A. OPENING OF REGULAR MEETING
1. Call to Order
A regular meeting of the Randolph Township Council was called to order at 7:00 p.m. by Mayor Carey. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on December 2, 2016 by emailing them the annual resolution adopted by the Council on December 1, 2016. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph on December 8, 2016, and the Daily Record on December 6, 2016.

Mayor Carey led the Pledge of Allegiance.
B. PRESENTATION
1. Final Report on the Trails Master Plan by Greener By Design
Mayor Carey introduced Ben Spinelli and Frank Pinto from Greener By Design.
Mr. Spinelli explained that after the presentation of the draft plan, they took into consideration the comments from the Council, and they met with township staff. The comments and recommendations were incorporated into the plan to the greatest extent possible. The biggest change was to ensure that it was clear that the construction recommendations for the trail segments were flexible. The plan is designed to provide guidance, it is not meant as a mandate; they expanded the time period from ten years to twenty due to the ambitious nature of the proposed additions in the plan.
Mayor Carey asked if there were any major changes, besides the additional ten years, that the Council needed to know about. Mr. Spinelli stated there weren’t, and added that there are companion documents with the plan that had previously been in the appendix. One of the documents is related to land acquisitions that the township may want to pursue to complete the trail system. Mr. Pinto explained that one of the other documents is an excel file to allow staff to annually go through the plan to review with the Trails Advisory Committee to determine if it’s what they want to do in that year, and the effect on the overall system and the budget if they choose to do an alternate plan. Mr. Pinto also explained that he and Mr. Spinelli realize that there are unknowns that cannot be controlled as to when easements will be acquired from private landowners, which will dictate when different trails can be developed. They developed the plan so the township can adjust for such circumstances.
Manager Mountain added that most of the driving factors for the adjustments to the timeframes were either due to where the subcommittee realistically felt there were resources early on, or due to the simplicity of the trail or the acquisition of the trail. He also stated that adjustments to the plan can always be made if needed or desired.
Councilman Loveys stated that he felt it was a very good and comprehensive document, and he understands the adjustments that were made.
Deputy Mayor Forstenhausler thanked the men for their work, as well as those that were on the subcommittee. Mayor Carey also thanked everyone involved.
Manager Mountain added that the electronic version of the updated document will be uploaded to the township website to replace the original draft. He explained that there is a resolution under Combined Action that will accept the final plan.
C. OPEN TO THE PUBLIC
Judith Stewart of 114 Everdale Road again asked the Manager and Council to consider changing the zoning ordinance related to the height of fences. She felt that open-slat fences should be allowed to be higher to keep deer out of residents’ properties. Mrs. Stewart stated that she would like to see the topic as a discussion item for an upcoming meeting.
Gene Trinker of 24 Lawrence Road asked if there were plans to address the lights at Heistein Park; he stated that they are in need of repair. Manager Mountain replied that he believed the repairs were made; there are also plans in the ten year recreational plan for upgrades. Russ Newman detailed the electrical work that was recently done. Mayor Carey added that the Recreation Master Plan can be viewed on the township website.
Seeing no one further from the public, the public portion was closed.
D. MANAGER’S REPORT
Manager Mountain reported the following:
- Work done on Municipal Building—the project at the entrance was coordinated by Donna Luciani, Ralph Carchia, and Darren Carney; he commended them on their effort. The majority of the work was performed by the Water & Sewer Department; they did an outstanding job. He also commended Foreman Charlie Crossan who coordinated the project, as well as the Public Works Department for the paving work.
- Retention Basin at Judy Resnick Drive—phase I of the project has been completed by the Public Works Department; it included the clearing of the overgrowth. The second phase is to stump the basin, grade out the low flow areas, and add landscaping to the back end of the basin. It was divided into two phases due to the permitting involved.
- Mac Spar Drive Special Assessment Process—he, Glen Sherman, and special assessment board members Myra Sesko and Trina Mitsch, met to review the project and to discuss the steps required to put the assessments into place. It is a two step process; first the Board of Assessor’s holds a public hearing with the affected residents to present the assessments and hear comments. Once completed, the final recommendation is given to the Council and the Council has a hearing on the resolution which memorializes the assessments. He explained that the residents have been advised throughout the process as to the anticipated impact; the estimates at the beginning of the project were within $100 of the assessment, so residents should not be surprised. Advertisement will be in December, with it going to the Council in January.
Deputy Mayor Forstenhausler asked if there was a formal plan for the periodic review and maintenance of the retention basins. Manager Mountain replied that there is a plan for the remaining basins that need work. He is working with Public Works and Engineering to establish an ongoing maintenance program for the future.
Mayor Carey asked if there was an update on the Shongum Lake dredging. Manager Mountain replied that he received a letter indicating that they received preliminary approval on the ground work; it was unclear from the letter when the final approval in the process would be. He will check with John Ragan to see if he has more information. Deputy Mayor Forstenhausler added that, as a Shongum Lake Association member, he received an email indicating that the figure was in excess of $5,000,000 and that there is a preliminary approval. They are working on the process to get the super majority of the property owners to approve it before more information is provided.
Councilman Loveys asked for clarification on the need for permits for the retention basins. Manager Mountain explained that the permits are needed for some of the work being done in the basins, not the cleaning of them; a soil conservation permit was needed.

