A. OPENING OF REGULAR MEETING
1. Call to Order
A regular meeting of the Randolph Township Council was called to order at 7:00 p.m. by Mayor Loveys. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location, and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the bulletin board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on December 5, 2013 by e-mailing them the annual resolution adopted by the Council on December 5, 2013. The annual resolution, including this meeting date, was advertised in the Randolph Reporter, the official paper of the Township of Randolph, and the Daily Record on December 12, 2013.

3. Mayor Loveys led the Pledge of Allegiance.
B. OPEN TO THE PUBLIC
Seeing no one from the public, the public portion was closed.
C. MANAGER’S REPORT
Manager Mountain reported the following:
- Emergency Management Week—last week. It is done twice per year, April and October. The generators at the Municipal Building, Library, Community Center, Public Works Facility, and the YMCA were all run through tests. The Swift Reach system and the electronic message boards were also tested. There will be a staff meeting next week where Bill Wagner, the Emergency Management Coordinator, will review the emergency management procedures.
- Revaluation—four proposals have been received. The pricing came in very competitively, well under what was budgeted. The workgroup will be meeting in the next week to establish the interview process. It is anticipated that the introduction of the Ordinance to fund the project will be scheduled for the next meeting, and an award in place by the second meeting in November.
- Retirements—the Manager received 3 retirements in Public Works, including the Mechanics Foreman. The Township is in the process of advertising the position. There are several good in-house candidates as well as having it open to the outside. It is anticipated that the positions will be filled before winter. The Manager anticipates 2 additional retirements in the department in March of 2015, both associated with the recycling program. With the upcoming privatized recycling effort, the plan is to not fill those 2 full time positions.
- Recycling—the contract bid opening is scheduled for October 24th. Once the bids are opened, the workgroup will meet to discuss the options and prepare a recommendation to the Council for the next meeting.
D. APPROVAL OF MEETING MINUTES
1. Approving 2014 Regular Meeting Minutes of September 4th and September 18th
Councilman Guadagno made a motion to approve the meeting minutes of September 4, 2014 and September 18, 2014. Councilman Forstenhausler seconded the motion, and the following roll call vote was taken:

E. COMBINED ACTION RESOLUTIONS
Item #2 and #3: Councilman Guadagno asked the Manager to refresh his memory on Waterfall Estates. Manager Mountain explained that #2 is a performance guarantee associated with a particular block and lots in Waterfall Estates. The engineer has reviewed the work associated with this aspect of the development and has recommended that the bond be released and move to a maintenance bond. Manager Mountain explained that #3 is similar, only that it relates to water improvements. The Township is accepting the water improvements and releasing the maintenance bond, and accepting this public improvement. But the Township still holds the performance bond on some of the public improvements associated with that development. He clarified that this relates to the water system, not storm water.
Councilman Guadagno made a motion to accept the Combined Action Resolutions. Councilman Forstenhausler seconded the motion, and the following roll call vote was taken:

1. Authorizing the Acceptance of Various Deeds of Dedication and Easements from Toll NJ VI, L.P for Phases I, II, and III of the Ridge at Randolph

WHEREAS, the Township has obtained various Deeds of Dedication and Easements for Phases I, II and III, of the development known as the Ridge at Randolph; and
WHEREAS, the Township’s Special Development Counsel and Township Engineer have reviewed the documents and found them to be acceptable as to form and description; and
WHEREAS, the Township wishes to accept said documents in accordance with the conditions established by the Randolph Township Planning Board.
NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Randolph, in the County of Morris, and State of New Jersey, that the following Deeds of Dedication and Easements for Phases I, II and III of the Ridge at Randolph are hereby accepted:
1. Deed of Dedication, Road Right of Way, Phase I;
2. Deed of Dedication, Road Right of Way, Phase II;
3. Deed of Dedication, Road Right of Way, Phase III;
4. Deed of Dedication, Detention Basin, Phase I;
5. Deed of Dedication, Detention Basin, Phase III;
6. Deed of Dedication, Open Space, Phase I;
7. Deed of Drainage Easement, Phase I; and
8. Deed of Sight Easement, Phase I
The Township Clerk is hereby authorized and directed to provide the original documents to the Township’s Special Development Counsel for the purpose of recording same in the Office of the Morris County Clerk.
This Resolution shall take effect immediately.
2. Reduction of Performance Guarantee and Cash Deposit to Hertz Homes for Public Improvements at Waterfall Estates for Block 52, Lots 2 and 3 Subject to Delivery and Acceptance of New Bond

