A. OPENING OF REGULAR MEETING

1. Call to Order

A regular meeting of the Randolph Township Council was called to order at 7:00 p.m. by Mayor Carey. This meeting is held pursuant to the New Jersey Open Public Meetings Act. Adequate notice of the meeting has been provided by posting written notice of the time, date, location and to the extent known, the agenda of the meeting in Randolph Township. This notice was posted on the Bulletin Board within Town Hall, it was filed with the Township Clerk, and it was provided to those persons or entities requesting notification. Notice was also provided to the Randolph Reporter and the Morris County Daily Record on December 2, 2016 by emailing them the annual resolution adopted by the Council on December 1, 2016. The annual resolution, which included this meeting date, was advertised in the Randolph Reporter, the official newspaper of the Township of Randolph on December 8, 2016, and the Daily Record on December 6, 2016.

3. Pledge of Allegiance

Mayor Carey led the Pledge of Allegiance.

B. OPEN TO THE PUBLIC

Judith Stewart of 114 Everdale Road recognized the talented RHS seniors whose artwork was displayed in the hallway, Hannah Coward and Erin Bernard, and encouraged the Council to view it.

Seeing no one further from the public, the public portion was closed.

C. MANAGER’S REPORT

Manager Mountain reported the following:

  • Calais Park Design—the steering committee met again with the project engineer in August to review progress. They are down to the final details of the preliminary design; it is anticipated that the consultant will present the design at the Tuesday, October 10th Council meeting. The public will also be welcome to ask questions and provide input.
  • Trail Master Plan—the steering committee met with the consultant to review and finalize the master plan report. The consultant will present the plan at the September 28th Council meeting; the report will be distributed to the Council prior to the meeting, as well as posted on the township’s communication mediums to allow the public to view the plan and comment if desired.
  • EA Porter Project—the soil remediation phase was concluded in August. Testing was completed by EcolSciences, and the remedial work was deemed successful. The team met with Habitat for Humanity to review the progress and to discuss the next phase which will be the capping of the site and associated site plan work. The design plans and specifications are expected to be completed by the end of the year, a bid awarded in the winter, and begin the work in early spring. That phase of the project should take 12-18 months, which will get the township to the point where it can be turned over to Habitat. In the future there will need to be an amendment to the Memorandum of Understanding, mainly regarding the point at which the project is turned over to Habitat.
  • Road Overlay Program—the work is complete, with the exception of two roads which are part of the reclamation project, and a couple of roads deferred to next year due to utility work. He noted that the contactor did a good job on the corner of Everdale Road and Millbrook Avenue.
  • Water and Sewer Update—the final connector on the gravity sewer line on Brookside Road was completed, and the Knightsbridge Road pump station upgrade was completed. The Schuman Road and Woodland Road water line was completed earlier in the summer.
  • Retaining Wall Project—the Everdale Road project was completed. Paul Ferriero is working on the design for next year’s retaining wall projects; it will be reviewed later this fall with the committee.
  • Morris Parks Alliance Awards—three submissions were made: 2016 Parks and Recreation Master Plan for the Planning Initiative category; the Sports Program Ethics Committee (SPEC) Program for Program category; the Community Center for the Operational Facility category. The awards will be announced by September 20th and presented at an awards banquet on October 12th.
  • Country Fair—September 23rd, Greg Mohr is in charge of planning the event for the Rotary; there were several meetings over the summer. The EDC is again planning to present the business awards at the fair; they will be presented in the 12:40-1:00 p.m. time slot.

Councilman Loveys asked for more details on the road overlay program as far as those being deferred. Manager Mountain replied that they were Colonial Court, Old Coach Road, and Nuko Terrace. Colonial Court and Old Coach Road were deferred due to the gas line work. Nuko Terrace was deferred due to the sewer line work. The funding will be deferred to next year.

Councilman Guadagno felt that a meeting should be scheduled for the infrastructure work group. He received a question from a resident on Old Coach Road about when they would be connected to the sewer line that has already been run; those residents were told when the houses were being built that they would be able to connect to the future sewer line.

Councilwoman Veech asked for an update on the K-Mart plaza. Manager Mountain replied that he has spoken to Mr. Steiger twice recently; he advised that he could not yet make an announcement, but things are still moving forward. They will be moving forward with the updates to the facade, and should be completed by the end of the year.

