A. OPENING OF REGULAR MEETING
1. Call to Order
A regular meeting of the Randolph Township Council was called to order at 7:00 p.m. by Deputy Mayor Carey. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on December 4, 2015 by e-mailing them the annual resolution adopted by the Council on December 3, 2015. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph, and the Daily Record on December 10, 2015.

3. Pledge of Allegiance
Deputy Mayor Carey led the Pledge of Allegiance.
B. OPEN TO THE PUBLIC
John Conway of 37 West Hanover Avenue, expressed his concern about the curve at the intersection of Calais Road and Sussex Turnpike, he felt it is very dangerous, especially with the winter weather coming. Mr. Conway also commented on the elderly gentleman who works at the Recycling Center and the Tax Collector, Lisa Combes; he felt that both employees were an asset to the township.
Manager Mountain explained that he has talked to the County Engineer about the intersection at Calais Road and Sussex Turnpike. The explanation provided was that when it was in the design stage going through the DOT, because it is a State and County funded project, due to the traffic volume, the State mandated the intersection be designed as it was. The County Engineer explained that the design has to remain as is through the project’s completion and inspection at completion because it was a requirement of the State as part of their funding commitment. If the township, after making an evaluation with the County, wants to consider making changes to that intersection, the County Engineer would be open to the discussion. Any changes decided upon, would be funded by the township since the County views it as properly designed. The completion of the project is expected in January, so nothing can be done prior to January.
George Stafford of the New Jersey Highlands Coalition, residing at 16 Kitchell Avenue in Wharton, explained that his organization and others in the State are asking governing bodies to consider a resolution about the State Water Master Plan. The plan is supposed to be reviewed and updated every five years; however, the last update was in 1996. Mr. Stafford explained that since 1996 there are 1,000,000 more people, and there has been more rain; the average rainfall for the twenty years prior to 1996 was just over 45 inches per year, and since 1996 the average has been just under 50 inches per year. The State Water Master Plan update was completed in 2012, but has not been released. Mr. Stafford provided Manager Mountain and the Township Clerk with a copy of the proposed resolution so that the Council could consider it at a future meeting.
Judith Stewart of 114 Everdale Road thanked the Manager and Council for supporting the Senior Picnic. She commended the staff for the positive changes to the event.
Seeing no one further from the public, the public portion was closed.
C. MANAGER’S REPORT
Manager Mountain reported the following:
- Zoning Officer Search—the part-time market is very limited; a few individuals were interviewed, but did not match the qualifications. They have started to look at alternative approaches. He has spoken to Rockaway Township Manager Greg Poff, who is also looking for a part-time Zoning Officer and having the same response. They are interested in considering a joint service, where under one agreement, they could have a full time person split between the two towns. There will be more discussion between the two towns, and Manager Mountain will update the Council with any further developments. Darren Carney has been managing the department in the interim, and Paul Ferriero has offered to have his Zoning Officer help if needed. Having the position open has not affected services.
- Economic Development Committee—he has hired a college intern to work in his office to work with the EDC, as well as on general communications, working with Janet Pollio whose job was broadened to expand the traditional township communications into the social media area. The intern, Beth Peter, is a second year student at CCM, she is the Editor in Chief of the school newspaper, and the social media associated with the newspaper. She was highly recommended to him from a resident of Randolph who is an adjunct professor in the Communications Department at CCM. Beth will be working one day per week for the duration of the school year, and possibly through the summer.
- Career Day—the township has participated in this program with the schools and the Economic Development Committee. This year’s event will be on October 19th from 8:30-10:30 a.m. at Randolph High School. This year the school is taking more of a lead role and coordinating the program; the EDC is providing the master list of businesses and business individuals willing to participate. He asked that Council members let him know if they want to participate or attend Career Day.
- Mentoring/Intern Program—the school is looking to launch a mentoring/intern pilot program in the spring with local businesses. Students in their last semester of their senior year would work at the business instead of going to school on a particular day. If successful, they will expand it to a larger student population in the future; it will be supported by their Option 2 program and their Career Counselors/Guidance Counselors.
- County Open Space Grant—the township has an application before the County for consideration this year. The next step in the process is a tour of the property on September 24 at 8:45 am; it is an easement acquisition, along with a small fee simple piece relating to the Mt. Freedom Golf Range. The golf range would remain in private ownership, but the township would preserve some open space associated with that property. The tour coincides with Clean Communities Day; therefore, he will work with the Council to ensure that both events are covered. After the tour of the property, the next step will be a presentation in late October to the committee that oversees the program. He expects to hear the outcome of the grant application by mid-November.
Councilwoman Veech asked Manager Mountain if there was any more information or ideas provided by the Morris County Economic Development Corporation after the Director spoke at the Randolph EDC meeting last year. The Manager will speak with the Chairperson of the EDC, John Ragan, and follow up with the County.
D. COMBINED ACTION RESOLUTIONS
Councilman Forstenhausler asked for clarification on the multiple refunds for the Ice Hockey program. Manager Mountain explained that he believed the program was canceled due to lack of participation.
Item #17, Refurbishing of Vehicles—Councilman Loveys stated that slightly less than the $41,700 was budgeted, and that originally it was for two vehicles. Manager Mountain explained that it was budgeted for $40,000 and for three vehicles; however, he will double check on whether it was two or three vehicles, and he believes the remainder of the cost is coming from another account.
Councilwoman Veech made a motion to accept the Combined Action Resolutions. Councilman Forstenhausler seconded the motion, and the following roll call vote was taken:

6. Authorizing Award of MCCPC Contract #4 for Snow Grits to Eastern Concrete Materials in Saddle Brook

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #4 (Snow Grits); and
WHEREAS, bids had been advertised and received on August 25, 2016, in accordance with Local Public Contracts Law; and
WHEREAS, two (2) bids were received; and
WHEREAS, Eastern Concrete Materials in Saddle Brook, New Jersey, is the lowest responsive and responsible bidder as reflected in the attached Notification of Award for a one-year term.
NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township on behalf of the MCCPC hereby authorizes the award of Contract #4 (Snow Grits) as noted above for the term October 15, 2016 - October 14, 2017.
7. Authorizing Award to and Rejection of MCCPC Contract #3 for Rock Salt and Liquid Calcium Chloride

WHEREAS, the Township of Randolph (“Randolph”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #3 (Rock Salt & Liquid Calcium Chloride); and
WHEREAS, bids had been advertised and received on August 25, 2016, in accordance with Local Public Contracts Law; and
WHEREAS, seven (7) bids were received for Contract #3 (Rock Salt & Liquid Calcium Chloride); and
WHEREAS, Contract #3 (Rock Salt & Liquid Calcium Chloride) is awarded on a “per district” basis; and
WHEREAS, the bid proposal submitted by Setcon Industries in Riverdale, New Jersey, was non-responsive in that it did not include the mandatory Bid Bond and Consent of Surety, which are non-waivable, non-curable defects and the bid must be rejected; and
WHEREAS, following are the lowest responsive and responsible bidders for the items and pricing shown on the attached Notification of Award for a one-year term:

NOW, THEREFORE, BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that the Township on behalf of the MCCPC hereby authorizes the rejection of the bid from Setcon Industries for Contract #3 (Rock Salt & Liquid Calcium Chloride) as stated above.
BE IT FURTHER RESOLVED that the Township Council hereby authorizes the award of Contract #3 (Rock Salt & Liquid Calcium Chloride) as noted above for the term of October 15, 2016 - October 14, 2017.
8. Authorizing the Township Manager to Endorse the Treatment Works Approval (TWA) Application to NJDEP for the Construction of a Sanitary Sewer Main Extension on Bassett Lane in Mine Hill