F. COMBINED ACTION RESOLUTIONS
Item #26 & 27, Animal Control Services—Councilwoman Veech asked why the two resolutions were different, why one town’s contract is different than the other. Manager Mountain replied that he was not the Manager when those contracts were negotiated; they are long term agreements. He will find out, and provide the Council with the information. She also asked what happens if Dover goes over the 624 hour maximum; the Manager will find that out as well, and inform the Council.

1. Refund Road Opening Cash Bond for the Purpose of Installing a Drain Along Left Side of House and Pipe to Storm Drain in the Road at Block 168, Lot 89, 17 Lake Shore Drive South to Palazzo Landscaping—$500.00

WHEREAS, the Engineering Department has received a request from Palazzo Landscaping for the release of a $500.00 cash road opening bond posted for the purpose of installing a drain along the left side of the house and pipe to storm drain in the road at 17 Lake Shore Drive South, Randolph NJ 07869 BL 168/L89; and
WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on October 4, 2017; and
WHEREAS, the Applicant was required to post this cash bond to guarantee the installing of a drain along the left side of the house and pipe to storm drain in the road at 17 Lake Shore Drive South, Randolph, NJ 07869, within the Township Right of Way; and
WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Palazzo Landscaping at 47 Carrell Road, Randolph NJ 07869.
2. Refund Road Opening Cash Bond for the Purpose of Repaving the Existing Driveway at Block 209, Lot 2, 3 Alexander Drive to James Roche—$500.00

WHEREAS, the Engineering Department has received a request from James Roche for the release of a $500.00 cash road opening bond posted for the purpose of repaving the existing driveway at Block 209 Lot 2, 3 Alexander Drive, Randolph NJ 07869; and
WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on August 16, 2017; and
WHEREAS, the Applicant was required to post this cash bond to guarantee the repaving of the existing driveway at 3 Alexander Drive, Randolph NJ 07869, within the Township Right of Way; and
WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to James Roche at 3 Alexander Drive, Randolph NJ 07869.
3. Authorizing Award of MCCPC Contract #5—Paving Materials to Tilcon New York, and to Stavola Asphalt Company

WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, two (2) bids were received; and
WHEREAS, Tilcon New York in Parsippany, New Jersey, is the lowest responsive and responsible bidder for Category I (Northern Region) and for Category II (Northern and Southern Region) for the items and prices shown on the attached Notification of Award for a one-year term; and
WHEREAS, Stavola Asphalt Company in Tinton Falls, New Jersey, is the lowest responsive and responsible bidder for Category I (Southern Region) for the items and prices shown on the attached Notification of Award for a one-year term.

WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, six (6) bids were received; and
WHEREAS, Tilcon New York in Parsippany, New Jersey, is the lowest responsive and responsible bidder for Categories A, B and G in Districts #1, #2 and #3 for the items and prices shown on the attached Notification of Award for a one-year term; and
WHEREAS, Micro Pave Systems in Roseland, New Jersey, is the lowest responsive and responsible bidder for Category C, Districts #1, #2 and #3 for the items and prices shown on the attached Notification of Award for a one-year term; and

5. Authorizing Award of MCCPC Contract #7—Drainage Pipe—Delivered to Chemung Supply Corporation

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #7 (Drainage Pipe—Delivered); and
WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, three (3) bids were received; and
WHEREAS, Chemung Supply Corporation in Elmira, New York, is the lowest responsive and responsible bidder for the items and prices shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the award of Contract #7 (Drainage Pipe—Delivered) to Chemung Supply Corporation as noted above for the term January 1, 2018 - December 31, 2018.
6. Authorizing Award of MCCPC Contract #8—Anti-Freeze to David Weber Oil Company

