Article IV. Parking, Stopping & Standing

To request overnight parking permission, contact the Randolph Police Department at 973-989-7000 (prompt 0).

Overnight parking requests will only be considered for short term temporary time frames in which the resident has a legitimate and justified need to park on the street. Examples of legitimate and justified needs are considered to be but not limited to driveway resurfacing/resealing, construction projects and/or visitors from out of town who are staying at the home. Requests for overnight parking will not be considered and/or granted as a simple matter of convenience or for extended periods of time.

Division 2. Nighttime Parking

Section 31-91. Parking between 2 am and 6 am.

  1. Except as provided in subsection (b) of this section, no person shall park any vehicle on the streets of the township between 2 am and 6 am daily, except as posted.
  2. Approval having been granted pursuant to New Jersey Statutes Annotated (NJSA) 39:5A-1 for the application of NJSA 39:1-1-39:5F-30 to the properties designated in this subsection, parking is prohibited between 2 am and 6 am daily, except as posted, on all streets, traffic lanes and entrance drives to the parking lots of the following properties:
    1. Center Grove Village Apartments (Hamiltonian Garden Apartment Complex).
    2. Quaker Village Apartments (Billnan Three Incorporated).
    3. Randolph Village Apartments.

Division 3. Temporary Prohibited Parking During Emergencies

Section 31-111. Generally.

  1. Declaration of emergency; posting of signs. Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary "emergency no parking" signs are displayed. The chief of police, or in the chief's absence the ranking police officer, is authorized to declare an emergency and to direct the posting of the "emergency no parking" signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the "emergency no parking" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
  2. Snow plowing. Whenever the snow has fallen and the accumulation is such that it covers the street or highway, an emergency shall exist and no vehicle shall be parked on any street or highway. The parking restrictions set out in this subsection shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
  3. Approval having been granted pursuant to NJSA 39:5A-1 for the application of NJSA 39:1-1-39:5F-30 to the properties designated in this subsection, parking is prohibited during snow emergencies on all streets, traffic lanes and entrance drives to the parking lots of the following properties:
    1. Gateway Apartments (Center Grove Associates).