WHEREAS, Engineering has received a request from Robert C. Hertzberg for the reduction of the performance guarantee for the public improvements associated with Waterfall Estates Subdivision; and
WHEREAS, the initial performance guarantee consisted of a Performance Bond, No. 0371010, issued by International Fidelity Insurance Company, in the amount of $494,207.05 and a cash bond in the amount $54,911.89, which was received and deposited with the Finance Department on October 17, 2003; and
WHEREAS, the Township Consulting Engineer has recommended that the Performance Bond be reduced to $148,262.10 and the cash deposit be reduced to $16,473.57.
NOW, THEREFORE, BE IT,RESOLVED by the Mayor and Council of the Township of Randolph, that the initial Performance Bond, No. 0371010, in the amount of $494,207.05 be reduced to $148,262.10 and that the Developer be refunded the difference between the original cash bond in the amount of $54,911.89 and the current required cash bond in the amount of $16,473.57, or a total of $38,438.32, as recommended by the Township Engineer, to Hertz Homes, Waterfall Estates, 16 Wellesley Road, Montclair, NJ 07043-2012. The reduction of the Performance Bond and release of a portion of the cash bond is subject to the delivery and acceptance of the new bond.
3. Release of Maintenance Guarantee for Onsite Water Improvements at Waterfall Estates, Block 52, Lots 2 and 3 to Hertz Homes in the Amount of $9,944 for the Bond and $9,944 Plus Accrued Interest for the Cash Bond

WHEREAS, the developer for Hertz Homes has posted a Maintenance Bond, No. 0414846, issued by International Fidelity Insurance Company in the amount of $9,944.00, along with a cash bond in the amount of $9,944.00, to serve as the Maintenance Guarantee for the onsite water improvements; and
WHEREAS, the onsite water improvements have been inspected and no additional maintenance is required; and
WHEREAS, it is recommended by the Township Engineer that the Maintenance Guarantee be released.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph that the Maintenance Bond, No. 0414846, in the amount of $9,944.00 and the cash bond in the amount of $9,944.00, plus accrued interest, be released to Hertz Homes, 16 Wellesley Road, Montclair, New Jersey, 07043.
4. Authorizing and Amendment to the Contract with USGovBid for Online Auction Services

WHEREAS, on June 12, 2014 via R 184-14, the Mayor and Council of the Township of Randolph approved execution of an agreement for online auction services for a one-year period, with the option to renew for an additional year with USGovBid; and
WHEREAS, the original contract language did not speak to the continuing or reopening of a sale after the close for various reasons; and
WHEREAS, the inclusion of the language per the attached Amendment will allow for the continuing or reopening of an auction without the need for an additional public advertisement, thus saving time and money.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Township of Randolph do hereby approve execution of the amendment to the Contract for online auction services.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign the amendment to the Contract.
5. Extending the Contract with T.M. Brennan Contractors, Inc. for Preventive Maintenance of HVAC Equipment for Township Buildings—Not to Exceed $35,100

WHEREAS, the Township of Randolph advertised for the Preventive Maintenance/ Repair of HVAC Equipment of Township Buildings/Complexes for the period of January 1, 2014 through December 31, 2014 with the option to extend for one (1) year, and received bids on November 7, 2013, in accordance with Local Public Contracts Law; and
WHEREAS, on November 21, 2013, the Township of Randolph awarded a contract to T.M. Brennan Contractors, Inc., Hamburg, NJ for $35,100; and
WHEREAS, the Buildings and Grounds Supervisor recommends the extension of the contract for one year from January 1, 2015 through December 31, 2015 at the same fees.
NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the contract with T.M. Brennan Contractors, Inc., Hamburg, NJ for Preventive Maintenance/Repair of HVAC Equipment of Township Buildings/Complexes be extended for one year from January 1, 2015 through December 31, 2015 for the not to exceed amount of $35,100.
6. Authorizing the Township Manager to Endorse the Treatment Works Approval (TWA) for Construction of Sewer Main Extension at CCM

