schedule, the public has continued to be confused. This has resulted in recyclables being left at the curb despite there being no scheduled collection. The work group discussed the problem, and based upon the contractor’s willingness to return to an every other week schedule at no additional cost to the township, the recommendation was to make the change back to every other week effective January 2018. The work group also discussed a more immediate change, however, it was felt making the change mid-year might create additional confusion. With direction from the Council, he will give the contractor the notice regarding the change to be made in January, and promotion on the same will begin immediately. For the remainder of this year there are two months in which the schedule does not follow the every other week pattern, September and December. All of the township’s communication mediums will be utilized to advise the schedule to the public; hopefully it will help to mitigate the confusion.

Councilwoman Veech requested that the Reverse 911 system be used on the first Sunday in September to alert residents to the correct recycling weeks; Manager Mountain agreed that it would be done, as well as utilizing all the other communication outlets.

D. COMBINED ACTION RESOLUTIONS

Item #5, Franklin Road milling and paving project—Councilman Tkacs asked for clarification. Manager Mountain explained that the money due the township would come back to the township, but if there is money left from the grant, the township would work it out with the DOT.

Item #11, terminating contract with R.P. Smith and Sons—Councilman Tkacs asked for clarification. Manager Mountain explained that the township has had this issue with the company in the past, but it had been worked out. It is again an issue; the block they are supplying is not comparable to the sample block that was available during the bidding process. They were put on notice, given an opportunity to address it, and did not.

Item #14, Ford F-350—Councilman Loveys asked if the truck was part of the 2017 Capital budget. Manager Mountain replied that it was; he believed it was for the Parks & Recreation Department.

Item #15, Keystone Purchasing Network—Councilman Loveys asked if it was another co-op. Manager Mountain explained that it is a national co-op; a final decision has not been made yet, but they are well reputed for turf fields and athletic field lighting. The township has projects on both coming up, and it might be an advantage to join; there is no cost to join. It will need to be determined if the cost would be better through the co-op or through the township’s own bidding.

Councilman Guadagno made a motion to approve the Combined Action Resolutions. Councilwoman Veech seconded the motion, and the following roll call vote was taken:

1. Release Escrow Funds for 25 W. Hanover Ave., Block 119, Lot 93 to Anthony Olivo—$705.67

WHEREAS, the Planning and Zoning Department received escrow funds from Anthony Olivo, 25 W. Hanover Avenue, Block 119 Lot 93, and in the amount of $1,000.00; and

WHEREAS, the project has been completed and closed out and there are no outstanding payments due.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Darren Carney, Planning and Zoning Administrator the remaining escrow funds in the amount of $705.67 be refunded to Anthony Olivo, 25 W. Hanover Ave., Randolph, NJ 07869.

2. Refund Tree Bond Posted for 8 Fieldstone Court for Block 208, Lot 85 to Adam Gelman—$1,200.00

WHEREAS, the Planning and Zoning Department received a tree bond posted by Adam Gelman, 8 Fieldstone Court for Block 208, Lot 85 in the amount of $3,600; and

WHEREAS, a potion of the requirements have been met and completed.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Darren Carney, Planning and Zoning Administrator that the tree bond in the amount of $1,200.00 be refunded to Adam Gelman, 8 Fieldstone Court, Randolph, NJ 07869.

3. Refund Portion of Registration Fee as Children will not be Attending Summer Day Camp Program to Darcey Mooney—$535.00

WHEREAS, Darcey Mooney registered her children for the Summer Day Camp program and paid the fee of $560.00; and

WHEREAS, her children will not be attending Summer Day Camp (Sessions 4&5) due a family emergency.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Russ Newman, Director of Parks, Recreation and Community Services that $535.00 be refunded to Darcey Mooney, 3 Schindler Drive, Randolph, NJ 07869.

4. Requesting the Approval of Items of Revenue and Appropriations per NJSA 40A:4-87—NJACCHO Grant

WHEREAS, NJSA 40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any county or municipality when such item has been made available by law and the amount was not determined at the time of the adoption of the budget; and

WHEREAS, the Director may also approve the insertion an item of appropriation for an equal amount.