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #8 (Anti-Freeze); and
WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, two (2) bids were received; and
WHEREAS, Bi-Lo Industries in Deer Park, New York, was the apparent low bidder for Contract #8 (Anti-Freeze) however their bid was non-responsive because they did not properly execute the mandatory Statement of Ownership Disclosure form which is a non-curable, non-waivable defect and their bid must be rejected; and
WHEREAS, David Weber Oil Company in Carlstadt, New Jersey, is the lowest responsive and responsible bidder for the items and prices shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the rejection of, and hereby rejects, the bid submitted by Bi-Lo Industries for the reason stated above.
BE IT FURTHER RESOLVED that the Township Council on behalf of the MCCPC hereby authorizes the award of Contract #8 (Anti-Freeze) to the David Weber Oil Company as noted above for the term January 1, 2018 - December 31, 2018.
7. Authorizing Award of MCCPC Contract #9—Crushed Stone, Gravel and Sand to Stavola Construction Materials and Tilcon New York

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #9 (Crushed Stone, Gravel and Sand); and
WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, three (3) bids were received; and
WHEREAS, Eastern Concrete Materials in Saddle Brook, New Jersey, was the apparent low bidder for Contract #9 (Crushed Stone, Gravel and Sand) however their bid was non-responsive because they did not properly execute the mandatory Statement of Ownership Disclosure form which is a non-curable, non-waivable defect and their bid must be rejected; and
WHEREAS, Stavola Construction Materials in Tinton Falls, New Jersey, and Tilcon New York in Parsippany, New Jersey, are the lowest responsive and responsible bidders for the items and prices shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the rejection of, and hereby rejects, the bid submitted by Eastern Concrete Materials for the reason stated above.
BE IT FURTHER RESOLVED that the Township Council on behalf of the MCCPC hereby authorizes the award of Contract #9 (Crushed Stone, Gravel and Sand) to Stavola Construction Materials and to Tilcon New York as noted above for the term January 1, 2018 - December 31, 2018.
8. Authorizing the Mayor and Municipal Clerk to Execute the Assignment of Tax Sale Certificates Being Purchased by Griswold TL, LLC in the Amount of $70,988.98

WHEREAS, N.J.S.A. 54:5-113 et seq. authorizes the private sale for not less than the amount of liens charged against said real estate; and
WHEREAS, Griswold TL, LLC has presented an offer to purchase, by assignment, the tax sale certificates listed in attached Schedule A for a total amount of $70,988.98, being the full amount of the certificates, including all subsequent municipal taxes and other municipal charges.
NOW, THEREFORE, BE IT RESOLVED, that the Governing body of the Township of Randolph, County of Morris, State of New Jersey, hereby authorized the Mayor and Municipal Clerk to execute the necessary assignment documents to effect assignment of the above-referenced Certificates of Sale.
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to the Tax Collector of the Township of Randolph.
9. Authorizing Award of MCCPC Contract #14—Catch Basins and Manhole Castings to Campbell Foundry Company

10. Authorizing Award of MCCPC Contract #16—Office Supplies to The Office Concepts Group

WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, two (2) bids were received; and
WHEREAS, The Office Concepts Group in Midland Park, New Jersey, is a responsive and responsible bidder offering the highest percentage discount for each category of Contract #16 (Office Supplies) for the items and discounts shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the award of Contract #16 (Office Supplies) to The Office Concepts Group as noted above for the term January 1, 2018 - December 31, 2018.
11. Authorizing the Formal Adoption of the Trails Master Plan Update Prepared by Greener By Design

WHEREAS, the Township of Randolph entered into a professional services agreement with the Environmental Management Consulting Firm of Greener By Design to assemble a Trails Master Plan; and
WHEREAS, Greener By Design has prepared a draft Trails Master Plan that has been reviewed by the following:
Parks, Recreation and Planning Staff Trails Master Plan Steering Committee Township Council ; and
WHEREAS, the Trails Master Plan was presented to the Township Council and the public on September 28, 2017; and
WHEREAS, the Township Council reviewed the results of the public discussion at their September 28th meeting and provided further input on the draft plan; and
WHEREAS, the Township has received a final version of the Trails Master Plan incorporating the public and council’s input.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that the Township agrees to formally adopt the Trails Master Plan update prepared by Greener By Design.
12. Authorizing Award of MCCPC Contract #18—Tree Removal, Trimming and Stump Grinding Services to Tree King