WHEREAS, the County College of Morris, (the “Applicant”) has requested endorsement of a Treatment Works Approval (TWA) for the construction of a sanitary sewer main extension on Route 10 in Randolph; and
WHEREAS, the permit is to convey the effluent from one property with a total design flow of 1,600 gallons per day through the main extension system into the Jackson Brook Interceptor to the Rockaway Valley Regional Sewerage Authority (RVRSA) treatment facility.
WHEREAS, the applicant has requested that the Township endorse said application to the New Jersey Department of Environmental Protection (NJDEP); and
WHEREAS, the application must be submitted to the New Jersey Department of Environmental Protection to obtain a TWA approval for the construction of the gravity sewer main for this project; and
WHEREAS in order for the New Jersey Department of Environmental Protection to consider the application, the same must be endorsed by the Township among others; and
WHEREAS the Township desires to authorize the execution of the endorsement of the said application,
NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Randolph, County of Morris, State of New Jersey;
- The Township Manager is herby authorized and directed to execute the appropriate endorsements for the Treatment Works Approval, together with other appropriate officers and employees of the Township of Randolph, and hereby authorized to take all actions necessary to effectuate the purpose.
- This resolution shall take effect immediately.
7. Authorizing rescission of a Portion of MCCPC Contract #15-C Utility Vehicles from Beyer Ford for Utility Vehicles

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #15-C (Utility Vehicles, 2015 Models); and
WHEREAS, bids had been advertised and received on September 9, 2014, on behalf of the MCCPC in accordance with Local Public Contracts Law; and
WHEREAS, all items in Contract #15-C were awarded by the Randolph Township Council at the October 2, 2014, Council Meeting to various vendors; and
WHEREAS, Item #33 and Item #34 were awarded to Beyer Ford in Morristown, New Jersey; and
WHEREAS, after the award of Contract #15-C, it was brought to the attention of the MCCPC that Item #33 and Item #34 could not be provided in a way that would be compliant with the bid specifications as they are currently written and this fact was confirmed in correspondence received from Beyer Ford; and
WHEREAS, it is recommended that the award of Item #33 and Item #34 be rescinded from Beyer Ford due to an error in the bid specification requirements.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township on behalf of the MCCPC hereby authorizes the rescission of Item #33 and Item #34 of Contract #15-C (Utility Vehicles, 2015 Models) from Beyer Ford as stated above.
8. Award of Item #5 and Rejection of Items #1, #2, #3, and #4 of MCCPC Contract 15-F for 2015 Cabs with Dump Bodies—Award to Cambria Automotive Companies—$174,089.00

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #15-F (Cab/Chassis With Dump Bodies, 2015 Models); and
WHEREAS, bids had been advertised and received on September 9, 2014, on behalf of the MCCPC in accordance with Local Public Contracts Law; and
WHEREAS, four (4) bids were received for Contract #15-F (Cab/Chassis with Dump Bodies, 2015 Models); and
WHEREAS, the bid proposal submitted by Beyer Ford of Morristown, New Jersey, for Items #1, #2, and #4 contained exceptions to the bid specifications that were considered unacceptable and therefore the bid is non-responsive and must be rejected; and
WHEREAS, the bid proposal submitted by Route 23 Automall in Butler, New Jersey, for Items #1, #2, and #4 was non-responsive to the bid specifications in that the dump body being offered was for a 2014 year model, the size of the dump body being offered did not match the bid specifications, and the offer of a snow plow which was not requested on the bid specifications and therefore the bid must be rejected; and
WHEREAS, all bids submitted for Item #3 must be rejected as there was an error in the bid specifications and it was determined that no vendor would be able to provide the vehicle as specified; and
WHEREAS, Cambria Automotive Companies in Edison, New Jersey, was the lowest responsive and responsible bidder for Item #5 at a price of $174,089.00 for a one-year contract.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township on behalf of the MCCPC hereby authorizes the award of Item #5 in Contract #15-F (Cab/Chassis With Dump Bodies, 2015 Models) to Cambria Automotive Companies for the term of November 1, 2014 - October 31, 2015.
BE IT FURTHER RESOLVED that the Township Council rejects the bids for Items #1, #2, #3 and #4 as noted above.
9. Awarding a Contract for 2014 Leaf Loading, Hauling and Proper Recycling to S. Rotondi and Sons, Inc.—$5.74 Per Cubic Yard