NOW, THEREFORE, BE IT RESOLVED, that the Council of the Township of Randolph, in the County of Morris, New Jersey, hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the budget of the year 2017 in the sum of $2,320 which is now available from the New Jersey Association of County and City Health Officials—Public Health Emergency Preparedness Grant in the amount of $2,320; and

BE IT FURTHER RESOLVED, that the like sum of $2,320 is hereby appropriated in the 2017 budget under the caption New Jersey Association of County and City Health Officials—Public Health Emergency Preparedness Grant in the amount of $2,320.; and

BE IT FURTHER RESOLVED, that the above is the result of funds from the New Jersey Association of County and City Health Officials in the amount of $2,320.

5. Cancelling an Unused Balance in Ordinance #11-13 for the Franklin Road Milling and Paving Project While Cancelling Any Unused Grant Balance Which Partially Funded this Project—Total $29,885.48

WHEREAS, a certain General Capital Improvement Authorization balance in Ordinance #11-13 remains dedicated to the Franklin Road Milling and Paving Project; and

WHEREAS, this project was originally funded with a NJ Department of Transportation grant in the amount of $82,000 as well as $200,000 from the General Capital Improvement Fund; and

WHEREAS, this project is complete; and

WHEREAS, there is an unused balance of $29,885.48 remaining in the Capital Improvement Authorization for this project comprised of $4,344.05 in the above referenced DOT grant and $25,541.43 in capital improvement funds.

NOW THEREFORE BE IT RESOLVED, by the Mayor and Township Council, Township of Randolph, County of Morris, State of New Jersey that the Finance Director is instructed to cancel any unexpended and dedicated balance in Ordinance #11-13 for the Franklin Road Milling and Paving project while cancelling $4,344.05 remaining in a NJ Department of Transportation grant and additionally returning $25,541.43 to the General Capital Improvement Fund.

6. Refund Registration Fee for Summer Day Camp Program for Sessions 5&6 to Dana/Mohamed Lmimouni—$350.00

WHEREAS, Dana/Mohamed Lmimouni registered her children for the Summer Day Camp program and paid the fee of $350.00.00; and

WHEREAS, their child will not be attending Summer Day Camp (Sessions 5&6) due not being able to get required medical paperwork in on time.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Russ Newman, Director of Parks, Recreation and Community Services that $350.00 be refunded to Dana/Mohamed Lmimouni, 11 Old Brookside Rd., Randolph, NJ 07869.

7. Authorizing the Twenty Five Day (25) Extension Period for the August 2017 Tax Quarter

WHEREAS, the Morris County Board of Taxation has certified the 2017 tax rate for the Township of Randolph, and as a result, the tax bills for the third installment could not be mailed by June 15th, but were mailed instead on July 21, 2017, and

WHEREAS, the intent of NJSA 54:4-64 is to assure that taxpayers are given adequate notice of taxes due before penalties are invoked requiring payment of interest for delinquency under the provisions of NJSA 54:4-67, and

WHEREAS, in accordance with NJSA 54:4-67 and NJSA 54:4-81 a twenty five (25) day extension period must be provided. In fairness to the tax payers of the Township of Randolph, the Township has extended the twenty five (25) days to August 16, 2017 by establishing the interest rate for delinquency at zero percent (0%) from the certification date of mailing said tax bills, and

WHEREAS, interest shall revert back to August 1st after the August 16, 2017 extension period to provide consistency and compliance in accordance with NJSA 54:4-67;

NOW THEREFORE BE IT RESOLVED by the Council of the Township of Randolph that the twenty five day (25) extension period is hereby granted for the August 2017 tax quarter by charging zero percent (0%) interest during said extension period:

BE IT FURTHER RESOLVED that following the August 16, 2017 extension period, interest shall be charged from August 1st, in compliance with NJSA 54:4-67.