Mayor Carey asked the status of the Trails Advisory Committee. Manager Mountain explained that the committee should be put as a discussion item on the agenda right after the Trails Master Plan presentation; the ordinance has been adopted, and the Council will need to make the appointments to the committee.

Councilman Guadagno asked if Manager Mountain knew why Nicole’s Ten and the Woroco closed. He responded that he knew they both closed around the same time, but did not know why.

D. APPROVAL OF MEETING MINUTES

1. Approval of Regular Meeting Minutes for June 15, 2017, June 29, 2017, July 6, 2017, and July 27, 2017

Councilman Guadagno made a motion to approve the meeting minutes from June 15, 2017, June 29, 2017, July 6, 2017, and July 27, 2017. Councilwoman Veech seconded the motion, and the following roll call vote was taken:

E. COMBINED ACTION RESOLUTIONS

Item #11, 2016 MAC Grants Cancellation—Mayor Carey asked why the funds were not used. Manager Mountain replied that he did not know, but believed they estimate how much funding they need, and if they don’t use it, it gets cancelled.

Item #17, 2017 Reclamation Project—Councilman Loveys asked for clarification on the project since the budget is lower. Manager Mountain explained that it’s a portion of Glen Road, and the entire length of Irish Spring Road. Councilman Tkacs asked for an explanation of this project. Manager Mountain explained that if the township has a road base that has not been constructed properly, the road needs to be rebuilt instead of just resurfacing. The township does not have the capability to this, and it is not something available through the CO-OP so it must be bid as a separate contract.

Item #21, Increase to a Professional Services Agreement for police—Councilman Loveys asked what the large increase was for. Manager Mountain explained that it is for a singular hearing; there were multiple preparation dates involved.

Item #25, Mack Tandem Truck Tractor—Councilman Loveys asked if this was a new purchase. Manager Mountain explained that it was part of the Capital budget; he believed it was the replacement roll off, but he would confirm.

1. Authorizing a Shared Services Agreement with the Town of Dover for Randolph to Provide Animal Control Services in 2017 for $94.00 Per Hour for 520 to 624 Hours

WHEREAS, the Town of Dover wishes to obtain Animal Control Services from the Township of Randolph.

WHEREAS, both parties agree to abide by the provisions set forth in the Services Agreement dated January 1, 2017.

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Township of Randolph do hereby approve the Contract with the Town of Dover.

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign the contract.

2. Refund Tree Bond for Block 147, Lot 6, 11 Pierson Hill road to Matthew Kougasian—$1,200.00

WHEREAS, the Planning and Zoning Department received a tree bond posted by Matthew Kougasian, 11 Pierson’s Hill Road for Block 147, Lot 6 in the amount of $1,200; and

WHEREAS, the requirements have been met and completed.

3. Refund Portion of Building Permit Fee for HVAC and Water Heater for Cancellation of Work at 12 Springbrook Dr. to Home Energy Matters—$280.80

WHEREAS, the Building Department has received a request from Home Energy Matters for a refund of their building permit fee (#2016-1631) of $377.00, minus the subcode fee of 20% (-$70.20) & minus the State fee (-$26) for a total refund amount of $280.80 for12 Springbrook Drive in Randolph.

WHEREAS, the Building Department received a Building permit fee for a HVAC and Water Heater for $377.00 which was received and deposited with the Finance Department on December 6, 2016.

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, that it is recommended by Rod Schmidt, Construction Official that the Township return the amount of $280.80 to Home Energy Matters, 412 Route 23 North, Pompton Plains, NJ 07444.

4. Release Road Opening Cash Bond for the Purpose of Repaving the Driveway at 93 Hilltop Drive, Block 53, Lot 88 to Alex Serban—$500.00

WHEREAS, the Engineering Department has received a request from Alex Serban for the release of a $500.00 cash road opening bond posted for the purpose of repaving the driveway at 93 Hilltop Drive, Randolph NJ 07869, BL 53 L 88; and

WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on June 14, 2017; and

WHEREAS, the Applicant was required to post this cash bond to guarantee the repaving of the driveway at 93 Hilltop Drive, Randolph NJ 07869, within the Township Right of Way; and

WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Alex Serban at 93 Hilltop Drive, Randolph NJ 07869.