WHEREAS, the Township of Randolph in accordance with Local Public Contracts Law advertised for the 2014 Leaf Loading, Hauling and Proper Recycling project for the period of October 2014 through February 2015 with the option to extend for six months if necessary, and received bids on October 8, 2014; and
WHEREAS, 1 bid was received; and
WHEREAS, bids were received from the following and for the bid prices listed:
S. Rotondi and Sons, Inc., Summit, NJ—Base Bid: $5.74 per cubic yard; and
WHEREAS, the Public Works Director and the Purchasing Agent recommend the award of the contract to S. Rotondi and Sons, Inc. as the lowest responsive, responsible bidder; and
WHEREAS, the Township of Randolph desires to award a contract for the 2014 Leaf Loading, Hauling and Proper Recycling to S. Rotondi and Sons, Inc. of Summit, NJ.
NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to S. Rotondi and Sons, Inc. of Summit, NJ for the 2014 Leaf Loading, Hauling and Proper Recycling project for the price of $5.74 per their bid proposal for the period of October 2014 through February 2015 with the option to extend for six months if necessary.
10. Authorizing the Approval of Insertion of an Item of Revenue into the 2014 Budget from the NJ State Body Armor Replacement Grant—$3,452.30

WHEREAS, NJSA 40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any county or municipality when such item has been made available by law and the amount was not determined at the time of the adoption of the budget; and
WHEREAS, the Director may also approve the insertion an item of appropriation for an equal amount,
NOW, THEREFORE, BE IT RESOLVED, that the Council of the Township of Randolph, in the County of Morris, New Jersey, hereby request the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the 2014 Budget in the sum of $3,452.30, which is now available from the New Jersey State Body Armor Replacement Grant -2014 in the amount of $3,452.30.
BE IT FURTHER RESOLVED, that the like sum of $3,452.30 is hereby appropriated under the caption New Jersey State Body Armor Replacement Grant - 2014; and
BE IT FURTHER RESOLVED, that the above is the result of funds from the FY 2014 New Jersey Division of Criminal Justice Body Armor Replacement Grant Fund in the amount of $3,452.30.
11. Authorizing Change Order #1 Sport-Tech Construction—Crack Sealing at Brundage Park’s Basketball and Tennis Courts—Adding $6,090 Bringing New Total to $86,095.00

WHEREAS, Sport-Tech Construction was awarded a contract to repair cracks on the tennis and basketball courts at Brundage Park via resolution R-217 in the amount of $80,005.00; and
WHEREAS, additional quantities of cracks, above and beyond the original estimate, is needed to be repaired; and
WHEREAS, the Township Engineer, Paul Ferriero, recommends that the following Change Order be approved:
Change Order #1—Extra work related to additional quantities of cracks needed to be repaired above and beyond the original estimate;
WHEREAS, the original contract is now amended as follows:
Original Contract $80,005.00
Change Order #1 $6,090.00
Revised Contract Totals $86,095.00
WHEREAS, the revised contract with Sport-Tech Construction, including this Change Order is $86,095.00; and
WHEREAS, The Chief Financial Officer has certified that funds are available in account #04-215-55-956-307 to cover the amount of this change order.
NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that Change Order #1 is approved and the above referenced contract shall be amended accordingly.
CERTIFICATION OF AVAILABILITY OF FUNDS

As required by N.J.S.A. 40A:4-57, N.J.A.C. 5:30-14.5, and any other applicable requirement, I, Darren Maloney, Director of Finance of the Township of Randolph, has ascertained that funds will be available in the General Capital Fund, Ordinance 15-13, Park Improvements account, to award a change order contract to Sport Tech Construction for crack sealing at Brundage Park’s basketball and tennis courts.

12. Authorizing Award of a Portion of MCCPC Contract #3 for Rock Salt and Calcium Chloride Liquid to Morton Salt

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Categories I, II, VI and VII (Essex, Hunterdon, Passaic, Somerset, Sussex, Union and Warren Counties Only) of Contract #3 (Rock Salt and Calcium Chloride Liquid); and
WHEREAS, bids had been advertised and received on October 15, 2014, in accordance with Local Public Contracts Law; and
WHEREAS, one bid was received for Categories I, II, VI and VII of Contract #3 (Rock Salt and Calcium Chloride Liquid); and
WHEREAS, Morton Salt of Chicago, Illinois, was a responsive and responsible bidder for all seven counties listed above for Categories I, II, VI and VII of Contract #3 (Rock Salt and Calcium Chloride Liquid) as shown on the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township on behalf of the MCCPC hereby authorizes the award of Categories I, II, VI and VII of Contract #3 (Rock Salt and Calcium Chloride Liquid) as stated above for the term October 15, 2014 - October 14, 2015.
13. Authorizing Release of Performance Guarantee Maintenance Bond for Off-Site Water Improvements Associated with The Ridge at Randolph to Toll Brothers, LLC—$39,435.00