8. Refund Tax Sale Certificate for Block 119, Lot 89, 39 W. Hanover Ave to Ebury Fund 2 NJ LLC—$3,481.91

WHEREAS, Tax Sale Certificate #2061 held by TWR as cust for Ebury Fund 2 NJ LLC., and assessed to Vega, Linda known as, Block 119, Lot 89 and also known as 39 W. Hanover Ave., and;

WHEREAS, the above mentioned Tax Sale Certificate has been redeemed through the Tax Collector’s office. The redemption includes principal and interest in the amount of $1,981.91 and the return of the premium in the amount of $1,500.00.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, that the Treasurer be instructed to refund the total amount of $3,481.91 to TWR as cust for Ebury Fund 2 NJ LLC, PO Box 54908, New Orleans, LA 70154, the lien holder of Tax Sale Certificate #2061.

9. Refund Overpayment of Taxes on Block 53, Lot 66, 38 Highview Terr to Audrey Kling—$1,090.77

WHEREAS, AUDREY KLING has overpaid her 2nd quarter 2017 water account in the amount of $1,090.77 on Block 53, Lot 66, 38 Highview Ter. The overpayment is the result of an overbilling for this quarter; and

WHEREAS, the Water and Sewer Billing Coordinator is recommending that this overpayment be refunded in the amount of $1,090.77.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, that the Treasurer be instructed to refund the overpayment of $1,090.77 to Audrey Kling, 38 Highview Ter.

10. Refund Portion of Summer Art Camp Registration Fee to Diana Gonzalez—$325.00

WHEREAS, Diana Gonzalez registered her children for the Summer Art Camp program and paid the fee of $350.00.00; and

WHEREAS, her children will not be attending Summer Art Camp due a family emergency.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Russ Newman, Director of Parks, Recreation and Community Services that $325.00 be refunded to Diana Gonzalez, 65 Cutler St., Wharton, NJ 07885.

11. Resolution Declaring MCCPC Contract #19 in Default and Terminating the Contract with R.P. Smith and Sons

WHEREAS, the Morris County Cooperative Pricing Council (“MCCPC”) received proposals for Contract #19 entitled “Concrete Block and Granite Curb Blocks”; and

WHEREAS, the bid submitted by R.P. Smith & Sons, Inc. of Succasunna, NJ was accepted by the MCCPC; and

WHEREAS, Section X of the bid specifications specifically states:

In the event the MCCPC receives three complaints from members regarding the same contract, the MCCPC may declare the bidder in default of the entire contract.

and

WHEREAS, the MCCPC Administration has received four complaints regarding Contract #19 from members and hereby recommends that the Board declare the vendor in default of the said Contract.

NOW, THEREFORE, BE IT RESOLVED, by the Township of Randolph, County of Morris and State of New Jersey as follows:

  1. MCCPC Contract #19 awarded to R.P. Smith & Sons, Inc. is hereby declared to be in default and accordingly terminated pursuant to Section X of the bid specifications that were set forth and incorporated as part of MCCPC Contract #19.
  2. The Township Manager is hereby authorized to take necessary action to effectuate this default and the termination of MCCPC Contract #19.

12. Refund Water Connection Fees at 114 Dover Chester Road due to Withdrawal of the Application by the Homeowner—Midalma Reyes Millien—$2,385.00

WHEREAS, the Engineering Department has received a request from Midalma Reyes Millien the owner of 114 Dover Chester Road requesting the refund of a water connection fee paid for a public water connection; and

WHEREAS, on May 12, 2017 the homeowner paid for a public water connection associated with 114 Dover Chester Road, Randolph NJ 07869; and

WHEREAS, the homeowner has opted to withdraw the application to connect to the public water system and has requested a refund for this connection in the amount of $2,385.00; and

WHEREAS, the Engineering/W&S Administrator recommends the connection fee be refunded.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering/W&S Administrator that the water connection fee in the amount of $2,385.00 be refunded to Midalma Reyes Millien at 114 Dover Chester Road, Randolph NJ 07869.