WHEREAS, the Township of Mine Hill, (the “Applicant”) has requested endorsement of a Treatment Works Approval (TWA) for the construction of a sanitary sewer main extension on Bassett Lane in Mine Hill; and
WHEREAS, the permit is to convey the effluent from seven properties with a total design flow of 2,100 gallons per day through the Mine Hill system into the Jackson Brook Interceptor to the Rockaway Valley Regional Sewerage Authority (RVRSA) treatment facility.
WHEREAS, the applicant has requested that the Township endorse said application to the New Jersey Department of Environmental Protection (NJDEP); and
WHEREAS, the application must be submitted to the New Jersey Department of Environmental Protection to obtain a TWA approval for the construction of the gravity sewer main and pump station for this project; and
WHEREAS in order for the New Jersey Department of Environmental Protection to consider the application, the same must be endorsed by the Township among others; and
WHEREAS the Township desires to authorize the execution of the endorsement of the said application,
NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Randolph, County of Morris, State of New Jersey;
- The Township Manager is herby authorized and directed to execute the appropriate endorsements for the Treatment Works Approval, together with other appropriate officers and employees of the Township of Randolph, and hereby authorized to take all actions necessary to effectuate the purpose.
- This resolution shall take effect immediately.
9. Refund Partial Registration Fee of $950.00 Due to Child Switching Status from Mite Recreation Player to Travel Player—Amanda Kielbania Refunded the Difference of $275.00

10. Refund Partial Registration Fee of $650.00 for 2016-17 Ice Hockey Program Due to Child’s Schedule Conflict to Lynda Mirra—$625.00

11. Release of a Road Opening Cash Bond for the Purpose of Replacing the Apron of Driveway at 6 Farmstead Ct. East, Block 50, Lot 10.07 to Debi Williams—$500.00

WHEREAS, the Engineering Department has received a request from Debi Williams for the release of a $500.00 cash road opening bond posted for the purpose of replacing the apron of driveway at 6 Farmstead Ct. E., Randolph NJ 07869, BL 50/L 10.07; and
WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on July 21, 2016; and
WHEREAS, the Applicant was required to post this cash bond to guarantee the replacing of apron at the end of the driveway at 6 Farmstead Ct E., within the Township Right of Way; and
WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Debi Williams at 6 Farmstead Ct. 12. Approving Updates to Certain Sections of the Personnel Manual/Employee Handbook

WHEREAS, the Township of Randolph wishes to update the sections of the Personnel Manual/Employee Handbook which deal with the Anti-Discrimination Policy, Americans with Disabilities Act Policy/New Jersey Pregnant Worker’s Fairness Act, Communication Media Policy, Employee Dating Policy, Employment Procedure and CEPA Notification.
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Township Council of the Township of Randolph, County of Morris, State of New Jersey, that the revised policy to the Personnel Policies and Procedures Manual and Employee Handbook, dated September 2016, is accepted and approved.
13. Awarding a Contract for Supplying Waterworks Specialties #3 from September 16, 2016 to March 31, 2017 to HD Supply Waterworks LTD and Kennedy Culvert & Supply Co.