WHEREAS, Engineering has received a request from Toll Brothers, LLC., for the release of the Maintenance Bond for the off-site water improvements associated with the Ridge at Randolph which is located on Block 146, Lot 72; and
WHEREAS, the developer was required to post a Maintenance Bond, No. 019038393M, issued by Liberty Mutual Insurance Company in the amount of $10,337.25 for the off-site water improvements. The Maintenance Bond was approved and accepted by the Council on June 28, 2012, with the condition that the Developer will post a replacement bond at the time that the on-site water improvements are complete.
WHEREAS, the on-site water improvements have been completed and the Township Engineer has approved the release of the off-site water improvement Maintenance Bond, No. 019038393M, in the amount of $10,337.25; and
WHEREAS, the Developer has posted the required Maintenance Bond, No. 019038393MM, issued by Liberty Mutual Insurance Company, in the amount of $39,435.00 for the maintenance of the on-site and off-site water improvements for a period of two years following the acceptance of the water improvements. The Maintenance Bond was reviewed and approved by the Township Engineer.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, that the Performance Bond No. 019038393M, be released to Toll Brothers, LLC, 2 Raspberry Lane, Long Valley, NJ 07853.
14. Authorizing Release of Performance Guarantee for Public Improvements Associated with Phase I at The Ridge at Randolph to Toll Brothers, LLC—$212,450.85 (Decrease Rider) and $23,605.65 (Cash Bond)

WHEREAS, Engineering has received a request from Toll Brothers, LLC, for the release of the Performance Guarantee for public improvements associated with Phase I of the development located at Block 146, Lot 72; and
WHEREAS, the performance guarantee consisted of Performance Bond, No. 019038392, and Decrease Rider in the amount of $212,450.85 which was filed with the Township Clerk’s Office and cash bond in the amount of $23,605.65; and
WHEREAS, the Developer is required to post a Maintenance Guarantee in the amount of $98,356.87 for a period of two years following acceptance of the public improvements. The Township Engineer has received and approved the Maintenance Bond, No. 019038392M, in the amount of $98,356.87, issued by Liberty Mutual Surety.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, that the Performance Bond No. 019038392, and Decrease Rider in the amount of $212,450.85 along with the cash bond in the amount of $23,605.65, plus accrued interest, be released to Toll Brothers, LLC, 2 Raspberry Lane, Long Valley, NJ 07853.
15. Authorizing Release of Performance Guarantee for Public Improvements Associated with Phase II at The Ridge at Randolph to Toll Brothers, LLC—$182,809.04 (Decrease Rider) and $18,280.90 (Cash Bond)

WHEREAS, Engineering has received a request from Toll Brothers, LLC., for the release of the Performance Guarantee for public improvements associated with Phase II of the development located at Block 146, Lot 72; and
WHEREAS, the performance guarantee consisted of Performance Bond, No. 39BSBGB1951, and Decrease Rider in the amount of $182,809.04 which was filed with the Township Clerk’s Office and cash bond in the amount of $18,280.90; and
WHEREAS, the Developer is required to post a Maintenance Guarantee in the amount of $76,170.44 for a period of two years following acceptance of the public improvements. The Township Engineer has received and approved the Maintenance Bond, No. 39BSBGP4928, in the amount of $76,170.44, issued by Hartford Fire Insurance Company.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, that the Performance Bond No. 39BSBGB1951, and Decrease Rider in the amount of $182,809.04 along with the cash bond in the amount of $18,280.90, plus accrued interest, be released to Toll Brothers, LLC, 2 Raspberry Lane, Long Valley, NJ 07853.
16. Authorizing Release of Performance Guarantee for Public Improvements Associated with Phase III at The Ridge at Randolph to Toll Brothers, LLC—$63,176.81 (Decrease Rider) and $7,019.65 (Cash Bond)

