A. OPENING OF REGULAR MEETING

1. Call to Order

A regular meeting of the Randolph Township Council was called to order at 6:00 p.m. by Mayor Forstenhausler. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on November 17, 2017 by emailing them the annual resolution adopted by the Council on October 10, 2017. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph on November 23, 2017, and in the Daily Record on November 21, 2017. The time change for this meeting was emailed to the Randolph Reporter on June 5, 2018, and published in the Randolph Reporter on June 7, 2018. The time change for this meeting to 6:00 p.m. was advertised in the Daily Record on September 28, 2018 and was emailed to the Township’s WebMaster and TapInto Randolph, the Township’s online newspaper on September 26, 2018 and posted to both sites on September 26, 2018.

3. Pledge of Allegiance

Mayor Forstenhausler led the Pledge of Allegiance.

B. OPEN TO THE PUBLIC

Judith Stewart of 114 Everdale Road asked if the meetings were now going to begin at 6:00 p.m. Mayor Forstenhausler responded that they were not; it was just this meeting that was changed.

Seeing no one further from the public, the public portion was closed.

C. MANAGER’S REPORT

Manager Mountain reported the following:

  • Commuter Survey Update: The survey collecting information on the community’s commuter needs is continuing to collect resident input. The Township currently has 580 survey responses. The plan is to close the survey on Monday, October 8th. The Township will put out one more media blitz prior to the close. Transoptions, the Township’s partner on the project will prepare a report analyzing the data at the close of the survey.
  • Meadowbrook Road Water Line Project: A public information meeting on the Meadowbrook Water Line Project has been scheduled for Tuesday, October 9th at 6 p.m. at Town Hall. All residents impacted by the project have received a notice about the meeting and have been invited to attend. Township Engineer Paul Ferriero and Water & Sewer Director Ralph Carchia will be attending the meeting to review plans for the project and will address any questions residents have about the project. The project is scheduled to get underway later this fall.
  • Parks Awards: The Township has received notification from the Morris Park Alliance that all three of our nominations were selected by the Alliance for award. Arts in the Park (program award for population over 18,000); Randolph Park Beach (the Park & Recreation Facility award for population over 18,000); and the Randolph Trails Master Plan (the Planning Initiative award). The awards will be officially presented at an awards dinner on October 11th at 7 p.m. We are arranging for tables to be reserved for those wishing to attend.

D. COMBINED ACTION RESOLUTIONS

Item #8, Awarding a contract for valve maintenance—Deputy Mayor Loveys asked is the money was coming from the Township’s Capital Outlay Program. Manager Mountain stated that it would be coming from the Capital Outlay Program.

Item #11, Meadowbrook Road Water Main/Road Improvement—Deputy Mayor Loveys asked if the resolution had to do with the road improvements for Meadowbrook Road. Manager Mountain confirmed that the contract was for road improvements which included paving and curbing.

Item #10, Cancellation of certain grants—Councilman Tkacs asked if the Township just did not use the money or if it goes into a different account. Manager Mountain explained that for the larger grants the Township fronts the expense with the Capital Account and when the project is completed the Township is refunded the money by the entity that provided the grant. Once the Township receives the refund the balances are canceled. In the cases of the smaller grants the cancellations are for the monies we did not spend that year and they are returned to the trust or regular funds.

1. Refund a Portion of Escrow Funds for Work Completed at 961 Route 10 East, Block 44, Lot 3.09 to RTSP—$710

WHEREAS, the Planning and Zoning Department received escrow funds from RTSP, LLC, 961 Route 10 East, Block 44 Lot 3.09, and in the amount of $1,000.00; and

WHEREAS, the project has been completed and closed out and there are no outstanding payments due.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Darren Carney, Planning and Zoning Administrator the remaining escrow funds in the amount of $710.00 be refunded to RTSP, LLC, 961 Route 10 East, Unit 2F, Randolph, NJ 07869.

