Please note: Amending Sections 10-1, 10-35, 10-51, 10-91, 10-321, 10-322, 10-323, 10-341 and 10-361 and Deleting Article XI, Community Services Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph
- WHEREAS, pursuant to N.J.S.A. 40:48-2, the governing body of a municipality may make, amend, repeal, and enforce such other ordinances, regulations, rules and by-laws not contrary to the laws of this state or of the United States, as it may deem necessary and proper for the good government, order and protection of person and property, and for the preservation of the public health, safety and welfare of the municipality and its inhabitants, and as may be necessary to carry into effect the powers and duties conferred and imposed by this subtitle, or by any law; and
- WHEREAS, the Township of Randolph (“Township”) desires to amend Sections 10-1, 10-35, 10-51, 10-91, 10-321, 10-322, 10-323, 10-341 and 10-361 of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph regarding the appointment of alternate members, Council liaisons and the non-voting membership of the township manager or his/her designee on the Township’s various boards, commissions, committees and agencies and to delete Article XI of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph, regarding the no longer functioning Community Services Advisory Committee.
NOW, THEREFORE, BE IT ORDAINED, by the Governing Body of the Township of Randolph, County of Morris, State of New Jersey, as follows:
Section 10-1, Organization; election of officer; student members, of Article I, In General, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced with the following:
Sec. 10-1. - Organization; election of officers; student members; alternate members; township council members.
(a) All agencies, boards, commissions and committees, except as otherwise provided by law or these Revised Ordinances, shall organize and elect one of the members as presiding head and such other members to such offices as are necessary for the conduct of business.
(b) The council may appoint to any and all agencies, boards, commissions and committees, except as otherwise provided by law or these Revised Ordinances, up to four additional high school student member representatives per agency, board, commission or committee for a term of one year. Each such additional student member shall not have any voting power, but shall be subject to the same conditions as provided by law or these Revised Ordinances for each such agency, board, commission or committee.
(c) Each additional high school student member representative of an agency, board, commission or committee appointed by the township council shall serve for a term to coincide with the academic calendar. The term for each high school student member representative shall run from June of each year, for a one-year period.
(d) The council may appoint to any and all agencies, boards, commissions and committees, except as otherwise provided by law or these Revised Ordinances, up to two alternate members per agency, board, commission or committee for two year terms. Alternate members may participate in discussions but may not vote except in the absence or disqualification of a general member.
(e) Except as otherwise provided by law or these Revised Ordinances, one member from the township council shall be appointed as a member to each agency, board, commission and committee. The township council member shall serve as the liaison to the township council and shall be appointed by the mayor for a one-year term at the township council annual reorganization meeting.
(f) Except as otherwise provided by law or these Revised Ordinances, the township manager or his/her designee shall serve as a non-voting member on each agency, board, commission and committee.
Section 10-35, Appointment and term, of Article II, Advisory Environmental and Landmark Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced with the following:
Sec. 10-35. - Appointment and term.
(a) The committee shall consist of seven general members who shall be appointed by the township council and who shall be township residents.
(b) The initial appointment of all committee members shall take effect on July 1, 2016. All committee members shall be appointed for initial terms of six months which shall expire on December 31, 2016.
(c) At the 2017 Township Council annual reorganization meeting, the township council shall appoint committee members that shall serve according to the following terms:
(1) Two general members for three years; and
(2) Two general members for two years; and
(3) Three general members for one year.
(d) The successors to the general members shall be appointed for three year terms at the township council annual reorganization meeting.
(e) If a vacancy shall occur, it shall be filled by appointment, as provided above, for the unexpired term.
(f) The committee shall designate one of the members to serve as chair and presiding officer of the committee.
Section 10-51, Established; membership; term of office, of Article III, Advisory Economic Development Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced with the following:
Sec. 10-51. - Established; membership; term of office.
(a) The membership of the advisory economic development committee shall continue with nine regular members.
Section 10-91, Membership; term of office, of Article V, Advisory Recreation Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced with the following:
Sec. 10-91. - Membership; term of office.
(a) There shall be an advisory recreation committee consisting of 11 members appointed by the council.
(b) The initial terms of seven such members shall be as follows: two members for a term of three years each, two members for a term of two years each, and three members for a term of one year each. The terms of the successors to these seven members shall be for three years each.
(c) The terms of the remaining four members shall be for one year each.
(d) After the initial appointments, all future membership appointments shall be made at the annual reorganization meeting.
Article XI, Community Services Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety.
Sections 10-321, Creation, 10-322, Description of membership, and 10-323, Initial and continuing terms of members; vacancies, of Article XVI, Traffic Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph are hereby deleted in their entirety and replaced with the following:
Sec. 10-321. - Creation.
There is hereby created a traffic advisory committee consisting of five regular members.
Sec. 10-322. - Description of membership.
The regular members shall consist of five citizen members appointed by the council.
Sec. 10-323. - Initial and continuing terms of members; vacancies.
The initial terms of the five regular citizen members shall be retroactive to January 1, 2003, with three members appointed for a two-year term and two members appointed for a one-year term. Thereafter, the term of each regular member shall be for two years, appointed at the annual reorganization meeting.
All vacancies shall be filled for the unexpired term in the same manner as the original appointment.
Section 10-341, Appointment and term, of Article XVII, Wildlife Management Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced with the following:
Sec. 10-341. - Appointment and term.
(a) The committee shall consist of:
(1) Five general members all of which are to be appointed by the township council; and
(2) One member from the advisory parks committee, which shall be appointed by the advisory parks committee.
(b) The initial appointment of all committee members shall occur on January 1, 2013. The committee members shall serve according to the following terms:
(1) Three general members serving for two-year terms;
(2) Two general members serving for one-year terms; and
(3) The member from the advisory parks serving a one-year term.
(c) The successors to the general members shall be appointed for three-year terms at the township council annual reorganization meeting.
(d) The successors to the advisory parks committee member shall be appointed for one-year terms at the advisory parks committee annual reorganization meeting.
(e) If a vacancy shall occur, it shall be filled by appointment, as provided above, for the unexpired term.
Section 10-361, Appointment and term, of Article XVIII, Trails Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of Revised Ordinances of the Township of Randolph is hereby deleted in its entirety and replaced with the following:
Sec. 10-361. - Appointment and term.
(a) The committee shall consist of:
(1) Five general members, all of which are to be appointed by the township council; and
(2) One member from the advisory parks committee, which shall be appointed by the advisory parks committee.
(b) The initial appointment of all committee members shall take effect on July 1, 2017. All committee members shall be appointed for initial terms of six months which shall expire on December 31, 2017.
(c) At the 2018 township council annual reorganization meeting, the township council shall appoint committee members that shall serve according to the following terms:
(1) Three general members serving for two-year terms;
(2) Two general members serving for one-year terms; and
(3) The member from the advisory parks committee serving for a one-year term.
(d) The successors to the general members shall be appointed for three-year terms at the township council annual reorganization meeting.
(e) The successors to the advisory parks committee member shall be appointed for one-year terms at the advisory parks committee annual reorganization meeting.
(f) If a vacancy shall occur, it shall be filled by appointment, as provided above, for the unexpired term
All Ordinances of the Township of Randolph which are inconsistent with the provisions of this Ordinance are hereby repealed as to the extent of such inconsistency.
If any section, subsection, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or invalid by any Court of competent jurisdiction, such decision shall not affect the remaining portions of this Ordinance.
This Ordinance shall take effect as provided by law.

Notice is hereby given that an Ordinance entitled "An Ordinance Amending Sections 10-1, 10-35, 10-51, 10-91, 10-321, 10-322, 10-323, 10-341 and 10-361 and Deleting Article XI, Community Services Advisory Committee, of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinance of the Township of Randolph" was submitted in writing at a regular meeting of the Mayor and Council of the Township of Randolph, County of Morris, State of New Jersey, held on February 20, 2025 and was introduced, read by title and passed on first reading. A Statement of Purpose of the Ordinance is contained below. The Governing Body of the Township of Randolph will further consider the Ordinance for second reading and final passage thereof at their regular meeting to be held on March 6, 2025 at 6 p.m. prevailing time, at the Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey 07869, at which time and place a public hearing will be heard thereon by the Governing Body and all parties in interest and citizens shall have an opportunity to be heard concerning said Ordinance.
Statement of Purpose of Ordinance
The purpose of the above Ordinance is to amend Sections 10-1, 10-35, 10-51, 10-91, 10-321, 10-322, 10-323, 10-341 and 10-361 of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph regarding the appointment of alternate members, Council liaisons and the non-voting membership of the township manager or his/her designee on the Township’s various boards, commissions, committees and agencies and to delete Article XI of Chapter 10, Boards, Commissions, Committees and Agencies, of the Revised Ordinances of the Township of Randolph governing the no longer functioning Community Services Advisory Committee.