WHEREAS, Engineering has received a request from Toll Brothers, LLC., for the release of the Performance Guarantee for public improvements associated with Phase III of the development located at Block 146, Lot 72; and
WHEREAS, the performance guarantee consisted of Performance Bond, No. 0587093, and Decrease Rider in the amount of $63,176.81 which was filed with the Township Clerk’s Office and cash bond in the amount of $7,019.65; and
WHEREAS, the Developer is required to post a Maintenance Guarantee in the amount of $29,248.43 for a period of two years following acceptance of the public improvements. The Township Engineer has received and approved the Maintenance Bond, No. 0658879, in the amount of $29,248.43, issued by International Fidelity Insurance Company.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, that the Performance Bond No. 0587093, and Decrease Rider in the amount of $63,176.81 along with the cash bond in the amount of $7,019.65, plus accrued interest, be released to Toll Brothers, LLC, 2 Raspberry Lane, Long Valley, NJ 07853.

H. OPEN TO THE PUBLIC
Judith Stewart of 114 Everdale Road added that there is a pancake breakfast on October 26th at the Ironia Firehouse.

I. COUNCIL COMMENTS
Deputy Mayor Veech thanked Councilman Guadagno for attending the Environmental Commission meeting in her place.
Councilman Forstenhausler reported that he attended the Safety Committee meeting for the 3rd quarter. It was reported that the safety reports have been submitted on time and the paperwork has been excellent, which is unlike many other municipalities. The Township was given a $400 award to purchase safety equipment. There was a discussion regarding batteries since it was believed the batteries in an old radar unit were the cause of the fire in the Police Department. The recommendation from the Safety Committee to the Fire/Police/Rescue/DPW and other departments throughout the Township is to replace the rechargeable batteries when they are at the end of their recommended life expectancy.
Councilman Forstenhausler asked Manager Mountain for the status of the retaining wall project. Manager Mountain reported that, per the direction of the workgroup, Paul Ferriero has begun evaluating and prioritizing the walls on Everdale Road. They will be meeting with a resident who has one of the worst walls, and hoping to begin a dialogue on the Township’s recommendation; it will become the test case on their future approach. The Manager will report back to the Council after the meeting. It is hoped that one property will be started this year with the budgeted money for 2014. There will also be funding budgeted in 2015 for this project.
Councilman Guadagno reported that the Randolph High School parade was very nice; it was a half an hour walk from Freedom Park to the high school. He suggested that the same route be used in the future for the Freedom Festival parade. He asked if the Parks Committee, as part of the Parks Master Plan, could include a discussion about changing the current parade route and having fireworks held in Township parks instead of the college.
Councilman Guadagno asked Manager Mountain if there had been any progress with having monthly reports online. Manager Mountain reported that he had identified which reports can be included. Now that it’s in the form of Council reports, it’s a matter of taking the one report and putting it up on the public section.
Councilman Hirniak reported that he and Mayor Loveys attended the quarterly Board of Ed/Township Liaison meeting along with Chief Stokoe and Manager Mountain. The new Business Manager for the school district, Gerald Eckert, was at the meeting. There was discussion at the meeting about “Share the Keys”; it was decided that Manager Mountain would coordinate the reinvigoration of the partnership between the Board of Ed, the school district, the police department, and the Traffic Advisory Committee. The Manager let the school district know that the last paving project for the season is set to be completed by mid-November. They discussed the Parks Master Plan review and the Township revaluation process. The school district discussed the efforts to increase the applicability of video cameras in the schools to provide the police department and emergency responders with a better sense of the scene before they even arrive. The school district is entering contract negotiations with the Teamsters Union which represents the bus drivers and mechanics. The next meeting will be in February 2015; typically the Mayor and one other Council member attend the meeting.
Mayor Loveys reported the bench dedication for Chris Hellwig was successful. He thanked Russ Newman for his efforts as well as resident Judith Stewart for her efforts in seeing that Chris was recognized. There was also a bench dedication for Steve O’Mara at Cohn Farm; the Deputy Mayor attended and it was a success as well. Kiwanis Park dedication was earlier in the month; there were members of the Kiwanis, Township Council members, and neighbors in attendance. There was a bench dedicated by the Kiwanis Club to Paul Kull.
J. EXECUTIVE SESSION
WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975 (N.J.S.A. 10:4-12) permits the exclusion of the public from a meeting under certain circumstances; and
WHEREAS, this public body is of the opinion that such circumstances presently exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, in the County of Morris, and State of New Jersey, as follows:
