Please note: An Ordinance Re-Adopting Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph, Morris County, New Jersey.

  • Whereas, pursuant to NJ.S.A. 40:48-2, the governing body of a municipality may make, amend, repeal, and enforce such other ordinances, regulations, rules and by-laws not contrary to the laws of this state or of the United States, as it may deem necessary and proper for the good government, order and protection of person and property, and for the preservation of the public health, safety and welfare of the municipality and its inhabitants, and as may be necessary to carry into effect the powers and duties conferred and imposed by this subtitle, or by any law; and
  • Whereas, the Township of Randolph ("Township") adopted Ordinance Number 2-17 on April 6, 2017, which amended the Revised Ordinances of the Township of Randolph by the addition of Article XVIII of Chapter 10, Boards, Commissions, Committees and Agencies, which established the Trails Advisory Committee; and
  • Whereas, the Trails Advisory Committee serves as the advisory board to the Township Council on the use, development and maintenance of the Township trail system as well as the implementation of the Trails Master Plan; and
  • Whereas, Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph contained an expiration date that was inadvertently not extended by the Township; and
  • Whereas, the Township desires to re-adopt Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph.

Now, therefore, be it ordained by the Governing Body of the Township of Randolph, County of Morris, State of New Jersey as follows:

Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced by the following:

  1. Article XIX. Trails Advisory Committee
    1. Section 10-360. Creation.
      1. There is hereby established a Trails Advisory Committee as the advisory board to the Township Council on the use, development and maintenance of the Township trail system as well as the implementation of the Trails Master Plan.
    2. Section 10-361. Appointment and term.
      1. The Committee shall consist of:
        1. Five general members and one alternate member, all of which are to be appointed by the Township Council; and
        2. One member from the Advisory Parks Committee, which shall be appointed by the Advisory Parks Committee; and
        3. One member from the Township Council, who shall serve as liaison to the Township Council.
    3. The alternate member shall participate in the absence of any of the general members.
      1. The initial appointment of all committee members shall take effect on July 1, 2017. All committee members shall be appointed for initial terms of six months which shall expire on December 31, 2017.
      2. At the 2018 Township Council annual reorganization meeting, the Township Council shall appoint committee members that shall serve according to the following terms:
        1. Three general members serving for two year terms;
        2. Two general members serving for one year terms;
        3. The members from the advisory parks committee and the township council serving for one year terms;
        4. The alternate member serving for a one year term.
      3. The successors to the general members shall be appointed for three year terms at the Township Council annual reorganization meeting.
      4. The successors to the Advisory Parks Committee member shall be appointed for one year terms at the Advisory Parks Committee annual reorganization meeting.
      5. The successors to the Township Council member shall be appointed by the Mayor for one year terms at the Township Council annual reorganization meeting.
      6. The successors to the alternate member shall be appointed for two year terms at the Township Council annual reorganization meeting.
      7. If a vacancy shall occur, it shall be filled by appointment, as provided above, for the unexpired term.
    4. Sec. 10-362. Duties and powers.
      1. The Trails Advisory Committee shall:
        1. Oversee the implementation of the recommended actions included in the adopted Trails Master Plan for the town.
        2. Assist with the design and development of trails.
        3. Make recommendations on the maintenance and upkeep of Township trails.
        4. Make policy recommendations to the Township Council on trail related matters.
        5. Educate the public and promote the Township trail system.
        6. Address other trail related issues and projects and make recommendations as assigned by the Township Council or Township Manager.
        7. Review and revise the Trails Master Plan as deemed necessary.

Notice is hereby given that an Ordinance entitled An Ordinance Re-Adopting Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on March 3, 2022 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on March 17, 2022 at 6 pm prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.

Statement of Purpose of Ordinance

The purpose of the above Ordinance is to re-adopt Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph.