2. Refund Escrow Funds for 1 Merchant Lane, Block 49, Lots 28 and 29.15 to Robert Phelan and Sheryl Mcfee—$2,000

WHEREAS, the Planning and Zoning Department received escrow funds from Robert Phelan and Sheryl Mcfee, 1 Merchant Lane, Block 49 Lot 28 & 29.15 in the amount of $2,000.00; and

WHEREAS, the project has been completed and closed out and there are no outstanding payments due.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Darren Carney, Planning and Zoning Administrator the remaining escrow funds in the amount of $2,000.00 be refunded to Robert Phelan and Sheryl Mcfee, 88 E. Main St. No 505, Mendham, NJ 07945.

3. Release of Cash Road Opening bnd fo hrte Purpose of Creating a Driveway within the Township Right-of-Way at 138 Quaker Church Road, Block 131, Lot 46—Ilir Zhaku—$500

WHEREAS, the Engineering Department has received a request from Ilir Zhaku for the release of a $500.00 cash road opening bond posted for the purpose of creating a driveway at 138 Quaker Church Road, Randolph, NJ 07869 (BL 131/L 46); and

WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on January 20, 2017; and

WHEREAS, the Applicant was required to post this cash bond to guarantee the creating of a driveway at 138 Quaker Church Road, Randolph, NJ 07869 within the Township Right of Way; and

WHEREAS, the Engineering Department has inspected the road opening work and found it to be acceptable.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Ilir Zhaku at 138 Quaker Church Road, Randolph, NJ 07869.

4. Release of Driveway Bond for the Purpose of Installing a Driveway at 138 Quaker Church Road, Block 131, Lot 46—Ilir Zhaku—$3,000

WHEREAS, the Engineering Department has received a request from Ilir Zhaku for the release of a $3,000.00 Driveway Bond for the purpose of installing a driveway at 138 Quaker Church Road, Randolph, NJ 07869 (BL 131/L 46); and

WHEREAS, the Driveway Bond consisted of a $3,000.00 cash bond, which was received and deposited with the Finance Department on December 13, 2017; and

WHEREAS, the Applicant was required to post this Driveway Bond to guarantee the installation of a driveway at 138 Quaker Church Road, Randolph, NJ 07869; and

WHEREAS, the Engineering Department has inspected the driveway and found it to be acceptable.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Driveway Bond in the amount of $3,000.00 be refunded to Ilir Zhaku at 138 Quaker Church Road, Randolph, NJ 07869.

5. Release Cash Road Opening Bond for the Purpose of Doing an Emergency Replacement of the Sewer Service at 51 Barbara Drive, Block 103, Lot 28.22 to Gold Medal Plumbing—$500

WHEREAS, the Engineering Department has received a request from Gold Medal Plumbing for the release of a $500.00 cash road opening bond posted for the purpose of doing an emergency replacement of the sewer service at 51 Barbara Drive, Randolph, NJ 07869 (BL 103/L 28.22); and

WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on May 23, 2018; and

WHEREAS, the Applicant was required to post this cash bond to guarantee the emergency replacement of the sewer service at 51 Barbara Drive, Randolph, NJ 07869, within the Township Right of Way; and

WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Gold Medal Plumbing at 11 Cotters Lane, East Brunswick, NJ 08816.

6. Authorizing Finding a Vendor in Default and Re-Award of Various Items in MCCPC

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #25 (Janitorial Supplies); and

WHEREAS, bids had been advertised and received on April 19, 2018, in accordance with Local Public Contracts Law; and

WHEREAS, the Randolph Township Council awarded Items #9, #10, #11 and #12 in Category C (Paper and Related Items) to American Pride Paper and Plastic in Tampa, Florida, on June 12, 2018; and

WHEREAS, on September 18, 2018, the MCCPC received correspondence from a member who had tried to order one of the above items and was told that the individual from American Pride Paper and Plastic who submitted the bid was no longer employed and that the vendor would not honor the contract as awarded; and

WHEREAS, the MCCPC contacted American Pride Paper and Plastic to confirm the above information and subsequently received written notification from them that they would not be participating in, and were in fact terminating the contract, and therefore American Pride Paper and Plastic must be found in default and the award of the items mentioned above be rescinded; and