5. Release Road Opening Cash Bond for Connection to Sanitary Sewer Service at 38 Lake Shore Drive South, Block 3, Lot 210 to Virginia Fisher—$500.00

WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on May 3, 2017; and

WHEREAS, the Applicant was required to post this cash bond to guarantee the connection to the township sanitary sewer service at 38 Lake Shore Drive South, Randolph NJ 07869, within the Township Right of Way; and

WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.

NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Raffaele Carchia, Engineering Administrator that the Cash Road Opening Bond in the amount of $500.00 be refunded to Virginia Fisher at 38 Lake Shore Drive, Randolph NJ 07869.

6. Refund Road Opening Cash Bond for Replacing Driveway Apron and Adjacent Sidewalk at 422 Millbrook Avenue, Block 147, Lot 19 to Jeanne Tansey—$500.00

WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.

7. Refund Road Opening Cash Bond for Replacing the Walkway at 13 Nina Place, Block 47.01, Lot 27.07 to Katie Sedereas—$500.00

8. Release Road Opening Cash Bond for Replacing the Driveway at 8 Beaver Dam Road, Block 154, Lot 94 to Juan Gallego—$500.00

WHEREAS, the Road Opening Bond consisted of a $500.00 cash bond, which was received and deposited with the Finance Department on October 17, 2016; and

WHEREAS, the Applicant was required to post this cash bond to guarantee the connection to the township water service at 12 Nuko Terrace, Randolph, NJ 07869, within the Township Right of Way; and

WHEREAS, the Engineering Department has inspected the road opening work, and found it to be acceptable.

12. Authorizing the Cancellation of Certain Accounts Payable of the Township’s General Water and Sewer Funds—$17,424.33

WHEREAS, the contracts creating these accounts payable have been finalized and should be canceled.

13. Refund Partial Registration Fee for Summer Day Camp Program to Yeshey Wangchuk—$255.00

WHEREAS, their child will not be attending Summer Day Camp due a conflict.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey that it is recommended by Russ Newman, Director of Parks, Recreation and Community Services that $255.00 be refunded to Yeshey Wangchuk, 48 Arrowgate Drive, Randolph, NJ 07869.

14. Refund Tax Sale Certificate #2006 for Block 195, Lot 6 for 18 Bennett Ave. to TWR as a Customer for Ebury Fund 2 NJ LLC—$55,268.92

WHEREAS, The above mentioned Tax Sale Certificate has been redeemed through the Tax Collector’s office. The redemption includes principal and interest in the amount of $1,386.89 and the return of the premium in the amount of $6,100.00.

17. Awarding a Contract for the 2017 Reclamation Project to Reclamation LLC—$49,920

WHEREAS, the Township of Randolph advertised for the 2017 Reclamation Project in accordance with Local Public Contracts Law and received bids on August 24, 2017; and

WHEREAS, 1 bid was received; and

WHEREAS, the sole bid was received from the following for the bid price shown:

Reclamation LLC, Athens, NY—Base Bid: $49,920; and

WHEREAS, the Public Works Director and the Purchasing Agent recommend the award of the contract to Reclamation LLC as the lowest responsive, responsible bidder; and

WHEREAS, the Township of Randolph desires to award a contract for the 2017 Reclamation Project to Reclamation LLC of Athens, NY in the amount of $49,920; and

WHEREAS, the Finance Officer has certified to the availability of funds for this project from the General Capital Account (04-215-55-960-300, 04-215-55-969-300, 04-215-976-300 and 04-215-55-982-300).

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that a contract be awarded to Reclamation LLC of Athens, NY for the 2017 Reclamation Project project for the price of $49,920 per their bid proposal.

CERTIFICATION OF AVAILABILITY OF FUNDS

As required by N.J.S.A. 40A:4-57, N.J.A.C. 5:30-14.5, and any other applicable requirement, I, Darren Maloney, Director of Finance for the Township of Randolph, have ascertained that funds will be available in the General Capital Fund, Ordinance 14-14, Road Overlay Program, Ordinance 20-15, Road Overlay Program, Ordinance 14-16, Road Overlay Program and Ordinance 09-17, Road Overlay Program to award a contract to Reclamation LLC for a road reclamation project, per its response to a solicitation of bids by the Township.

18. Authorizing Change Order #1 Release of Retainage and Final Payment to T.R. Weniger, Inc for the Bennett Avenue Site Remediation Project—Final Payment Reflects a Decrease of $1,983.37 from the Original Contract Bringing the Final Total Cost to $87,941.63

WHEREAS, the Township of Randolph advertised for the Bennett Avenue Site Remediation Project in accordance with Local Public Contracts Law and received bids on May 5, 2017; and

WHEREAS, on May 18, 2017 via R 126-17, the Township Council awarded the project to T.R. Weniger, Inc. of Piscataway, NJ for the price of $89,925; and

WHEREAS, certain field modifications (both increases and decreases) were required; and

WHEREAS, the Township Engineer has provided documentation indicating the need for this change order, as outlined in the attached memo dated August 11, 2017, which shall be incorporated into and made part of this resolution; and

WHEREAS, Change Order #1 decreases the amount of the contract by $1,983.37 which is approximately a 2.2% decrease of the original contract award amount; and

WHEREAS, the project is fully completed thus the retainage should be released and the final payment made.

NOW, THEREFORE BE IT RESOLVED, by the Township Council, Township of Randolph, County of Morris, State of New Jersey, that Change Order #1 decreasing the original award amount by $1,983.37 from $89,925 to $87,941.63 is approved, the retainage on the project can be released and the final payment amount is approved and should be made for $87,941.63.

19. Authorizing MCCPC Contract #3 for Rock Salt and Liquid Calcium Chloride to Various Bidders

WHEREAS, the Township of Randolph (“Township”) on behalf of the Morris County Cooperative Pricing Council (“MCCPC”) sought bids for Contract #3 (Rock Salt & Liquid Calcium Chloride); and

WHEREAS, bids had been advertised and received on August 17, 2017, in accordance with Local Public Contracts Law; and

WHEREAS, seven (7) bids were received although one of the bidders indicated they were submitting a “no bid”; and

WHEREAS, Contract #3 (Rock Salt & Liquid Calcium Chloride) is awarded on a “per county” basis; and

WHEREAS, following are the lowest responsive and responsible bidders for the items and pricing shown on the attached Notification of Award for a one-year term:

21. Authorizing a $16,000 Increase to an Award of a Professional Services Agreement to Apruzzese McDermott Mastro & Murphy for Police General Legal, Hearings, and Police Contract Negotiations Services for the 2017 Calendar Year—Bringing Total from $22,000 to $38,000

WHEREAS, the Township of Randolph (“Township”) requires Police General Legal, Hearings and Police Contract Negotiations services for the 2017 calendar year; and

WHEREAS, a professional services agreement was awarded on January 1, 2017 via R 11-17 to Apruzzese McDermott Mastro & Murphy located at PO Box 112, 25 Independence Blvd #112, Liberty Corner, NJ 07938 to provide the necessary Police General Legal, Hearings and Police Contract Negotiations services for a total amount not to exceed $22,000 ($170 per hour); and

WHEREAS, additional legal services in the amount of $16,000 are anticipated to be needed for the remainder of the year; and

WHEREAS, the Finance Director has certified to the availability of funds in the following accounts (01-201-20-155-302, 01-201-20-155-303, 01-201-20-155-305) for the retention of such additional professional services.

NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey, as follows:

  1. The Township hereby increases the award amount of the professional services agreement to Apruzzese McDermott Mastro & Murphy by $16,000 from $22,000 to $38,000 for Police General Legal, Hearings and Police Contract Negotiations services for the 2017 calendar year.
  2. Apruzzese McDermott Mastro & Murphy shall be compensated for a total contract amount not to exceed $38,000 ($170 per hour).
  3. The contract with said firm is for professional services and exempt from the bidding requirements under the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.
  4. The award is also subject to compliance with the Equal Employment Opportunity Requirements pursuant to N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
  5. The Mayor and Township Clerk, together with all appropriate officers, employees, professionals and staff of the Township, are hereby authorized and directed to take all steps necessary to effectuate the purposes of this Resolution.
  6. It is hereby directed that Notice of Award of this Contract shall be published once in the official designated newspaper of the Township within ten (10) days of the date hereof.