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #18 (Tree Removal, Trimming & Stump Grinding Services); and
WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, four (4) bids were received; and
WHEREAS, Boulder Hill Tree and Excavating in Woodcliff Lake, New Jersey, was the apparent low bidder for Contract #18 (Tree Removal, Trimming & Stump Grinding Services) however their bid was non-responsive because they did not include their New Jersey Tree Care Operator License number with their bid proposal which is a non-curable, non-waivable defect and their bid must be rejected; and
WHEREAS, Tree King in Landing, New Jersey, is the lowest responsive and responsible bidder for the items and prices shown on the attached Notification of Award for a two-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the rejection of, and hereby rejects, the bid submitted by Boulder Hill Tree and Excavating for the reason stated above.
BE IT FURTHER RESOLVED that the Township Council on behalf of the MCCPC hereby authorizes the award of Contract #18 (Tree Removal, Trimming & Stump Grinding Services) to Tree King as noted above for the term January 1, 2018 - December 31, 2019.
13. Authorizing Award of MCCPC Contract #21—Oil and Stone Treatment to Morris Asphalt Company

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #21 (Oil and Stone Treatment); and
WHEREAS, bids had been advertised and received on October 4, 2017, in accordance with Local Public Contracts Law; and
WHEREAS, one (1) bid was received for Categories I and II; and
WHEREAS, no bids were received for Categories III and IV; and
WHEREAS, Morris Asphalt Company in Lafayette, New Jersey, is the lowest responsive and responsible bidder for the items and prices shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the award of Contract #21 (Oil and Stone Treatment) to the Morris Asphalt Company as noted above for the term January 1, 2018 - December 31, 2018.
14. Authorizing Award of Contract #23—Police Uniforms and Equipment to Universal Uniform Sales Company

WHEREAS, the product information submitted by the bidders was reviewed by the Randolph Township Engineering Department for compliance with the NJDOT Standard Specifications for Road and Bridge Construction, 2007 Edition, Section 912.04.01 as required in the bid specifications; and
WHEREAS, Sherwin Williams in Edison, New Jersey, was the apparent low bidder however the product being offered for traffic paint did not comply with the above specifications and their bid must be rejected; and
WHEREAS, Garden State Highway Products, Inc., in Vineland, New Jersey was the lowest responsive and responsible bidder for the items and prices shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby authorizes the rejection of, and hereby rejects, the bid submitted by Sherwin Williams for the reason stated above.

WHEREAS, seven (7) bids were received; and
WHEREAS, Contract #41 (Purchase of Communications Equipment—Radios) is awarded on a “per line” basis to the responsive and responsible bidder offering the highest discount; and
WHEREAS, the bid specifications state that bidders are to submit price lists/catalogs that will be valid for the term of the contract; and
WHEREAS, Major Police Supply in Kenvil, New Jersey, was the bidder offering the apparent highest discount for Item #22 in Category A, however the price list submitted shows that the price list expires on December 19, 2017, which is before the contract takes effect on January 1, 2018, and therefore the bid by Major Police Supply for this item must be rejected; and
WHEREAS, no bids were received for Items #1, #3, #4, #7, #12, #13, #16, #17 and #20 in Category A and for Items #1 and #5 in Category B; and

Manager Mountain explained that this is the fee ordinance which is done annually to pickup any changes in fees; in order to charge the fee, it must be memorialized by ordinance. The backup document for the Council shows the old fee and the new fee.
BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE AMENDING APPENDIX A, FEE SCHEDULE, OF THE REVISED ORDINANCES OF THE TOWNSHIP OF RANDOLPH, MORRIS COUNTY, NEW JERSEY” be introduced, read by title by the Township Clerk and passed on first reading.

Manager Mountain explained that this is the bond ordinance which provides the appropriation for funds for the Calais Park development. The ordinance reflects the costs that were discussed at the October 10, 2017 Council meeting when the plan was presented. It also reflects the soft costs that were put towards the project in the spring.