WHEREAS, the MCCPC contacted the second low bidder for each of the items that were awarded to American Pride Paper and Plastic to inquire whether they would agree to honor the pricing they submitted with their bid for the remainder of the contract period (July 1, 2018 - June 30, 2019); and

WHEREAS, Allen Paper, the second lowest responsive and responsible bidder for Item #9, indicated they could not hold their pricing for Item #9 due to an increase in manufacturer cost; and

WHEREAS, Office Concepts Group in Midland Park, New Jersey, the third lowest responsive and responsible bidder for Item #9 in Category C, agreed to honor their price of $66.50 per carton for the remainder of the contract term; and

WHEREAS, Central Poly Bag Corporation in Linden, New Jersey, the second lowest responsive and responsible bidder for Item #10 in Category C, agreed to honor their price of $11.30 per case for the remainder of the contract term; and

WHEREAS, Central Poly Bag Corporation was the second lowest responsive and responsible bidder for Items #11 and #12 however they could not hold the prices bid due to an increase in manufacturer cost; and

WHEREAS, W.B. Mason in Secaucus, New Jersey, the third lowest responsive and responsible bidder for Items #11 and #12, agreed to hold their pricing at $12.12 per case and $12.09 per case respectively for the remainder of the contract term.

NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township Council on behalf of the MCCPC hereby finds American Pride Paper and Plastic in default of Contract #25 as awarded and authorizes the rescission of Items #9, #10, #11 and #12 in Category C.

BE IT FURTHER RESOLVED that the Township Council hereby authorizes the award of Item #9 to Office Concepts Group, Item #10 to Central Poly Bag Corporation, and Items #11 and #12 to W.B. Mason for the remainder of the contract term (July 1, 2018 - June 30, 2019).

7. Authorizing Award of Category III n MCCPC Contract #3—Rock Salt and Liquid Calcium Chloride to Peckham Material Corporation—$1.004 per Gallon

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #3 (Rock Salt & Liquid Calcium Chloride); and

WHEREAS, bids had been advertised and received on August 16, 2018, in accordance with Local Public Contracts Law; and

WHEREAS, Contract #3 is awarded by county (Essex, Hunterdon, Morris, Passaic, Somerset, Sussex, Union and Warren); and

WHEREAS, Categories I, II, VI and VII were awarded by the Township Council on behalf of the MCCPC at a meeting on September 26, 2018; and

WHEREAS, there were no bids for Categories IV and V; and

WHEREAS, Peckham Materials Corporation in Athens, New York, was the sole bidder for Category III (Calcium Chloride, Liquid Solution with Corrosion Inhibitor—Delivered), however the category could not be awarded at that time due to the vendor needing to resolve an issue with the State of New Jersey regarding their Business Registration Certificate; and

WHEREAS, the issue has been resolved satisfactorily and the Business Registration Certificate for Peckham Materials Corporation is valid as required in the bid specifications; and

WHEREAS, Peckham Materials Corporation is the lowest responsive and responsible bidder for Category III in Contract #3 at a price of $1.004 per gallon for all counties for a one-year term.

NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township on behalf of the MCCPC hereby authorizes the award of Category III in Contract #3 to Peckham Materials Corporation for the price stated above for the term October 15, 2018 - October 14, 2019.

8. Awarding a Contract for the Purchase and Delivery of One New, Unused 2018 or Newer E. H. Wachs Model LX or Equivalent Value Maintenance—$62,023.85

WHEREAS, the Township of Randolph advertised for the Purchase & Delivery of One (1) New, Unused 2018 or Newer E.H. Wachs Model LX or equivalent Valve Maintenance Machine in accordance with Local Public Contracts Law and received bids on September 7, 2018; and

WHEREAS, 1 bid was received; and

WHEREAS, the sole bid received is listed below for the bid price shown:

E.H. Wachs a Division of Illinois Tool Works, Lincolnshire, IL—$62,023.85 for a Standard LX Valve Maintenance Trailer; and

WHEREAS, the Engineering Administrator/W&S and the Purchasing Agent recommend the award of the contract to E.H. Wachs a Division of Illinois Tool Works as the lowest responsive, responsible bidder; and

WHEREAS, the Township of Randolph desires to award a contract for the Purchase & Delivery of One (1) New, Unused 2018 or Newer E.H. Wachs Model LX or equivalent Valve Maintenance Machine to E.H. Wachs a Division of Illinois Tool Works of Lincolnshire, IL in the amount of $62,023.85; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project from 05-201-47-901-333.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to E.H. Wachs a Division of Illinois Tool Works of Lincolnshire, IL for the Purchase & Delivery of One (1) New, Unused 2018 or Newer E.H. Wachs Model LX or equivalent Valve Maintenance Machine project for the price of $62,023.85 per their bid proposal.

CERTIFICATION OF AVAILABILITY OF FUNDS

As required by N.J.S.A. 40A:4-57, N.J.A.C. 5:30-14.5, and any other applicable requirement, I, Darren Maloney, Director of Finance for the Township of Randolph, have ascertained that funds will be available in the 2018 Water/Sewer Budget, O&E to award a contract to EH Watchs to supply one valve maintenance machine, per its response to a township bid solicitation.

11. Awarding a Contract for the Meadowbrook Water Main Replacement/Road Improvement—Section 1 Project to M.S.P. Construction Corporation for $2,025,454.50 for the Base Bid and Alternate Bid

Construction Corporation of Newark, NJ for the Meadowbrook Road Watermain Replacement/Road Improvement—Section 1 Project for the price of $2,025,454.50 for the Base Bid and the Alternate Bid (Base: $1,445,437.00 and Alternate: $580,017.50) per their bid proposal.

WHEREAS, 3 bids were received; and

WHEREAS, bids were received from the following in the order listed and for the bid prices shown:

Nature’s Choice Corporation, Middlesex, NJ—Price per cubic yard: $9.22;
S. Rotondi & Sons, Inc., Summit, NJ—Price per cubic yard: $8.24;

WHEREAS, the Public Works Director and the Purchasing Agent recommend the award of the contract to S. Rotondi & Sons, Inc. as the lowest responsive, responsible bidder; and

WHEREAS, the Township of Randolph desires to award a contract for 2018 Leaf Loading, Hauling, and Proper Recycling to S. Rotondi & Sons, Inc. of Summit, NJ for the not to exceed amount of $120,000.00 ($8.24 per cubic yard) for the period of November 1, 2018 through February 28, 2019 with the option to renew for 6 months; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project from 01-201-26-300-302 ($119,000) and 02-213-41-760-300 ($1,000).

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to S. Rotondi & Sons, Inc. of Summit, NJ for 2018 Leaf Loading, Hauling, and Proper Recycling for the not to exceed amount of $120,000.00 ($8.24 per cubic yard) for the period of November 1, 2018 through February 28, 2019 with the option to renew for 6 months per their bid proposal.

23. Authorizing a Contracts with Additional Approved Vendors Under the MCCPC

WHEREAS, the Township of Randolph pursuant to N.J.S.A. 40A:11-11(5) and N.J.A.C. 5:34-7.1 et seq. may, by resolution and without advertising for bids, purchase any goods or services under a Cooperative Pricing System of which the Township is a member; and

WHEREAS, the Township of Randolph on March 1, 2018 via R 76-18 authorized contracts with certain approved MCCPC Contract Vendors and again on May 17, 2018 via R 119-18, on July 26, 2018 via R 208-18 and on September 16, 2018 via R 242-18 authorized additional approved Vendors; and

WHEREAS, it’s been determined that contracts in excess of $17,500 will be entered into with an additional MCCPC Contract Vendor; and

WHEREAS, the additional MCCPC Contract Vendor has been added to the attached list; and

WHEREAS, the Township of Randolph anticipates entering into contracts in excess of $17,500 with the attached referenced Contract Vendors through this resolution and properly executed purchase orders/contracts as needed, which shall be subject to all the conditions applicable to the current co-op contracts.

NOW, THEREFORE, BE IT RESOLVED that the Township of Randolph authorizes the Purchasing Agent to purchase certain goods and services from the additional approved MCCPC Contract Vendors on the attached list, pursuant to all conditions of the individual co-op contracts; and

BE IT FURTHER RESOLVED that the governing body of the Township of Randolph pursuant to N.J.A.C. 5:30-5.5(b) regarding the certification of available funds, shall either certify the full maximum amount against the budget at the time the contract is awarded, or no contract amount shall be chargeable or certified until such time as the goods or services are ordered or otherwise called for prior to placing the order, and a certification of availability of funds is made by the Chief Financial Officer via an authorized Purchase Order; and

BE IT FURTHER RESOLVED that the duration of the contracts between the Township of Randolph and the referenced MCCPC Contract Vendors shall be until December 31, 2018 or upon expiration of the vendor’s contract whichever is first.

24. Authorizing the Brookside Road Sanitary Sewer Project Change Order No. 1 to Revise the Existing $118,307.00 Contract with Reivax Contracting Corp in Order to Add an Additional $2,500.00 for the Purpose of a Water Main Repair Bringing the New Contract Total to $120, 807.00

WHEREAS, the contract amount with Reivax Contracting for the construction of the Brookside Road Sanitary Sewer project is $118,307.00; and

WHEREAS, Reivax Contracting damaged an existing water main during the excavation for the installation of the new sanitary sewer line; and

WHEREAS, since the water main was not identified on the Township’s as-built drawings and located by a mark-out the contractor incurred additional labor and material cost to repair the damage to the water main; and

WHEREAS, the additional repair work was reviewed and approved by the Engineering Department and was deemed emergent and necessary; and

WHEREAS, this repair resulted in a change order in the amount of $2,500.00; and

WHEREAS, the original contract is amended as follows:

Original Contract $118,307.00
Change Order No. 1 (Water Main Repair) $2,500.00
Revised Contract amount $120,807.00

WHEREAS, the Engineering/Water & Sewer Administrator recommends that the contract amount be revised to reflect the change order that was performed as part of this contract.

NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that Change Order No. 1 for Reivax Contracting Corp. be approved and the contract price revised from the original contract amount of $118,307.00 to a revised contract total of $120,807.00.

25. Authorizing the Brookside Road Sanitary Sewer Project Change Order No. 2 on the $120,807.00 Contract with Reivax Contracting Corp to Decrease the Contract by the Amount of $25,150.00 due to Several Changes Bringing the New Contract Total to $95,657.00

WHEREAS, the revised contract with Reivax Contracting Corporation for the Brookside Road Sanitary Sewer project was $120,807 due to Change Order No. 1; and

WHEREAS, Reivax Contracting Corporation had a decrease in contract items No. 4 Sanitary Sewer Main, and the elimination of Line Item No. 7, Rock Excavation, Item No. 8 Relocate Water Service, Item No. 9 Relocate Gas Service and Item No. 10 Concrete Cradle; and

WHEREAS, the total amount of contract reductions for this contract equal $25,150.00; and

WHEREAS, the revised final contract amount which includes the contract reductions for this project is $95,657.00.

NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that Change Order No. 2 be approved and the contract amended to revise the final contract amount to $95,657.00.

26. Authorizing the Execution of an Agreement for Installation of Electric Distribution Facilities with Jersey Central Power and Light (JCP&L) in Connection with Construction of the Facilities with Jersey Central Power and Light (JCP&L) in Connection with Construction of the Butterworth III Sanitary Sewer Pump Station Project—$86,481.64 (which is eligible for refund)

WHEREAS, in connection with the construction of the Butterworth III Sanitary Sewer Pump Station Project and in order to provide electrical service to a new sewer pump station, the Township of Randolph (“Township”) requires the extension of three phase electrical service from Sussex Turnpike, down Harvey Terrace to Old Shunpike Road and then down Old Shunpike Road to Carellen Place, and then down Carellen Place approximately 400 feet to a new 3ph overhead 75KVA transformer bank; and

WHEREAS, in order for Jersey Central Power and Light (“JCP&L”) to extend the three phase electrical service as needed, the Township must enter into an Agreement for Installation of Electric Distribution Facilities with JCP&L; and

WHEREAS, the Township desires to authorize the execution of a certain Agreement for Installation of Electric Distribution Facilities between the Township and JCP&L dated September 11, 2018.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey as follows:

  1. The Township hereby authorizes the execution of a certain Agreement for Installation of Electric Distribution Facilities by and between Jersey Central Power and Light Company and the Township of Randolph dated September 11, 2018.
  2. The Mayor and Township Attorney are hereby authorized to review and approve any minor, non-substantive changes in the Agreement for Installation of Electric Distribution Facilities that may result from further review prior to final execution thereof.
  3. The Mayor and Township Clerk, together with all other officers, professionals and employees of the Township are hereby authorized and directed to take any and all steps necessary to effectuate the purposes of this Resolution.
  4. This Resolution shall take effect immediately.

Manager Mountain explained that the ordinance is to incorporate amendments to the Municipal Land Use Law regarding performance, maintenance and safety and stabilization guarantees pursuant to New Jersey P.L. 2017, Chapter 312.

BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE AMENDING AND SUPPLEMENTING SECTIONS 15-2.2, AND 15-92 OF THE CODE OF THE TOWNSHIP OF RANDOLPH REGARDING PERFORMANCE, MAINTENANCE AND STABILIZATION GUARANTEES” be introduced, read by title by the Township Clerk and passed on first reading.

Manager Mountain explained that the purpose of the ordinance is to vacate the Township of Randolph’s interest in the 50 foot right of way that exists between Block 92, Lot 84 (also known as Block 119, Lot 77 on the Official Tax Map of the Township of Randolph) and Block 92, Lot 83 (also known as Block 119, Lot 75 on the Official Tax Map of the Township of Randolph) as depicted on Filed Map 2077, which was filed with the Morris County Clerk’s Office on September 26, 1960, which is not needed or required for public purposes.

H. OPEN TO THE PUBLIC

Seeing no one from the public, the public portion was closed.

I. COUNCIL COMMENTS

Councilman Guadagno attended the Wildlife Management Advisory Committee meeting. The county has not yet provided last season’s deer hunt numbers.

Councilman Guadagno also attended the Trails Committee meeting. Projects are moving along. There was discussion on the ticks this season. Manager Mountain explained that signage was posted at the trail heads about ticks; he will also have information in the newsletter and on social media. The committee is also looking into the program that will locate problems and send it to the township. The Manager replied that they are looking into it with Darren Carney. Councilwoman Veech asked if the scouts have been given projects related to the trails. There was a short discussion on the boy scouts working on the trails.

Councilman Guadagno reported that he received a call from the RVRSA regarding the Jackson Brook Interceptor (JBI) and that they data they are collecting in regards to the is not totally complete yet.

Councilman Tkacs reported that the Wildlife Committee looked at an additional 3 to 4 areas that people have identified as good hunting areas. The Recreation Director, Russ Newman, will look into those areas. The Committee is also working on a possible incentive program for the top hunters such as feed corn, t-shirts, etc.

Councilwoman Veech reported that the Community Garden Committee met and the participation agreement was reviewed that they hope to finalize at their next meeting. There was a successful sign-up sheet for the Community Garden. There were 40+ people that were interested in becoming very active. The Committee is also looking at their handbook and guide and will have that ready soon.

Mayor Forstenhausler reported that the Randolph Country Fair was on Saturday and well attended event. I attended with Manager Mountain and the Economic Development Company gave out three awards to local business.

Mayor Forstenhausler reported that he attended a meeting of Senator Anthony Bucco along with Senate President Sweeney which tried to keep local mayors informed of the economic situation in New Jersey and while it is rather bleak and the budget deficits look pretty significant it does appear that both parties are trying to work together in Trenton to put a plan together.

Mayor Forstenhausler also reported that the fall’s Clean Community Day was Saturday and several of the Council members attended and the residents were out in force helping keep our community clean.