WHEREAS, the Township of Randolph (“Township”) requires Capital Project Engineering Services (Butterworth Phase III, Calais Road Park, Recreation projects (Freedom Park improvement [new turf field, lighting, entrance, basketball courts, overflow entrance])); and

WHEREAS, Elizabeth Crescibene, Purchasing Agent, has determined and certified in writing that the value of these services will exceed $17,500; and

WHEREAS, the Township has agreed to retain Ferriero Engineering located at PO Box 571, 180 Main St, Chester, NJ 07930 to provide the necessary Capital Project Engineering Services (Butterworth Phase III, Calais Road Park, Recreation projects (Freedom Park improvement [new turf field, lighting, entrance, basketball courts, overflow entrance])) for a total amount not to exceed $42,000; and

WHEREAS, the fees and hourly rates are as noted in the attached proposal letter and fee schedule; and

WHEREAS, the anticipated term of this contract is until the projects are fully completed; and

WHEREAS, the contract with Ferriero Engineering is for a total amount not to exceed $42,000 and was not solicited through receipt of sealed bids or competitive contracting, therefore the requirements of N.J.S.A. 19:44A-20.5 (Anti Pay-to-Play Legislation) apply; and

WHEREAS, in accordance with the Anti Pay-to-Play Legislation, Ferriero Engineering has submitted to the Township the Political Contribution Disclosure Form, Stockholder Disclosure Certification and Business Entity Disclosure Certification as required; and

WHEREAS, Ferriero Engineering has also submitted to the Township a New Jersey Business Registration Certificate, as required; and

WHEREAS, there are funds available for the retention of such professional services; and

WHEREAS, the Township of Randolph (“Township”) and Sylvia Weiland. (“Seller”) have entered into a Contract for Conveyance of Real Estate dated June 15, 2017 in connection with the purchase by the Township of real property formally known as Block 116, Lot 32 on the Official Tax Map of the Township of Randolph, also known as 565 Millbrook Avenue (“Property”); and

WHEREAS, a date of closing and transfer of title for the Property is currently scheduled for September 21, 2017; and

WHEREAS, Seller has requested to occupy the Property for an additional seven (7) days after the closing of title and delivery of deed, until September 28, 2017; and

WHEREAS, there has been prepared a Use and Occupancy Agreement, dated as of September 21, 2017, by and between the Township and Seller; and

WHEREAS, the Township desires to approve the terms and conditions and authorize the execution of the Use and Occupancy Agreement, dated as of September 21, 2017, concerning the additional occupancy period by the Seller.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Randolph, County of Morris, State of New Jersey, as follows:

  1. All the terms and conditions of a certain Use and Occupancy Agreement, dated as of September 21, 2017, by and between the Township of Randolph and Sylvia Weiland are hereby approved, ratified and confirmed by the Township of Randolph.

G. ORDINANCES: SECOND READING/PUBLIC HEARING

1. Ordinance No. 19-17: An Ordinance Amending Section 42-69 (C) of Chapter 42, Solid Waste Management, of the Revised Ordinances of the Township of Randolph—Leaf Collection

BE IT RESOLVED, that an Ordinance entitled “AN ORDINANCE AMENDING SECTION 42-69 (C) OF CHAPTER 42, SOLID WASTE MANAGEMENT, OF THE REVISED ORDINANCES OF THE TOWNSHIP OF RANDOLPH—LEAF COLLECTION” be read by title on second reading and a hearing held thereon.

Manager Mountain explained that the ordinance amends the curbside leaf collection regulations to allow for contractors to place residents’ leaves at the curb for collection. All the other elements of the curbside leaf collection policy remain the same.

OPEN TO THE PUBLIC

Judith Stewart of 114 Everdale Road felt that the ordinance was a good idea, but felt that it would be more work for the DPW to ensure that the leaves are not placed in the street.

Seeing no one further from the public, the public portion was closed.

BE IT RESOLVED, that an Ordinance entitled, “AN ORDINANCE AMENDING SECTION 42-69 (C) OF CHAPTER 42, SOLID WASTE MANAGEMENT, OF THE REVISED ORDINANCES OF THE TOWNSHIP OF RANDOLPH—LEAF COLLECTION” be passed on final reading and that a Notice of Final Passage of said Ordinance be published in the official designated newspaper according to law.