13. Awarding an Emergency Contract for Water Main Repair on Deer Run Drive to W.J. Harrington & Sons, Inc. of Chester—$32,304.00

WHEREAS, on May 4, 2017, there was a leaking and malfunctioning PRV valve on Deer Run Drive that required immediate replacement to prevent catastrophic system failure and contamination; and

WHEREAS, the condition constituted an emergency affecting the immediate health, safety and/or welfare of the public which was certified to by the Engineering Administrator/W&S; and

WHEREAS, Local Public Contracts Law, specifically N.J.S.A. 40A:11-6, permits the award of such emergency repair without competitive bids under such circumstances; and

WHEREAS, the Engineering Administrator/W&S contacted W.J. Harrington & Sons Inc. of Chester, NJ who performed the installation of a new vault and reconnected the 8" water main for a cost of $32,304.00.

WHEREAS, the emergency purchase was approved by the Township Manager; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project from 06-215-55-903-601 and 06-215-55-908-604; and

WHEREAS, the Township Council of the Township of Randolph is obligated to provide funds and ratify emergency purchases which are entered into by the Township in accordance with N.J.S.A. 40A:11-6.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that an emergency contract be awarded to W.J. Harrington & Sons Inc. of Chester, NJ for the emergency installation of a new vault and reconnection of the 8" water main for a cost of $32,304.00.

14. Awarding a Contract to Route 23 Automall, LLC for the Purchase of a New, Unused 2017 or Newer Ford F-350 or Equivalent Full-Size Pick-Up Truck, Extended Cab—$31,627.10

WHEREAS, the Township of Randolph advertised for the Purchase of a New, Unused 2017 or Newer Ford F-350 or Equivalent Full-Size Pick-Up Truck, Extended Cab in accordance with Local Public Contracts Law and received bids on July 18, 2017; and

WHEREAS, 3 bids were received; and

WHEREAS, bids were received from the following in the order listed and for the bid prices shown:

Charles S. Winner Inc. dba Winner Ford, Cherry Hill, NJ—$33,850.00;
Route 23 Automall LLC, Butler, NJ—$31,627.10;
Bayshore Ford Truck Sales Inc., New Castle, DE—$31,372.00; and

WHEREAS, Bayshore Ford Truck Sales Inc. did not provide the necessary rust protection and undercoating product and process information along with rust protection and undercoating warranty terms with their bid proposal as required nor afterwards when contacted to provide it nor did they provide additional information requested therefore they are non-responsive; and

WHEREAS, the Public Works Director and the Purchasing Agent recommend the award of the contract to Route 23 Automall LLC as the lowest responsive, responsible bidder; and

WHEREAS, the Township of Randolph desires to award a contract for the Purchase of a New, Unused 2017 or Newer Ford F-350 or Equivalent Full-Size Pick-Up Truck, Extended Cab to Route 23 Automall LLC of Butler, NJ in the amount of $31,627.10; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project from 04-215-55-981-323.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to Route 23 Automall LLC of Butler, NJ for the Purchase of a New, Unused 2017 or Newer Ford F-350 or Equivalent Full-Size Pick-Up Truck, Extended Cab for the price of $31,627.10 per their bid proposal.

15. Authorizing the Township of Randolph to Join the Keystone Purchasing Network (KPN)

WHEREAS, N.J.S.A. 52:34-6.2(b)(3) authorizes any contracting unit to make purchases and contract for services through the use of a nationally-recognized and accepted cooperative purchasing agreement that has been developed utilizing a competitive bidding process by another contracting unit within the State of New Jersey, or within any other state, provided an outlined procedure is followed; and

WHEREAS, the Keystone Purchasing Network (KPN), a program initiative of the Central Susquehanna Intermediate Unit (CSIU), a political jurisdiction of the Commonwealth of Pennsylvania, 90 Lawton Lane, Milton, PA 17847, has offered voluntary participation in a national purchasing cooperative for the provision of goods and services; and

WHEREAS, the Terms of Membership are attached; and

WHEREAS, there is no fee to join the KPN; and

WHEREAS, the Qualified Purchasing Agent and the Township Manager have recommended to the Township Council that the Township participate in the KPN for the purchase of various commodities that may be beneficial to the Township of Randolph; and

WHEREAS, any such purchases will be made only after all the legal requirements for use, as outlined by State of New Jersey, Department of Community Affairs, Division of Local Government Services’ Local Finance Notice LFN 2012-10, have been satisfied and it’s been determined that the use of the national cooperative shall result in cost savings after all factors have been considered.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, as follows:

  1. This Resolution shall be known and may be cited as the Cooperative Pricing Resolution of the Township of Randolph and the Keystone Purchasing Network (KPN).
  2. The Qualified Purchasing Agent is authorized to register the Township as a member of the KPN, utilizing the KPN’s online registration portal.
  3. The Township may cancel its membership in KPN by providing thirty (30) days prior written notice to the CSIU.
  4. This resolution shall take effect immediately upon its passage.

1. Ordinance No. 17-17: Appropriating $10,000 from the Capital Improvement Fund to Replace Various Police Weapons

BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE OF THE TOWNSHIP OF RANDOLPH APPROPRIATING $10,000 FROM THE CAPITAL IMPROVEMENT FUND TO REPLACE VARIOUS POLICE WEAPONS” be read by title on second reading and a hearing held thereon.

Manager Mountain explained that this is a capital appropriation; it is funding reserves from a prior year’s capital for weapon replacement for the Police Department. It will be used to replace side-arms and the associated holsters.

Manager Mountain explained that this ordinance authorizes the execution of a partial fee simple purchase and a restrictive covenant on the remainder tract of the Mount Freedom Golf property on Sussex Turnpike.

John Moore of 9 Dalrymple Street questioned why the township wanted to spend the money on this project. Manager Mountain explained that, as part of the project, the township is acquiring a piece of the property that is adjacent to the township’s parkland, the remaining tract will be restricted to private recreation. The property is currently zoned as to allow development of residential housing; in the future it could be changed to a more intense utilization. The purpose is to protect it as open space, even though the majority of the property will remain as privately owned open space/recreation space, with a property owner still paying taxes on it, but has to use it for recreation only. Manager Mountain further explained that the funding is 50% from the township’s Open Space Trust Fund, and the other 50% is from the Morris County Open Space Trust Fund. The cost is much lower since the township is not buying the property in fee simple; most of the property is development right restriction. Mr. Moore asked what the property will be used for. Manager Mountain explained it will remain as a golf property; it has restrictions as to what types of recreation and open space it could be used for if it were to change from golf. Mr. Moore asked if it would be considered protected land; Manager Mountain stated it would. The Manager stated that the restrictions are available in the Clerk’s Office for viewing by the public.

G. ORDINANCES: INTRODUCTION

1. Ordinance No. 19-17: An Ordinance Amending Section 42-69 (C) of Chapter 42, Solid Waste Management, of the Revised Ordinances of the Township of Randolph—Leaf Collection

Manager Mountain explained that earlier this year a recommendation was made to amend the policy with respect to leaf collection, to allow for residents utilizing contractors to put leaves curbside and have them collected as part of the township program. This was previously restricted, but will now be allowed; the ordinance has to be amended to reflect the change in the policy. All other elements of the program remain the same.

BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE AMENDING SECTION 42-69 (C) OF CHAPTER 42, SOLID WASTE MANAGEMENT, OF THE REVISED ORDINANCES OF THE TOWNSHIP OF RANDOLPH—LEAF COLLECTION” be introduced, read by title by the Township Clerk and passed on first reading.

BE IT RESOLVED, that said Ordinance shall be further considered for final passage at the meeting of the Township Council of the Township of Randolph on the 7th of September 2017 at 7:00 in the evening, prevailing time, at the Municipal Building in said Township, at which time and place all persons interested shall be given an opportunity to be heard concerning said ordinance.

H. OPEN TO THE PUBLIC

Judith Stewart of 114 Everdale Road noted that on August 13 the Historical Society of Old Randolph is hosting a peach festival at the museum.

