A. OPENING OF REGULAR MEETING
1. Call to Order
A regular meeting of the Randolph Township Council was called to order at 5:30 p.m. by Mayor Loveys. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location, and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the bulletin board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on November 29, 2018 by emailing them the annual resolution adopted by the Council on November 1, 2018. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph, and the Daily Record on December 6, 2018. The time change for this meeting was emailed to the Daily Record on November 15, 2019 and published in the Daily Record on November 18, 2019. The time change for this meeting was also posted on the Township website on November 15, 2019.

3. Pledge of Allegiance
Mayor Loveys led the Pledge of Allegiance.
B. OPEN TO THE PUBLIC
Cosmo Esposito of 84 Roseville Road in Byram Township explained that he and the other students present were attending to fulfill a requirement by his AP Government Politics professor at CCM.
Sam Twilly of 6 Green Hills Road in Long Valley explained that he was attending for his Journalism class at CCM to get an idea of how Council meetings work and how to report on them.
Seeing no one further from the public, the public portion was closed.
C. MANAGER’S REPORT
Manager Mountain reported the following:
- Moody’s Issued Comment—the rating agency Moodys issued their annual comment letter on the township’s financial position. The letter was overwhelmingly favorable and reaffirmed the township’s AAA rating. The letter cited a number of factors for the agency’s position including the township’s very strong financial position including its healthy fund balance, small debt burden and moderate pension liability; balanced tax base and strong economy; and sound institutional framework. The AAA rating is critical for when the township must issue bonds or notes as it is the primary reason money can be borrowed at such low interest rates. It is also great to have an independent agency recognize the township financial management practices in such a positive light.
- Communication Tower—Gaelic Communications and AT&T have submitted the building permits for new municipal building communication tower and antenna installation; it is anticipated the permits will be approved in early December. Gaelic Communications advised that they hope to break ground on the project no later than spring 2020. Gaelic Communications will be responsible for the transfer of all township communication infrastructure from the old tower to the new tower as well as the removal of the old tower.
- NJDOT Conference Call—he and Mayor Loveys will be participating in a follow-up conference call with the NJDOT on the status of improvements to Route 10 intersections in the township. As previously discussed, the NJDOT has committed to a number of short term initiatives as well as to establishing a timetable for some of the more significant improvements the township has been seeking for over a decade. He and the Mayor hope to receive status updates during the conference call.
- Holiday Decorations—Verizon has approved the township’s application for the installation of seasonal holiday decorations on utility poles in Mount Freedom. He and John Herold met with JCP&L last week to review the installation of the power outlets on the 15 poles targeted for the initial roll-out of the program; they will be installing them in the next two weeks. JCP&L has also agreed to install the brackets for the decorations. John Herold is coordinating the purchase of the decorations. He advised that several community groups and individuals have already purchased decorations; the township is purchasing two and the library is purchasing one. The DPW will install the decorations in early December once JCP&L has completed its work.
D. COMBINED ACTION RESOLUTIONS
Item #7, Dawson Brook reimbursement agreement—Councilman Tkacs asked if the township credits them a certain amount for them to clear their streets; Manager Mountain explained that at the end of the season they submit a bill to the township for the work that has been done. The formulas in the agreement establish the unit cost for the work.
Item #13, the MAC grant—Deputy Mayor Carey asked for clarification. Manager Mountain explained that if the MAC does not spend all of the grant, the money lapses; they used most of the grant.
Item #19, Authorizing appropriation transfer—Councilwoman Veech asked what the O&E abbreviation meant; Manager Mountain replied Operating & Expenditure.

Manager Mountain explained that this ordinance was previously discussed by the Council in response to concerns expressed by residents regarding large commercial vehicles parking on residential streets. It establishes restrictions for such large commercial vehicles and will allow for enforcement.

Mayor Loveys asked when this ordinance goes into effect once the Council approves it. Manager Mountain replied that it has to be advertised; once the 20 day estoppel period ends, the ordinance will be in effect.

4. Ordinance No. 23-19 Accepting Dedication of Block 47, Lot 7.30 on the Official Tax Map of the Township of Randolph from SJC Builders, LLC
BE IT RESOLVED, that an Ordinance entitled “ACCEPTING DEDICATION OF BLOCK 47, LOT7.30 ON THE OFFICIAL TAX MAP OF THE TOWNSHIP OF RANDOLPH FROM SJC BUILDERS, LLC” be read by title on second reading and a hearing held thereon.
Manager Mountain explained that this is the dedication of the last major piece of property controlled by SJC Builders, LLC associated with the Quail Run development; it dedicates the land to the township. It was once part of the proposed golf course project.

BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE AMENDING SECTION 31-75, NO PARKING CERTAIN HOURS OF CHAPTER 31, TRAFFIC AND VEHICLES, OF THE REVISED ORDINANCES OF THE TOWNSHIP OF RANDOLPH, MORRIS COUNTY, NEW JERSEY” be read by title on second reading and a hearing held thereon.
Manager Mountain explained that this ordinance modifies the parking restrictions on the streets surrounding the Shongum School; this aligns the restrictions with the school hours for arrival and dismissal.

Mayor Loveys reported that at the Board of Education (BOE) quarterly meeting, it was reported that the demolition of the field house will begin the week after Thanksgiving. The BOE expects to award in mid-December for the construction; the work would begin shortly after. There are three items from the referendum left to be addressed, the field house, the science rooms at the high school, and the bathrooms at the middle school. He reported to the BOE that the Clerk’s Office emailed Principal Iosso to generate student liaison applications for township committees.
Mayor Loveys attended the Parks Committee meeting and Garden Committee meeting in Councilwoman Veech’s absence. He informed Councilwoman Veech that the next Garden Committee meeting is scheduled for December 3rd.