Councilman Guadagno reminded the Council and the public that additional funds were placed in the budget to cover any additional costs related to the amended policy.

H. DISCUSSION ITEMS

1. Stigma Free Communities Initiative

Mayor Carey reported that she and Manager Mountain met with Rosaelena Klingener from St. Clare’s Hospital, and Councilman Loveys had information from the Municipal Alliance Committee (MAC) and the Morris County Freeholders.

Councilman Loveys explained that it is a County initiative that began in April 2016. There are between 18-21 communities currently participating. He explained that he and the MAC members felt that if a resolution was going to be passed, it should be more than symbolic; it should be a real initiative in which the MAC could promote by having volunteers form a stigma free subcommittee of the MAC to spread the word.

Councilman Loveys explained that the initiative is related to the stigma associated with mental health issues; those include issues such as depression, anxiety, schizophrenia, substance use disorders, and alcohol use disorders. The program is run through the Morris County Department of Human Services; St. Clare’s Hospital, Morris County Prevention is Key, and the Center for Addiction Recovery Education and Success (CARES) are involved in promoting the initiative. Councilman Loveys explained that MAC members are reaching out to people as well as a club at CCM for possible collaboration.

Manager Mountain added that Ms. Klingener is very passionate about the initiative; she is a mental health professional, and she is willing to meet with other groups. Discussed in their meeting were specific action steps for a community to begin promoting the initiative. Ms. Klingener suggested partnering with the schools; she also provided information on a program, Mental Health First Aid training, which they strongly recommend for first responders to know the symptoms of mental health or substance abuse issues and to provide resources to those individuals. They have quarterly meetings which the township could send a representative to once it joins the initiative. The Manager agreed that the initiative best matches the mission of the MAC; however, the Council could decide if the MAC should look into the initiative prior to a resolution or if the two could be done simultaneously. Councilman Loveys stated that MAC members received a packet, but they were hesitant because they felt it might be challenging to assemble a task force. However, they now have a few people in mind to contact; he will speak with the MAC Chairperson and coordinator to discuss the initiative further at the next MAC meeting on September 27th. Manager Mountain asked Councilman Loveys to email him to advise if the MAC wanted Ms. Klingener to follow up with them.

Councilman Guadagno asked if the initiative was concentrated in the schools. Mayor Carey explained that it is community-wide; they have partnered with 21 towns, 1 school district, and CCM. Councilman Guadagno asked how the MAC would get the message out to the community. Councilman Loveys reminded the Council that there will be a forum at the high school on October 11th on the opioid epidemic, and the MAC will also have a booth at the Country Fair to distribute information. Manager Mountain added that Ms. Klingener offered to do a presentation to the seniors. Councilman Guadagno explained that he knows and helps men with mental health issues; he felt some of them just drop out of society, and there were no resources available for the caregivers. Councilman Loveys explained that the Stigma Free Communities initiative addresses the issue of the people not getting the help they need because of the stigma associated with mental health issues. Councilman Guadagno felt that for some it is not the stigma, it is that they do not think they have a mental health issue. Manager Mountain stated that he was interested in the Mental Health First Aid training because they will tailor it to the organization and/or to the community; the materials would be the only associated cost. Deputy Mayor Forstenhausler suggested that the Public Health Nurses could also possibly become involved in the initiative. The Manager felt that the community services staff, the police, and anyone who comes in contact with people with mental health issues should become involved.

Mayor Carey felt there was enough support to move forward. Councilman Loveys will communicate with the MAC members to determine if they are interested in having Ms. Klingener attend the next MAC meeting, and he will inform the MAC members of the Council discussion.

I. OPEN TO THE PUBLIC

Judith Stewart of 114 Everdale Road expressed her concern about the Morris County League of Municipalities meeting on September 20th being the first night of Rosh Hashanah. Donna Luciani explained that the Freeholders set the meeting dates. Mayor Carey said she would inform the Freeholders of Mrs. Stewart’s concern.

Seeing no one further from the public, the public portion was closed.

J. COUNCIL COMMENTS

Councilman Loveys reported that a MAC member arranged for the Hope One van to be at the Country Fair; the van is a partnership between the Morris County Sheriff’s office, the Mental Health Association of Morris County, Morris County Prevention is Key and CARES, and provides support and resources for those struggling with addiction. Councilman Loveys also reported that Knock Out Opiate Abuse Day is October 6th; the MAC is looking into sending a mailer to residents. And on October 11th at 7:00 p.m. there will be a forum at the Randolph High School on the opioid epidemic; it is open to the public. Speakers at the forum will be Morris County Prosecutor Fred Knapp, Chief Assistant Prosecutor Brad Seabury, and a panel that includes a psychiatrist, a mental health specialist, a representative from the Randolph Police Department, Municipal Judge Ira Cohen, and a person directly affected by the epidemic. He encouraged Council members to attend the forum.

Councilman Loveys reported that he attended the Randolph Reminisces program at the museum in August; Dr. Iacono from CCM was the guest speaker. He felt it was a great program.

Councilman Tkacs reported that the Planning Board approved the plans for the American Veterinary Hospital, with the exception of the LED sign. Darren Carney sent an email with a video about how towns are handling electronic signs.

Councilwoman Veech reported that the Morris County Leadership program is looking for nominations; they only take 30 people. Program participants spend one day per month for one year at different County facilities learning about the various aspects of the County; there is also one day spent in Trenton. Councilwoman Veech attended in 2014 and felt it was very valuable; she would nominate any of the Council members, if they were interested. Applications are due at the end of September; the program fee is approximately $4,000.

Councilwoman Veech also reported that she will be going with a representative from French and Parillo to Chester, Mount Olive, Roxbury, and Denville the following day around 12:30 p.m. to gather information on their community gardens; she invited others to join them if interested.

Councilwoman Veech asked if any work had been done on the dog park; Manager Mountain said there had been.

Councilwoman Veech expressed her concern with the October meeting being moved to a Tuesday since that is when the Parks Committee meets, and she would have to miss it. Manager Mountain explained that it was not moved, that it had been set on October 10th since the beginning of the year due to Back to School Night at the high school.

Councilwoman Veech thanked the Manager for having the reverse 911 call go out about the recycling schedule, and asked if anyone had complained about the call. Manager Mountain replied that he had not gotten any complaints. She felt it helped to inform the residents, and was happy there were no complaints.

Councilwoman Veech asked about the AED paddles. Donna Luciani replied that she received them, and she is waiting for Chief Stokoe and Officer Biase to have availability to provide training. One will be in the Municipal Building, and one will be at the Community Center.

Deputy Mayor Forstenhausler reported that he and the Mayor attended the Trails Committee meeting. The Trails Master Plan was fine-tuned; the final version should be completed by September 21st, with a presentation to the Council on September 28th.

Deputy Mayor Forstenhausler mentioned the beefsteak dinner at Fire Company #2 is Saturday, September 9th; if anyone was interested in attending, he could have tickets at the door for them.

Mayor Carey reported the following:

  • The Trails Committee was very good, and the group that prepared the Trails Master Plan did a very good job.
  • The Calais Road park meeting was also very good, with a good group.
  • She, Councilman Guadagno, Deputy Mayor Forstenhausler, and Manager Mountain attended the VFW picnic; it was a good event.
  • She, Councilman Napoliello, Councilman Guadagno, and Manager Mountain attended the senior softball picnic; it was also a good event.
  • She attended the museum’s Peach Festival, and reported that it was a very nice event.
  • Last year she was asked to be on a community advisory committee at St. Clare’s Hospital, but it never got started. However, she is now on the committee and attended the recent meeting; members include many elected officials from surrounding communities. St. Clare’s presents information about programs they are running, and asks for input on the needs of the communities. There was discussion on their behavioral health program, and the Every 15 Minutes program related to teen drinking and driving. The committee meets quarterly.

K. EXECUTIVE SESSION

WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975 (N.J.S.A. 10:4-12) permits the exclusion of the public from a meeting under certain circumstances; and

WHEREAS, this public body is of the opinion that such circumstances presently exist.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Randolph, in the County of Morris, and State of New Jersey, as follows:

1. The public shall be excluded from the Executive portion of the meeting.

2. The general nature of the subject matter to be discussed is as follows:

3. As nearly as now can be ascertained, the matter or matters to be discussed at this time will be disclosed to the public at such time and under such circumstances as are prescribed by law.

4. At the conclusion of the Executive Session, the Council will reconvene in public session for the purpose of taking formal action.