WHEREAS, the Township of Randolph advertised for the Supplying Waterworks Specialties #3 project in accordance with Local Public Contracts Law and received bids on September 7, 2016; and
WHEREAS, 2 were received; and
WHEREAS, bids were received from the following:
HD Supply Waterworks LTD, Edison, NJ;
Kennedy Culvert & Supply Co., Inc., Totowa, NJ; and
WHEREAS, HD Supply Waterworks LTD submitted a bid and was the lowest responsive, responsible bidder for the items highlighted in yellow in its column on the attached spreadsheet (and indicated by ** in the MFG# & BRAND BIDDING COLUMN); and
WHEREAS, Kennedy Culvert & Supply Co., Inc. submitted a bid and was the lowest responsive, responsible bidder for the items highlighted in yellow in its column on the attached spreadsheet (and indicated by ** in the MFG# & BRAND BIDDING COLUMN); and
WHEREAS, for items 42-45 HD Supply Waterworks provided alternative brands for items that are required to be Mueller brand, therefore those items are not awarded to them; and
WHEREAS, Kennedy Culvert & Supply Co., Inc. did not provide pricing for items 42-45 therefore no awards are made for those items; and
WHEREAS, a number of items had no bids by either bidder per the attached spreadsheet and are therefore not being awarded as part of this contract; and
WHEREAS, the Engineering Administrator/W&S and the Purchasing Agent recommend the award of contracts to HD Supply Waterworks LTD, of Edison, NJ and to Kennedy Culvert & Supply Co., Inc., of Totowa, NJ as the lowest responsive, responsible bidders for those highlighted items in their respective columns on the attached spreadsheet.
NOW, THEREFORE BE IT RESOLVED by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that contracts be awarded as stated above to HD Supply Waterworks LTD, of Edison, NJ and to Kennedy Culvert & Supply Co., Inc., of Totowa, NJ per the attached spreadsheet for Supplying Waterworks Specialties #3 for the Township of Randolph for the contract term September 16, 2016 to March 31, 2017.
BE IT FURTHER RESOLVED that the governing body of the Township of Randolph pursuant to N.J.A.C. 5:30-5.5(b) regarding the certification of available funds, shall either certify the full maximum amount against the budget at the time the contract is awarded, or no contract amount shall be chargeable or certified until such time as the goods or services are ordered or otherwise called for prior to placing the order, and a certification of availability of funds is made by the Chief Financial Officer via an authorized Purchase Order.
14. Awarding a Contract for the Purchase of One New, Unused 2016 or Newer F-550 or Equivalent 3-4 Yard Dump Truck to Route 23 Automall, LLC—$48,627.10

WHEREAS, the Township of Randolph advertised for the Purchase of One (1) New, Unused 2016 or Newer F-550 or Equivalent 3-4 Yard Dump Truck in accordance with Local Public Contracts Law and received bids on September 9, 2016; and
WHEREAS, 1 bid was received; and
WHEREAS, the sole bid was received from the following and for the bid price listed:
Route 23 Automall LLC, Butler, NJ—Base Bid: $48,627.10; and
WHEREAS, the Public Works Director and the Purchasing Agent recommend the award of the contract to Route 23 Automall LLC as the lowest responsive, responsible bidder; and
WHEREAS, the Township of Randolph desires to award a contract for the Purchase of One (1) New, Unused 2016 or Newer F-550 or Equivalent 3-4 Yard Dump Truck to Route 23 Automall LLC of Butler, NJ in the amount of $48,627.10; and
WHEREAS, the Finance Officer has certified to the availability of funds for this project.
NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to Route 23 Automall LLC of Butler, NJ for the Purchase of One (1) New, Unused 2016 or Newer F-550 or Equivalent 3-4 Yard Dump Truck for the price of $48,627.10 per their bid proposal.

As required by N.J.S.A. 40A:4-57, N.J.A.C. 5:30-14.5, and any other applicable requirement, I, Darren Maloney, Director of Finance for the Township of Randolph, have ascertained that funds will be available in the General Capital Fund, Ordinance 06-15, Purchase Park Dump Truck, to award a contract to Route 23 Automall for a 2016 Dump Truck, per its response to a Township solicitation for bids.

WHEREAS, the requirements have been met and completed.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Darren Carney, Planning and Zoning Administrator that the tree bond in the amount of $2,400.00 be refunded to Andy and Stacy Gellert, 18 Skyline Drive, Randolph, NJ 07869.
16. Release of a Road Opening Cash Bond for the Purpose of Repairing the Sidewalk at 3 Laurel Hill Drive to Matthew Muller—$500.00

WHEREAS, the Engineering Department has received a request from Matthew Muller for the release of a $500.00 cash road opening bond posted for the purpose of repairing the sidewalk at 3 Laurel Hill Drive, Randolph NJ 07869; and
WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on June 20, 2016; and
WHEREAS, the Applicant was required to post this cash bond to guarantee the sidewalk repair at 3 Laurel Hill Drive, Randolph NJ 07869, within the Township Right of Way; and
WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Matthew Muller.

WHEREAS, the Public Works Director and the Purchasing Agent recommend the award of the contract to Eastern Surplus & Equipment Co. as the lowest responsive, responsible bidder; and
WHEREAS, the Township of Randolph desires to award a contract for the Refurbishing of up to 3 Municipal Vehicles to Eastern Surplus & Equipment Co. of Philadelphia, PA in the amount of $41,700; and
WHEREAS, the Finance Officer has certified to the availability of funds for this project.
NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to Eastern Surplus & Equipment Co. of Philadelphia, PA for the Refurbishing of up to 3 Municipal Vehicles project for the price of $41,700 per their bid proposal.

18. Affirming the Township of Randolph’s Civil Rights Policy with Respect to All Officials, Appointees, Employees, Prospective Employees, Volunteers, Independent Contractors and Members of the Public that Come into Contact with Municipal Employees, Officials and Volunteers

WHEREAS, it is the policy of the Township of Randolph to treat the public, employees, prospective employees, appointees, volunteers and contractors in a manner consistent with all applicable civil rights laws and regulations including, but not limited to the Federal Civil Rights Act of 1964 as subsequently amended, the New Jersey Law against Discrimination, the Americans with Disabilities Act and the Conscientious Employee Protection Act, and
WHEREAS, the governing body of the Township of Randolph has determined that certain procedures need to be established to accomplish this policy.
NOW, THEREFORE BE IT ADOPTED by the Randolph Township Council that:
Section 1: No official, employee, appointee or volunteer of the Township by whatever title known, or any entity that is in any way a part of the Township shall engage, either directly or indirectly in any act including the failure to act that constitutes discrimination, harassment or a violation of any person’s constitutional rights while such official, employee, appointee volunteer, or entity is engaged in or acting on behalf of the Township’s business or using the facilities or property of the Township.
Section 2: The prohibitions and requirements of this resolution shall extend to any person or entity, including but not limited to any volunteer organization or inter-local organization, whether structured as a governmental entity or a private entity, that receives authorization or support in any way from the Township to provide services that otherwise could be performed by the Township.
Section 3: Discrimination, harassment and civil rights shall be defined for purposes of this resolution using the latest definitions contained in the applicable Federal and State laws concerning discrimination, harassment and civil rights.
Section 4: The Township Manager shall establish written procedures for any person to report alleged discrimination, harassment and violations of civil rights prohibited by this resolution. Such procedures shall include alternate ways to report a complaint so that the person making the complaint need not communicate with the alleged violator in the event the alleged violator would be the normal contact for such complaints.
Section 5: No person shall retaliate against any person who reports any alleged discrimination, harassment or violation of civil rights, provided however, that any person who reports alleged violations in bad faith shall be subject to appropriate discipline.
Section 6: The Township Manager shall establish written procedures that require all officials, employees, appointees and volunteers of the Township as well as all other entities subject to this resolution to periodically complete training concerning their duties, responsibilities and rights pursuant to this resolution.
Section 7: The Township Manager shall establish a system to monitor compliance and shall report at least annually to the governing body the results of the monitoring.
Section 8: At least annually, the Township Manager shall cause a summary of this resolution and the procedures established pursuant to this resolution to be communicated within the Township. This communication shall include a statement from the governing body expressing its unequivocal commitment to enforce this resolution. This summary shall also be posted on the Township’s web site.
Section 9: This resolution shall take effect immediately.
Section 10: A copy of this resolution shall be published in the official newspaper of Randolph in order for the public to be made aware of this policy and the Township’s commitment to the implementation and enforcement of this policy.

Manager Mountain explained that this Ordinance funds the projects approved as part of the 2016 Capital Plan for Recreation. It is also in alignment with the Parks and Recreation Master Plan.

Councilman Loveys asked for clarification on the improvement plan for parking across from Freedom Park. Manager Mountain explained that there is an improvement to the crossing, such as an automated sign to better identify the crossing, as well as installing more formal parking in the field area. There has not yet been a design, this is general funding.

Manager Mountain explained that this Ordinance memorializes the plan established in the Council’s approval of this item in the Capital Budget to take existing funds that were not needed and apply them to the purchase of an additional variable message sign for the Police Department.

