Please note: An Ordinance to Amend Section 3 of Ordinance No. 50-00 Entitled “An Ordinance of the Township of Randolph Entitled “LOSAP Referendum Question” to Provide for the Placement of a Public Question at the Next General Election on November 7, 2000” to Revise the Criteria to Participate in and Receive Annual Contributions from the Length of Service Award Program
- Whereas, per Ordinance No. 50-00, the Township of Randolph established a Length of Services Award Program (LOSAP) to enhance its ability to recruit and retain volunteer members for its Rescue Squad and Fire Department; and
- Whereas, N.J.S.A. 40A:14-185 and 40A:14-187 permit a municipality to amend its LOSAP enabling ordinance; and
- Whereas, the Township of Randolph desires to amend Section 3 of Ordinance No. 50-00 to revise the criteria for volunteer members of the Rescue Squad and Fire Department to participate in and receive annual contributions from the LOSAP.
Now therefore be it ordained by the Governing Body of the Township of Randolph, County of Morris, State of New Jersey as follows:
Section 3 of Ordinance No. 50-00 is hereby deleted in its entirety and replaced by the following:
A. RANDOLPH RESCUE SQUAD LOSAP PROGRAM POINT SYSTEM
Eligibility
- All members in good standing on the Randolph Rescue Squad.
Administration
- LOSAP benefits will be administered on a “calendar-year” basis. Members will be eligible the day they join, provided they can meet the point requirement from the moment they join until the end of the calendar year.
- The President of the Rescue Squad or his/her designee shall maintain an accurate accounting system of points accumulated by members and shall provide the same in a written report to the Chief Financial Officer annually.
- All members shall review their annual activity report and are required to return the activity report to the squad president or his/her designee - signed if accurate, written explanation if not accurate.
- Thirty (30) day review period will be allowed from the date of issue of the report for correction of any discrepancies.
Qualification
- The following point system will be used to determine the membership status and level of benefits received.

Point System Definitions:
- A member qualifying for more than one item shall be entitled to the highest point value item only.
- Shift points are given, assuming the entire shift is ridden. If the entire shift is not ridden, points are given based on the ridden percentage, i.e., 50% of a shift ridden will equate to 50% of points given for that shift.
- Drills/Training/Education Points will only be accrued from squad-sanctioned events/trainings and/or from recognized/accepted school programs or courses.
- Extra Details are considered activities beyond those performed for the organization's daily operations that are not previously mentioned in the activity category.
- Longevity points are given out per year of active membership. There are four (4) categories of LOSAP benefits.
There are four (4) categories of LOSAP benefits:

| Category #1 | This classification is for Members who fail to meet the minimum requirements (less than 105 points). A Member in this category is not eligible for the LOSAP benefits package. |
| Category #2 | This classification allows a Member to participate in the LOSAP benefits package. Members accumulating between 105 and 150 points qualify for this category. |
| Category #3 | This classification allows a Member to participate in the LOSAP benefits package at a higher level. Members accumulating between 150 and 199 points qualify for this category. |
| Category #4 | This classification allows a Member to participate in the LOSAP benefits package at the highest level. Members accumulating 200 or more points qualify for this category. |
B. RANDOLPH FIRE COMPANIES LOSAP PROGRAM POINT SYSTEM
Eligibility
Regular Member – Must accumulate at least 105 activity points for the calendar year to achieve “Member in Good Standing” status.
Life Member – Any Member who successfully completes 15 years of Active Service is elevated to Life Member status. A Life Member must accumulate at least 60 activity points for the calendar year to achieve “Member in Good Standing” status.
Support Member – Must accumulate at least 105 activity points for the calendar year to achieve “Member in Good Standing” status.
Administration
- Membership benefits will be administered on a calendar-year basis. Those qualifying will be eligible on January 1st for the previous year’s benefits.
- A “Member Specific” Annual Activity Report shall be generated for all Fire Department Members
- All Members shall review their Annual Activity Report.
- A review period will be provided from the date of issue of the report for correction of any discrepancies.
- All Members are required to return the annual activity report to the Battalion Chief, before the end of the review period – signed if accurate, written explanation if not accurate.

Point System Definitions:
- * A Member qualifying for more than one (1) item shall be entitled to the highest point value only.
- * Past Battalion and Department Chiefs must have served at least one (1) full term in office to receive points for that activity.
- Drills/Training/Education Points will only be accrued from Department sanctioned events and recognized/accepted school programs or courses.
- Extra Details are considered activities beyond those performed for the daily operations of the organization, either scheduled in advance whereby notice is given and participation of as many Members as possible is requested at that activity, or performed by a member or group of Members, at their convenience, as sanctioned by the Department.
- Current Company / Association Officers Include: Current Department and Company level operation Chiefs and officers, Association Officers and trustees, Department Administrative Secretary & Treasurer, Specialty Team officers, BOE Representatives, Relief Association Representatives and Trustees, and Exempt Association Representatives and trustees.
There are four (4) categories of LOSAP benefits:

| Category #1 | This classification is for Members who fail to meet the minimum requirements of the other three classifications. A Member in this category is not eligible for any benefits offered to Members of the Department. Members accumulating 104 or less points qualify for this category. |
| Category #2 | This classification allows the Member to participate in the benefits package as approved by the Township Council. Members accumulating between 105 and 149 points qualify for this category. |
| Category #3 | This classification shall provide a Member with all the benefits as allowed under Category #2 and participate in the Township benefits package at a higher level. Members accumulating between 150 and 204 points qualify for this category. |
| Category #4 | This classification shall provide a Member with all the benefits allowed under Category #3 and participate entirely in the entire Township benefits package at the highest level. Members accumulating 205 or more points qualify for this category. |
The Mayor and Township Clerk are hereby authorized to execute any and all instruments and to do all things necessary to effectuate the purposes hereof.
All Ordinances of the Township of Randolph which are inconsistent with the provisions of this Ordinance are hereby repealed as to the extent of such inconsistency.
If any subsection, clause or phrase of this Ordinance is for any reason held to be unconstitutional or invalid in any Court of competent jurisdiction, such decision shall not affect the remaining portion of this Ordinance.
This Ordinance shall take effect as provided by law.

Notice is hereby given that an Ordinance entitled "An Ordinance to Amend Section 3 of Ordinance No. 50-00 Entitled “An Ordinance of the Township of Randolph Entitled “LOSAP Referendum Question” to Provide for the Placement of a Public Question at the Next General Election on November 7, 2000” to Revise the Criteria to Participate in and Receive Annual Contributions from the Length of Service Award Program” was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on November 5, 2024 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on November 26, 2024 at 6 p.m. prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.
Statement of Purpose of Ordinance
The purpose of the above Ordinance is to amend Section 3 of Ordinance No. 50-00 to revise the criteria for volunteer members of the Rescue Squad and Fire Department to participate in and receive annual contributions from the LOSAP.
A copy of the full Ordinance is available to any member of the general public, without cost, at the Township of Randolph, Municipal Building, Millbrook Avenue, Randolph, New Jersey, at the Office of the Township Clerk, between the hours of 9:00 a.m. and 4:30 p.m.