I. DISCUSSION ITEMS
1. Jim Loveys to Discuss Manager/Clerk Evaluation Process and Dates
Councilman Loveys reiterated the process that the Council has followed the last several years. He will email each Council member the Township Manager performance evaluation questionnaire. He will email each Council member and the Township Manager the performance evaluation questionnaire for the Township Clerk. Each questionnaire is comprised of several factors upon which performance will be evaluated. A defined rating system of 1-5 will be used for each factor, as well as an area for comments for each. Councilman Loveys will email them on, or before, November 10th; he requested they be returned via email, in Word format, by November 27th. He will compile the results and distribute them to Council members, the Township Manager, and the Clerk prior to the December 7th meeting. The results will be formally presented during the Executive Session of the December 7th Council meeting.
Councilwoman Veech asked if the Township Manager and Clerk would provide them with their goals. Councilman Loveys asked the Manager and Clerk to provide him with their self performance evaluations. He will hold those until he receives all the questionnaires back from the Council, at which time he will compile the results and then send both the self evaluations and the compiled results to the Council members so they are prepared for the discussion at the December 7th meeting. Councilman Loveys explained that the Manager has always forwarded his goals for the coming year directly to the Council. Councilman Loveys will forward the Manager’s goals from 2017 to the Council so they can review them while completing the questionnaires.
J. OPEN TO THE PUBLIC
Judith Stewart of 114 Everdale Road discussed the council-manager form of government. She also commented on the evaluations of the Manager and the Clerk. Mrs. Stewart felt the government in Randolph was very strong and good.
Seeing no one further from the public, the public portion was closed.
K. COUNCIL COMMENTS
Councilman Tkacs asked if there was another pharmacy opening because he saw an announcement somewhere. Mayor Carey stated that she read the information in the Randolph Reporter, but the township had not been contacted about a grand opening. Manager Mountain will contact the pharmacy to determine if they have an interest in having the township representatives attend.
Councilwoman Veech asked if there was any new information on the former K-Mart site. Manager Mountain replied that he had spoken to them earlier in the week, and the only information he had was that the contractor will be starting work on the facade.
Councilwoman Veech explained that her power has gone off three times in the past several days. She saw Mike Obremski and mentioned it to him; he reminded her to call 1-888-LIGHTSS as soon as the power is out to be placed on a list for JCP&L to repair.
Councilwoman Veech stated that she was asked by the Freeholders if she would serve on the Morris County Strategic Plan Economic Development Focus Group. They are looking at strategic initiatives in terms of their long range vision for Health & Human Services, Public Safety, Quality of Life, Economic Development, and Infrastructure. The first meeting is December 11th; she asked the Manager and Council to let her know if there is anything they would like her to discuss at the meeting related to Randolph.
Councilman Loveys reported that the Chief Assistant Prosecutor Brad Seabury will attend the November 14th senior luncheon and discuss the importance of disposing of old and unused medications.
Councilman Loveys reported that the police department is hosting a movie night on December 15th at the Randolph Middle School. The MAC provided some funding to the police department for the printing of baseball trading-type cards for each of the officers. It’s an initiative for community policing, where the youth get to know the officers in a positive environment; they hope the children will want to collect the cards and get to know the officers.
Councilman Loveys also reported that the MAC will be sponsoring a forum, “Screenagers,” on February 22nd at 7 p.m. at the Randolph Middle School. “Screenagers” is a film dealing with social media related to youth being on their phones and computers constantly; it presents information for parents to help their children navigate the digital world. Councilman Loveys also noted that MAC will be hosting a program “Hidden in Plain Sight,” but a date is yet to be determined. This program will provide information to parents as to what their children might be hiding from them, and to promote awareness as to what to look for.
Councilman Loveys reported that he, Manager Mountain, Mayor Carey, and Kate Olsakowski and Liz Ritter, from the MAC attended a mental health seminar at Morristown Medical Center. He commended the County for their effort to publicize mental illness and addiction, and to remove the stigma attached to them so those affected can get the treatment needed for recovery. He reported that Kris Wilsusen also attended the seminar.
Deputy Mayor Forstenhausler attended the Ironia Company 4 fire house pancake breakfast on October 22; most of the Council members were there. It was a well attended event.
Deputy Mayor Forstenhausler reported that he and Mayor Carey attended a kickoff meeting for a facilities task force that school Superintendent Jennifer Fano is coordinating with various stakeholders. The task force will focus on facility improvements in the schools moving forward. Mayor Carey added that the meeting was interesting, and that there will be four meetings before the end of the year. The plan will be presented to the Board of Education facilities committee in January.
Mayor Carey added that the stigma free initiative at Morristown Medical Center was very interesting; she explained some of the details of the presentation.
Mayor Carey reported that she was invited to, and attended, the Randolph High School athletic program’s hall of fame induction ceremony. They inducted several former athletes and teams, as well as John Van Brunt.