I. COUNCIL COMMENTS
Councilwoman Veech reported that she attended the Parks Committee meeting. There was a lot of activity in August, including a 60 and over softball tournament with 14 teams and a barbeque at Freedom Park, and a swim-run event. The Parks Department installed security cameras at Freedom Park, Brundage Park, and Heistein Park. Russ Newman provided the committee with the Loss Control Report completed by the Morris County Municipal Joint Insurance Fund (JIF); the report for Randolph parks was stellar.
Councilwoman Veech reported that she, Councilman Forstenhausler, and Councilman Loveys attended the Morris County September 11th Remembrance Service. The service was very moving, with great speakers.
Councilwoman Veech also reported that she and Deputy Mayor Carey attended the Randolph Chamber of Commerce luncheon; Dr. Brian Voynick, of the American Animal Hospital, spoke. She also attended the Randolph Senior Picnic, and reported that the seniors she spoke to were very happy.
Councilman Forstenhausler reported that he, Councilman Loveys, and Councilman Napoliello attended the beefsteak dinner at Fire Company 2; the dinner was well attended and very successful.
Councilman Forstenhausler reported there is a Fire Department versus Police Department charity softball game on October 1st at 7 p.m. at Brundage Park. They are raising money to benefit the pediatric patients at the Goryeb Children’s Hospital.
Councilman Napoliello reported that he attended the Board of Health meeting. Kris Wilsusen attended an opiate forum hosted by Senators Menendez and Booker. They reported that heroin related deaths have increased 160% in New Jersey since 2010; 1,200 deaths were reported last year.
Councilman Napoliello suggested that a Proclamation be given to Bobby from the Randolph Diner since he did a nice job on the diner.
Councilman Loveys reported that he attended the MAC meeting; there was discussion on the heroin and opiate epidemic affecting the entire country, and Randolph is not immune. Claire Keller, from the Wellness Center in Randolph, spoke at the MAC meeting and shared the information from the opiate forum hosted by Senators Menendez and Booker. Claire had some thoughts; however, nothing was decided upon, and more will be discussed at the September MAC meeting. The non-profit group, Partnership for a Drug Free New Jersey, is working on this initiative in conjunction with the Governor’s Council on Alcoholism and Drug Abuse (GCADA), which funds MAC. He reported that October 6 is Knock Out Opiate Abuse Day. The organizers of the initiative, want the MACs and other volunteer groups to distribute literature on people’s doorknobs, as well as visit local doctors and prescribers with the literature. There is a training session on September 27th for volunteers. MAC Chairperson, Liz Ritter, and MAC Coordinator, Kate Olsakowski will be attending the training and obtain the literature. Councilman Loveys reported that there was discussion at the MAC meeting as to how to get the word out to residents and professionals, but more will be discussed at the September MAC meeting.
Councilman Loveys reported that he attended the TAC meeting. The Police Department’s Drive Sober or Get Pulled Over campaign resulted in 61 summonses and 2 warrant arrests. Councilman Loveys reported that months ago there was concern that some stop signs in town were not as visible as others. The bright strips for the stop signs have come in, and the Police Department will install them at their discretion. The Share the Keys program will be held at 7 p.m. at Randolph High School on September 19, March 27, 2017, and May 1, 2017. Councilman Loveys also reported that October will be Traffic Safety Awareness Month, there will be various traffic safety messages on the police signs during October. The TAC is going to distribute posters to CCM, Randolph High School, and various local businesses for posting.
Councilman Loveys also reported that the Police Department has been working very closely with the schools on active shooter drills. He attended one of the programs and thought it was very good; they use the model/acronym, ALICE (Alert Lockdown Inform Counter Evacuate).
Councilman Loveys thought the two Patriot’s Day events were very good. He commended the Randolph VFW for continuing the remembrance ceremony. Randolph Fire Department participated in the County Patriot’s Day ceremony.
Deputy Mayor Carey reported that she attended the Library Board meeting. Mike Roma, a 2011 graduate of Randolph High School, is filming a movie at the library, “Dating My Mother.”
J. EXECUTIVE SESSION
WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975 (N.J.S.A. 10:4-12) permits the exclusion of the public from a meeting under certain circumstances; and