I. COUNCIL COMMENTS

Councilman Loveys attended the Wildlife Management Advisory Committee meeting on July 26. The various hunt zones were reviewed; 58 permits have been issued to date, which is lower than other years possibly due to the sighting of fewer deer. There is a 10-12 person wait list to which Russ Newman will reach out since there is a maximum of 75 permits. The township is in a maintenance mode so there is currently no concern about the fewer permits issued. The hunter orientation program followed the committee’s meeting. The dates of the fall hunt are September 9 through December 31, and the winter hunt dates are January 1 through February 17. Councilman Loveys also reported that Mendham is going to continue their shotgun hunts in the Clyde Potts area; they used to drive the deer, but they will no longer drive them. They will be held around December or January, and the trails will close during those hunts.

Councilman Loveys also reported that a member of the public attended the Wildlife Management Advisory Committee and reported a frightening situation which occurred. She was walking her dog on one of the trails near Radtke Road and encountered a couple of coyotes. The dog was off leash so she put the dog on its leash; there was no attack, but she felt very threatened by the coyotes. Chairman Russ Nee, who is also a member of the County Parks Committee, told the resident that she should report it to the county. He reiterated that dogs should remain leashed because predatory animals want to separate the weak from the stronger, and when dogs are on a leash, the predators don’t think the dog and walker can be separated. Russ Nee also recommended she carry bear spray or an air horn.

Councilman Loveys also reported that at the Wildlife Management Advisory Committee there was a discussion on the tick borne illnesses. Russ Nee reported that one of the County Parks Committee employees contracted one of the more rare illnesses while in Hedden Park.

Councilman Loveys reported that he attended the information session in Morris Plains regarding the new road at Central Park. He saw County Engineer Chris Vitz, and asked when the Ironia Road Bridge would be paved; weather permitting it will be paved within the week.

Councilman Guadagno stated that he had reported that a contractor had dumped some garbage, and the township took care of it right away. He also reported that there is no crossing guard on Park Avenue by the Tamarack Day Camp. Manager Mountain stated that he would follow up with the police department since the camp was previously told about it; he will have them go back to the camp.

Councilman Tkacs stated that he was unable to attend the Planning Board meeting; however, he reported that preliminary plans were presented for an 8,400 square foot retail building on West Hanover Avenue.

Councilwoman Veech reported that she went to the dog park and neither the water fountain for dogs nor for people was working. She felt the dog park needs some renovations. She spoke with Manager Mountain about it, and they felt that Russ Newman could contact scout groups to work on it. Manager Mountain explained that he had spoken to Russ about both issues, and that he would follow up with him to see if there was any progress.

Councilwoman Veech attended the Parks Committee meeting; the issue of Heistein Pond was discussed. She also attended the Calais Road park meeting, and another will take place in two weeks, but the date has yet to be determined. There will also be a meeting about the community garden in order to provide guidance to French and Parillo.

Councilwoman Veech also reported that there will be a Mount Freedom planning group meeting, but the date has not yet been determined.

Councilwoman Veech stated that she spoke with Manager Mountain, and sent a memo to Mayor Carey and Russ Newman regarding the Morris Park Alliance awards program. She felt that the Council should discuss whether they would like to nominate a program, individual or organization for an award. She explained that neither the Parks Committee nor the Recreation Committee meets in August and the deadline for nominations is September 1. Manager Mountain added that he spoke to Russ Newman and set up with him that if the Council decided to proceed with the suggestion, for Russ to follow up with the chairpersons of the Parks and Recreation committees to coordinate a meeting or call to review the application and gather feedback. The Manager gave Russ the tentative deadline of August 11 so he had time to report back to the Council. The Council agreed to proceed with Manager Mountain’s suggested plan.

Deputy Mayor Forstenhausler reported that he, Mayor Carey, and Councilman Guadagno attended the unveiling of the first blaze of the September 11 Memorial Trail in Randolph; Mayor Carey, Rodney Frelinghuysen, and Russ Nee spoke. It was a very nice event, and well attended.

Deputy Mayor Forstenhausler also reported that he attended the safety committee meeting. It was announced that due to the township’s outstanding safety record, the JIF awarded the township a $400 gift card to be used at Grainger.
